HUD Releases Housing Notice

2021-05 (CSPs)


"Continued Availability of Funds for COVID-19 Supplemental Payments for Properties Receiving Project-Based Rental Assistance under the Section 8, Section 202, or Section 811 Programs" 

On September 16th, 2021, HUD published Housing Notice 2021-05 regarding the upcoming Round 4 of COVID-19 Supplemental Payments (CSP).


Additionally, on October 8th, 2021, HUD published a FAQ for CSPs, as well as a DRAFT HUD 52671-E CSP Request Form.


Please read the full notice linked above, but here is what you need to know now:


  • This current round covers expenses from April 1, 2021, through October 31, 2021.
  • You can submit both new requests for previous periods as well as amended submissions.
  • If you have not previously submitted requests, you may do so now using several separate submissions or combined submissions.
  • CSP claims are due to SHCC by November 19, 2021, at 11:59pm.

What's New?


Here are a few of the changes to COVID-19 Supplemental Payment eligibility and submission requirements:


  • WiFi Internet equipment, HVAC upgrades, and in limited cases, emergency generators, are now included costs.
  • HUD will permit owners to amend prior round approved CSP requests to include additional expenses that they may have inadvertently omitted or are now made eligible by the Round 4 Notice.
  • Some of the financial need criteria for smaller requests will be waived.
  • Properties projecting surplus cash are now eligible for amounts up to the Standard CSP cap for expenses incurred April 1, 2021, to October 31, 2021.


What do I do now?

Tips to Prepare


  1. Remember to check for a FINAL HUD Form 52671-E. Draft forms will not be accepted.
  2. Gather all supporting documentation now to complete your submissions.
  3. Keep our info handy! Remember that all CSP submissions (for properties administered by SHCC) should be sent directly to SHCC at cares@shccnet.org.
  4. Submit questions early! Please use the email address above to send us any questions or concerns. We're here to help!
  5. Be on the lookout! SHCC plans to release additional training in late October or early November to assist in the preparation of submissions. We will announce any offerings via our ListServ, and they will be available (and free) both live and via recordings accessed via the website.
  6. Use all available resources! Read over all of the documents listed above, including the FAQ for Stakeholders, and make your plan.
