Economic Development Authority Issues RFQ
for Southside Speedway Redevelopment
At the direction of the Board of Supervisors, the Chesterfield Economic Development Authority (EDA) has formally begun the process of seeking out qualified master developers and/or development partners for the Southside Speedway property.

The goal of the Request for Qualifications (RFQ) is to identify experienced and capable partners who can master plan, propose appropriate phasing, arrange financing, construct and successfully operate this important redevelopment project.

Chesterfield is looking to attract uses that will complement and enhance River City Sportsplex, the 115-acre athletic complex that attracts thousands of visitors to the county annually for sports tourism events, in alignment with the Genito/288 Special Focus Area Plan.

Approved by the Board of Supervisors last November, the plan calls for a hotel, restaurants and a brewery, destination retail and community green space adjacent to the sportsplex.

County leaders have not ruled out a return to racing at Southside Speedway, which was closed by its former owners in 2020 and acquired by the EDA in 2021.
Board of Supervisors to Meet Tomorrow
The Chesterfield Board of Supervisors will meet tomorrow, Jan. 25, in the Public Meeting Room at 10001 Iron Bridge Road, starting with a work session at 2 p.m. and then an evening session that begins at 6 p.m. 
 
An online comment form is available for citizens to submit comments ahead of time.
 
Meeting agenda highlights include updates on environmental stewardship, the budget, and the state legislative session in the afternoon, as well as Valor Award recipient recognition in the evening. 
 
The entire meeting, excluding the closed session, is available for viewing on Comcast Channel 98 and Verizon Channel 28, and will be live streamed on chesterfield.gov and the county’s YouTube channel
Community Meeting on Woolridge Road Widening Project Set for Next Tuesday, Jan. 31
Heads up, Chesterfield residents! A community meeting will be held on Tuesday, Jan. 31 for you to learn more about updated plans for the Woolridge Road Widening Project.

County representatives will be available to review and discuss the proposed project plans, schedule and property acquisition procedures for the project. Both meetings will review the same information.

The meeting will take place from 6 p.m. to 7:30 p.m. at Woolridge Elementary School.

Participate in a Community Conversation with Matoaca District Supervisor Kevin Carroll
Matoaca District Supervisor Kevin Carroll will be hosting a pair of community conversations with Matoaca District residents next month. Citizens will have the opportunity to ask questions, share thoughts about topics or issues in the community, and discuss solutions. 
 
The meetings will be capped at 30 participants each, to allow for more personal, in-depth conversations. To permit as many residents as possible the opportunity to attend, citizens will be limited to one meeting apiece. 
 
The meetings will be held on the following dates and times:
 
  • Tuesday, Feb. 7, Ettrick-Matoaca Library, 2-3:30 p.m.
  • Tuesday, Feb. 28, Clover Hill Library, 6:30-8 p.m.

FOLAR Reaches Fundraising Goal
to Receive $500,000 Matching Grant
The Friends of the Lower Appomattox River (FOLAR) announced that its two-year-long fundraising campaign to receive a $500,000 matching grant from The Cabell Foundation of Richmond has reached its goal.
FOLAR's plans include development of the Appomattox River Connector, a new river crossing spanning from the historic canal trail at Ferndale Park to the John J. Radcliffe Conservation Area in Chesterfield that will provide an opportunity for bicycling, walking, gathering, and experiencing the river.

The work by FOLAR to realize the community's vision for completing the 25-mile-long Appomattox River Trail & Park system that will connect Chesterfield, Dinwiddie, Petersburg, Colonial Heights, Prince George, and Hopewell and the developing Fall Line trail is guided by the 2017 Appomattox River Trail Master Plan.

In a new article posted to the Chesterfield On Point blog, you can learn more about the county's planned roadway improvements to address residential growth in the western Hull Street Road corridor.

For the better part of the last decade, the Chesterfield Department of Transportation (CDOT) has been working on a multifaceted plan to alleviate congestion in that area and give motorists additional options for accessing Powhite Parkway or Route 288 during their daily commutes.

Now CDOT is preparing to move forward on several of those projects, including a four-lane extension of Woolridge Road 1.2 miles from Old Hundred Road to Route 288.

