CLEAN ENERGY PROGRAMS

The Sustainability team implements highly incentivized clean energy rebate programs for multifamily properties across the state. Check out the latest updates on these programs below!

The LIWP program remains highly favored by housing providers statewide, offering free technical assistance alongside energy efficiency and solar PV incentives. As we celebrate six years of LIWP, our soon to be released 2024 LIWP Impact Report will showcase its ongoing influence on affordable housing for low-income residents, and an extended version to of this report will be released this summer showcasing updated program projects. As SOMAH enters its fifth year, we’re excited to announce that nearly 600 developments are now in the program’s pipeline, marking a significant milestone in our mission to promote solar energy in multifamily housing across California. Recent legislative updates to eligibility requirements are set to increase access to SOMAH, including a higher income threshold facilitating easier pairing with LIWP projects, expanding access to mobile home parks and manufactured housing, and creating enrollment pathways for properties owned by tribes and public housing authorities. SOMAH is also in the process of developing a new construction pathway set to launch in the near future, further expanding opportunities for solar on multifamily affordable housing. The CAMR program, available only in the LADWP service territory, was launched fully in 2023 and it now boasts a robust pipeline of retrofit projects. CAMR provides flexibility for tailored energy efficiency scopes of work while highly incentivizing electrification technologies. This year, we will focus on reaching new participants, offering IRA resources to participants in the pipeline, and looking forward to the first CAMR Annual Report and the first completed projects. In 2024, the BUILD program continues to support affordable housing developers in transitioning to the all-electric future. BUILD offers 300 hours of no-cost technical assistance and up to $2 million in financial incentives for developing all-electric designs. BUILD TA and funds can be leveraged with other programs such as the Green and Resilient Retrofit Program. Incentives are being reserved quickly, so apply today.
