USCCB Office Closures & Important Dates


USCCB will be closed on the following days:


  • Monday, February 17th - President's Day



CSS's will be taking an administrative day Friday, February 7th, so they will have limited access to emails. Please email Simy, McKenna, or Lauren if something urgent comes up.


HS/PRS Reminders

  • PRS Monthly Reports for January should be uploaded to the UC Portal by February 7th.


  • For monthly programmatic reports submitted to USCCB, please send them to your CSS by the first Friday of the month (February 7th!!).
  • Please note: The section that asks information regarding Level 1 cases should only reflect cases referred at Level 1. This will not include cases that were leveled down to Level 1.
  • The section asking for monthly reports uploaded to the UC Portal should only reflect the number of PRS event forms uploaded to the UC Portal within the reported month. The PRS event forms uploaded within five business days after the month ends must be counted for the next submission. For example, all reports uploaded between November 1 and November 7 will be reported on the report submitted in December.
  • 90-day visits may occur within 1 week before or after the date listed in release notifications. If virtual visits are needed for extenuating circumstances, then let your CSS know who will request PO approval.

ORR Policy Updates


ORR recently posted updates to UC Policy Guide Section 6 and UC MAP Section 6 (effective 1/13/2025)

  • We will be updating POM and Monitoring tools in the coming months to reflect updated language.
  • Notable change: pre-service and ongoing training requirement is now 20 hours rather than 40!


App Launcher New Feature Alert


Submit Helpdesk Tickets via App Launcher


The Division of Technology-UC Bureau announced a new feature in App Launcher designed to streamline your support requests. You can now directly submit Helpdesk (HD) tickets through the App Launcher interface.


Key Highlights:

  • The functionality currently supports submitting tickets for the following applications:
  • App Launcher
  • Tableau
  • PRS


How It Works:

  1. Navigate to the "Submit Helpdesk Request" tab in the App Launcher.
  2. Fill out the required fields, including:
  • Subject
  • Description
  • Application Name
  • Request Reason

3 Optionally, attach a file for additional details.

4 Click Submit to create your Helpdesk ticket.


Track Your Tickets:

  • Once a ticket is submitted, you can monitor its status and progress in the All-Cases section of App Launcher.

NOC SUBMISSIONS


No Initial Contact - NOC submitted after 30 days when: 


  • No contact has been established whatsoever with the unaccompanied minor within 30 days of referral acceptance. 

Loss of Contact with Safety Concerns - NOC submitted immediately when: 


  • Contact is lost after services have already been initiated, and there are ongoing concerns for the child's physical or emotional safety. 
  • Initial home visit is unsuccessful, and there were concerns noted in the Release Request regarding the sponsor (for example, findings on sponsor background check or other potential safety concerns). 


If initial phone contact is made and you are able to speak with the unaccompanied minor and determine there are no safety concerns, and then the initial visit is unsuccessful, no NOC is needed. Inform your CSS, and the case will be closed after 30 days.

Accepting L1 cases out of your demographic region: 


If your program has been approved to accept cases outside of your demographic region, please ensure you have created a resource list for the new area of service to have on-hand before accepting cases. This should include all core service delivery referrals required under UC Policy 6.2 PRS Service Provision Policies

Monitoring and Quality Assurance:


Corrective Action Plan (CAP) v. Finding:


As mentioned during the quarterly network call, the USCCB has significantly modified its monitoring protocols, tools, and reporting. In line with ORR monitoring and reporting, if a finding is identified during an on-site monitoring visit, this will result in a Corrective Action Plan (template shown during call), the finding will trigger the CAP. We recognize this process is different from years past, but we assure that USCCB's monitoring will remain a collaborative process. Your assigned MQA Coordinator and/or CSS will inform you if any findings will result in further corrective action impacting as a result of monitoring findings (i.e., referral pauses, etc).

  1. Reimbursement Requests - Monthly reimbursement requests for the HSPRS program must be submitted within 20 Calendar days of the close of the previous month. You may access the reimbursement request through the alerts when you log into the MRIS Database. If you are experiencing any difficulty with your submissions, please contact the MRIS Help Team via email to support@mrishelpdesk.zendesk.com.
  2. MRIS Users and Roles - Please ensure that all MRIS Users and roles are up to date for your site. Each person with an Administrator Role has to ability to update and add additional users for your site. USCCB staff cannot manage your user roles and profiles after the initial site record and 1 Administrator has been entered. If you have any difficulty updating your staff and roles, please contact the MRIS Help Team via email to support@mrishelpdesk.zendesk.com.

Reminders/Action Items

CA/N Checks, FBI Clearance, and ORR CA/N Check Waiver Guidance


All New Staff MUST complete Child Abuse and Neglect Background Checks before serving children. These must be completed for every state the employee has lived in for the past 5 years.


  • Please send your CSS the confirmation when their checks are complete.
  • If there are delays in receiving CA/N results, please let your CSS know and follow these instructions:
  • Request correspondence from the state that CA/N results will take more than 30 days to process.
  • Send that communication + a 30 day supervision plan for the new staff member to your CSS. (If you need sample supervision plans, let your CSS know.)
  • After the 30 days are complete, the staff member needs to sign an attestation that they are unaware of any allegations of abuse/neglect and get the document notorized.
  • Send notarized document to CSS who will communicate with the PO.


Ongoing Background Checks:


For programs that utilize ongoing background checks for staff, ORR UC Policy 4.3.31 does not grant an exemption to programs where RAP-back services are provided through state licensing, and the potential insufficiency of licensing criminal history investigation to meet all ORR minimum requirements; therefore, UC Policy advises providers to follow guidance in Sec. 4.3.3.1, conducting all required re-checks on employees at the 5th anniversary of their hire date or last complete background check.