Recycle Your Live Christmas Tree for Free
at Chesterfield's Convenience Centers
Chesterfield residents can recycle live Christmas trees for free at both of the county's convenience centers through next Tuesday, Jan. 31. Trees must be free of all ornaments to be recycled.

The Northern Area Convenience Center is located at 3200 Warbro Road, while the Southern Area Convenience Center is located at 6700 Landfill Drive.

Early Voting Continues for 4th
U.S. House District Special Election
Early voting is under way in Chesterfield for the Feb. 21 special election to fill the 4th U.S. Congressional District seat vacated by the passing of the late U.S. Rep. Donald McEachin. For early voting information, visit https://bit.ly/3WRz5Yv.

Because of 2020 Census redistricting, all registered Chesterfield voters are strongly encouraged to familiarize themselves with their respective voting districts by visiting the Virginia Voter Information Citizen Portal (https://vote.elections.virginia.gov/VoterInformation). Congressional district lines in Chesterfield have changed and you may vote in a different district than you did previously.

Meet Riley!

Riley is an athletic, spunky Cattle Dog mix! He is young, around a year old, and loves to play. Riley has lots of energy and would make an awesome walking buddy. He did fairly well with the other female dog he met here at the shelter.

Like most Cattle Dogs, Riley is very intelligent but needs work and an activity to keep his mind active. He currently weighs 43 lbs.

New Citizen Tax Portal
Attention Chesterfield citizens and business owners! The Commissioner of the Revenue's Office is excited to announce the official opening of the county’s new Citizen Tax Portal.

For those in Chesterfield who need to apply for or renew a business license, review personal property information, apply for tax relief or update their contact information, among many other matters, the portal is the easiest way to get things done.

Concerned About Lead Paint in Your Home? Apply for Free Assessment and Abatement Program
A child’s brain grows rapidly during the first five years of life. Research shows lead exposure can harm a child’s health and brain development.

Children can be directly exposed to this hazard if they live in an older home that contains old lead-based paint, typically built before 1978. Lead-based paint can peel and crack into tiny pieces creating dust that children breath in or swallow.

Fortunately, lead exposure is preventable.

Chesterfield County’s Lead-Based Paint Hazard Control Program was created to protect children five years and younger and expectant mothers from lead exposure. In partnership with our non-profit partner, project:HOMES, families may qualify for a free lead hazard assessment and household repairs to remove lead exposure from their homes. No county staff will enter your home. This program has serviced several homes and is currently repairing others in Chesterfield that have lead-based paint.

Adopt-A-Spot Provides Opportunities
to Keep Chesterfield Beautiful
Interested in being an antilitter advocate? Adopt-A-Spot in Chesterfield County! Let’s work together to protect our environment.

The Keep Chesterfield Beautiful team is a part of the Department of Community Enhancement. KCB is looking for volunteers for the Adopt-A-Spot Program. This program allows organizations, businesses, and individuals to adopt smaller, more-secure areas, instead of busy roadways. A spot may be a park, school grounds, vacant lot, parking lot, walkway, median strip, street, or entranceway. The county will provide garbage bags and reflective vests as needed.

Chesterfield Offers Tax Exemption
for Rehabilitating Older Homes
Are you aware that Chesterfield County allows a partial real estate tax exemption for the rehabilitation, renovation, or replacement of older residential structures?

The goal of this program is to help protect and preserve our aging neighborhoods. Upon approval, the partial tax exemption will be in effect for 15 years and transfers with the real estate. The amount of the exemption is based solely on increased assessment value, not the amount spent on the improvement project. There is no application fee.

Congratulations to Teachers of the Year
Kate Doctor, who teaches in the Health Professions and Therapies Specialty Center at Monacan High, is the Chesterfield County Teacher of the Year.
 
In every school and at every level, certain teachers stand out. These teachers demonstrate care and compassion, stress the importance of rigor and relationships and do the extra things necessary to help move our students toward success. They are committed to being game changers,” Superintendent Mervin Daugherty wrote in letters he presented to the district’s top Teachers of the Year, along with flowers, balloons, banners and cakes, during
surprise visits to announce these awards.

Doctor was selected as CCPS High School Teacher of the Year. Maureen Capel, a first-grade teacher at Wells Elementary, is the Elementary School Teacher of the Year. Emily Skipper, a math teacher at Providence Middle, is the Middle School Teacher of the Year.
