R-22 Refrigerant Phaseout
As of January 1, 2020, production and importation of the refrigerant R-22 was ended in the U.S. by provisions of the Clean Air Act designed to phase out refrigerants with ozone depleting potential by 2030. According to one estimate, there were 60-70 million systems in the U.S. operating with R-22 refrigerant as of 2017. With such significant use in refrigeration and HVAC applications, immediately replacing or converting every system to alternate refrigerants is infeasible.
To date, more than 11 billion square feet, 15% of the U.S. commercial building floorspace, is covered by an energy benchmarking and disclosure policy. With the building sector consuming 40% of total U.S. energy consumption and representing up to 80% of a city’s greenhouse gas emissions, state and local governments have targeted more efficient built environments as critical to their climate change goals.
Energy benchmarking and disclosure policy is an established and growing strategy for governments to understand building energy and water use, establish their greenhouse gas footprints from energy use, and to develop strategies to achieve energy and water use and emissions reductions.
