Virginia Declares State of Emergency After Colonial Pipeline Ransomware Cyberattack
Executive Order Seventy-Eight declaring a state of emergency in Virginia was signed today to address gasoline supply disruptions throughout the Commonwealth. On May 7, 2021, the Colonial Pipeline system, which is the primary fuel source for many Virginia retailers, reported a ransomware cyberattack that resulted in a temporary shutdown.
While the U.S. Environmental Protection Agency (EPA) has issued a temporary fuel transportation waiver to increase the supply of gasoline, Virginia’s emergency declaration allows state agencies to issue their own waivers as required by the state. Executive Order Seventy-Eight also provides increased flexibility and funding for state and local governments to ensure adequate fuel supply.
Earlier today, the EPA issued an emergency fuel waiver to help alleviate fuel shortages in Virginia and other states whose supply of reformulated gasoline has been impacted by the pipeline shutdown. This waiver will continue through May 18, 2021. Additional information on the EPA waiver can be found here.
The full text of Executive Order Seventy-Eight is available here.
Even though Colonial has not announced a timeline as to when fuel movement will be restored, they are hopeful to have the pipeline running again by the end of this week. Therefore, Chesterfield government is carefully monitoring fuel levels and communicating with our contracted fuel vendors while they work to find supply from other areas and alternative sources.
Chesterfield government remains a high priority for our fuel vendors, minor delivery delays may be possible should this disruption extend for several days. However, Chesterfield is taking steps internally to help ensure this does not adversely impact government services we provide such as Police, Fire and EMS, or school bus transportation, just to name a few. As the disruption in the Colonial Pipeline continues to be addressed at the state and federal levels, we will continue to keep you informed.

Supplemental Security Income Benefits for Children With Disabilities
Social Security’s Supplemental Security Income (SSI) program provides cash payments to children with disabilities whose families have limited income and resources. A child must meet the following medical requirements to be considered disabled under Social Security rules:
- The child must have a medical condition, or a combination of conditions, that results in “marked and severe functional limitations.” This means that the condition(s) must seriously limit the child’s activities.
- The child’s disabling condition(s) must last for at least 12 months, or the condition(s) must be expected to end in death.
Social Security also help children through their Compassionate Allowances program. Compassionate Allowances are a way to quickly identify conditions that, by definition, meet Social Security’s standard for disability benefits.
Compassionate Allowances help reduce the waiting time to reach a disability determination for children with the most serious disabilities. Thousands of children receive benefits because they have a condition on this list, but children with conditions not on this list can still qualify for SSI.

Meet Maverick!
The smile on his face shows just how happy of a boy he is. He is a social boy and adores spending time around his humans.
One thing you should know, though, is he does really well around adults, but does not like children at all. Because of this, he cannot go to a home where there are children in the home under 18 years old.
Maverick is a smart boy; he knows sit, down, and he is house broken. He can be a little too smart at times as well; he knows how to jump a 6ft fence so he will need to be monitored when outdoors.
He also can open some windows and sliding doors on his own. Maverick has shown to do well around other dogs. When tested through the cage with cats, he seemed to do okay. Maverick is heartworm positive; we have started his treatment and will send the remainder of his medication home with you. Maverick is a 2 year old Border Collie Mix and he weighs 41 pounds.
If you are interested in meeting this pet, please contact Chesterfield County Animal Services at 804-748-1683, option "0," to schedule an appointment. Office staff are available by phone 8:30 a.m. to 5 p.m. Monday-Friday, and 7:30 a.m. to 4 p.m. on Saturdays. The shelter is located at 9300 Public Works Road, Chesterfield, VA 23832.

Updates from Chesterfield County Public Schools
In a year where instructional technology has been critical to student success, Clover Hill Elementary School Instructional Designer Raegen Dinelli was selected as the county's teacher of the year.
Dinelli knew that she and her teacher colleagues were in for a very different experience as students returned to instruction last fall during the middle of an international pandemic. Many teachers, students, and parents were confused and unsure about how to navigate this new educational landscape, she noted.
“All summer, I worked to create documents, start-ups, and how-to guides and videos for staff and also for students and their families,” the first-year instructional designer said. “I collaborated with my administration and other colleagues to come up with ways to make technology less intimidating (and dare I say, fun?) for all stakeholders. I was on a mission to make teachers love Canvas [the school division’s learning management system], so that they could pack a powerful punch with their lessons and keep their students engaged and invested in their education.”

Federal Retail Pharmacy Program
All Virginians are encouraged to receive the COVID-19 vaccine. Additional options to receive the COVID-19 vaccine are available through the Federal Retail Pharmacy Program. However, not all pharmacy locations have the COVID-19 vaccine available, so please do not contact your local pharmacy directly.
To check vaccine availability at a participating pharmacy and schedule an appointment, you will need to register directly with them. Please use the links below to register with the participating pharmacies. The pharmacies are scheduling appointments for individuals who fall within the eligibility criteria established by the Virginia Department of Health (VDH).
If you need assistance registering with one of the pharmacies, visit one of Chesterfield’s libraries or call 804-751-2275 and library staff will help you.

Need a Ride to a COVID-19 Vaccine Clinic?
Chesterfield County and GRTC want to ensure the lack of transportation does not deter residents from receiving a COVID-19 vaccine. If a resident has a scheduled appointment to receive the COVID-19 vaccine, but doesn’t have a way to get there, the individual is encouraged to call Chesterfield Mobility Services at 804-706-2796 and a free ride will be scheduled.
Free rides to COVID-19 vaccine appointments are being accommodated two ways:
-
Through its Access On Demand program, Chesterfield will cover the $6 per trip transportation fee to COVID-19 vaccination appointments, making the trip free for those registered with Chesterfield Mobility Services.
- Those not eligible or registered though Access On Demand can still call Chesterfield Mobility Services and staff will assist them in getting a free ride through GRTC’s and Uzurv partnership program using GRTC CARES Act funding.
Residents can use this free ride service to go to a vaccine appointment anywhere in the program’s service area, including the Virginia State University and Richmond International Raceway Community Vaccination Centers.
To sign up for a free ride to a COVID-19 vaccine appointment, call Chesterfield Mobility Services at 804-706-2796 at least one day before your appointment to get scheduled.
