Happy Memorial Day Weekend! As a reminder, the Association office is closed on Monday for the holiday. We will return to the office at 8am on Tuesday.

Monday is Memorial Day and trash day will be WEDNESDAY next week.

MEMORIAL DAY TRASH SCHEDULE

For the Memorial Day Weekend trash day will be delayed one day. Trash should be set out TUESDAY evening May 30th for pickup WEDNESDAY May 31st.

AFTER ONE WEEK OF COURTESY NOTICES

After one full week of issuing courtesy notices for speeding, here are the statistics from 12:01am Wednesday, May 17th through 11:59pm Tuesday, May 23rd:


Speeding at Gate 1 Bridge - Summitview - Notices Issued = 132


112 to Residents (84.8%)

19 to Visitors (family, temporary or permanent) (14.4%)

1 to Contractors (0.8%)


The fastest speed noted at the Gate One bridge in the past week was exiting at 48mph by a resident vehicle at 12:16pm May 23rd.


Speeding at Gate 4 Bridge - Bradford Pear - Notices Issued = 74


53 to Residents (71.6%)

17 to Visitors (family, temporary or permanent) (23.0%)

4 to Contractors (5.4%)


The fastest speed noted at the Gate Four bridge in the past week was entering the community at 53mph by a visitor vehicle at 5:55pm on May 21st.


Speeding on Southern Oak Drive - At Southern Oak Park - Notices Issued = 335


268 to Residents (80.0%)

The fastest speed noted on Southern Oak in the past week was travelling westbound towards Summitview at 40mph by a resident vehicle at 5:16pm May 22nd.


Total Speeding at all Locations in last 7 days - Notices Issued = 541

The intention of the installation of radar cameras is to change behavior regarding speeding - not to generate revenue. No fines are being issued by these three radar cameras at this time


Courtesy notices (no fines) are now going out in order to give those speeding an opportunity to alter their driving behavior, if needed. This grace period is also a good opportunity to educate/remind guests and visitors on our speed limits to avoid future fines.

Beginning July 1, 2023, we will issue fines in compliance with the HOA Traffic Fine Schedule for any speeding offenses captured by these three radar cameras. 

REMINDER

SOUTHERN OAK - 20MPH ZONE

As a reminder, Southern Oak between Summitview Drive and Sumac is a 20mph zone. The speed limit is a 20mph zone 24 hours a day, 7 days a week, 365 days per year. Please obey the posted 20mph zone signs. All other streets in the community are 30mph zones.

HOW THE RADAR CAMERA SPEEDING NOTICES ARE ISSUED AND REVIEWED

Notices issued by the three radar cameras will come with the Hackberry Creek logo and photo / speed / location data noted. The camera system uses license plate recognition and captures 1 to 3 images of each vehicle traveling over the trigger speed (37mph in a 30mph zone and 24mph in a 20mph zone). On the notice will be a map of the location, a photograph of the vehicle, information on posted speed, time and recorded speed. The license plate number will also be listed.


The license plate listed by the LPR system is checked manually by the office staff by visually checking each image using a zoom function (internal to the computer) to ensure the plate listed by the software actually perfectly matches the image of the plate so there can be no question as to validity of the plate number. If the zoomed image of plate number cannot be clearly visually verified no notice will be issued


The plate number is entered into the GateKey database to find owner of vehicle and whether or not it is registered as a resident, visitor or contractor. If the plate is not listed in GateKey the plate is run through the Texas Department of Motor Vehicles. If the owner of record has a Hackberry Creek address the notice will be sent to that address. In the first paragraph of the notice it will list address of vehicle, plate number (visually verified by office staff), validation method of ownership (GateKey or DMV), and who validated the notice and printed it.


Any resident who has a registered visitor will receive a notice if their visitor vehicle was observed speeding. In those cases, please ensure your visitors are aware of the speed limits in the community.

Under the direction of the Village Manager, the Community Standards Coordinator conducts inspections of residential properties within the community to determine if violations of deed restrictions exist with specific reference to property maintenance and aesthetics. The Community Standards Coordinator works with Hackberry Creek homeowners to ensure compliance when violations are found, while maintaining accurate records of complaints and inspections made.

Under the direction of the Village Manager, the Administrative Coordinator works with homeowners to provide new homeowner orientations, vehicle registrations, membership support, processes new vendor applications, invoices, and provides the onsite team and Board of Directors with support with all facets of Hackberry Creek operations.

The Security Captain at Hackberry Creek is tasked with the daily oversight of Gate Guard and Security operations and is responsible for scheduling and staffing all guard houses, ensuring security protocols are followed at all times. The Security Captain also monitors vehicular traffic and speeds throughout the community, issuing citations as needed and works hand-in-hand with the onsite team to ensure all residents, guest, contractors and other personnel have been appropriately screened before being granted access to the community.
