LAO: Redesigning California’s Adult Education Funding Model 

The Legislative Analyst Office (LAO) released the Redesigning California’s Adult Education Funding Model brief today. In the brief, the LAO provides background on adult education funding, assesses the current funding model, and offers recommendations to improve it. The new adult education funding model recommendations include: establish uniform base per-student adult education funding rate; add performance component to funding for adult schools and CCC noncredit programs; eliminate fees for adult school courses; allocate some CAEP funding directly for consortium-level activities; adjust funding allocations annually to account for key cost drivers; and phase in a new funding model over several years.

Grab your lunch and join Michele and Justin as they continue their series on marketing for adult education. On December 15th, we welcome Pierre Giammattei, Performance and Analytics Advisor, and Josh Borja, Social Media Assistant, for LAUSD's Division of Adult and Career Education as they do a deep dive on Leveraging Social Media to Increase Enrollment and Engagement.  They'll focus on exploring ways to utilize social media to create an image or brand for your school, and how to leverage our web presence to highlight the value of adult education.

Closing Soon: OTAN’s Technology and Distance Learning Symposium Call for Proposals Open Until December 19th

March 3 and 4, 2023 (in-person and online event)

The Call for Proposals is open! Please consider submitting a proposal to share your expertise and perspective with others! The deadline to submit is Monday, December 19.

The Technology and Distance Learning Symposium is OTAN’s annual conference with dynamic, hands-on presentations and lively discussions that show participants how to integrate technology to enhance the learner experience, extend the classroom to learners through blended and distance learning, and help adult education programs be more effective and efficient.

TDLS is ideal for teachers, coordinators, administrators, and support staff at California adult education agencies under the Adult Education and Family Literacy Act, WIOA Title II — the federal grant administered by the Adult Education Office at the California Department of Education — as well as adult education staff who work at school districts, community colleges, community or faith-based organizations, volunteer literacy organizations, public or private nonprofit agencies, public libraries, state agencies, and correctional facilities.

CASAS’ CAEP Accountability for 2022-23 NEW Webinar and Face-to-Face Training

During the webinar and face-to-face training, Jay will provide an overview of quarterly and end of year CAEP data collection requirements, and steps for intake, update, and follow up reporting. During the training, new requirements will be identified and a review of existing guidelines for CAEP reporting, including initiatives at the federal level that may impact state reporting. Updates of CAEP reports and other tools that are available in TOPSpro Enterprise will be provided. State and federal level guidelines that affect CAEP data collection will be identified, and guidance to implement them at the local level will be provided. Lastly, practices for student enrollment, participation, and assessment implementation will be identified to ensure agency compliance and promote student success.

CAEP Deliverable Reminders

CAEP Quarter 1 Member Expense Report

The Quarter 1 Member Expense Report will be due December 1, 2022 and certified by the consortium no later than December 31, 2022. In addition, December 31st will be the last day members can spend 2020-21 funds.

CAEP Quarter 2 Student Data

The Quarter 2 student data is due by January 31, 2023 in TOPSPro for K-12 CAEP adult education providers and WIOA-funded community college noncredit providers. Additionally, the employment and earnings follow-up survey is due on the same day, January 31, 2023.
