Plan Tucson, RTA & the fate of Grant Road
PLAN TUCSON FEEDBACK EXTENDED TO JAN 31ST
PLAN TUCSON does not include Grant Road completion!
Tucson Residents for Responsible Government: We are reminding residents that you all have a stake in this plan.
-
There are additional Forums planned between now and January 16, 2025 that you can attend (register at https://www.tucsonaz.gov/Departments/Planning-Development-Services/PDSD-News/Plan-Tucson-2025-Preliminary-Draft-Available-for-Review-Community-Engagement-Opportunities
-
There are surveys you can fill out (same website as above);
- This draft will go to a public hearing before the Planning Commission;
- It will then go to a public hearing before the Mayor/Council.
- If you find, after all these opportunities, that your input has been ignored, remember that your greatest voice will be your vote. The General Plan goes before the voters in November. Communities have rejected General Plans in the past, when they felt those plans did not address the statutory requirements and/or marginalized neighborhoods and the concerns of their residents.
When this author viewed the map at https://www.plantucson.org/phase-3-future-growth-mapping-activity and saw no plan for Gant Road, I sent the message below. I believe that Jefferson Park needs to continue to advocate to complete the project as promised and for a landscape to mitigate the Grant Road corridor.
"The Phase 5/6 of the Grant Road Project produced a map that showed "potential landscape possibilities" for the Central Segments (from approximately 1st to Campbell - both sides) That map was produced by PSOMAS and has been part of the expectation of the Grant Road Coalition of neighbors. At this time the RTA funding leaves us baffled by the plans for this 5/6 segment. The "Health and Heritage Linear Park" from Hampton to Santa Rita on the south side was the prototype for the "landscape possibilities" Please show that on this map. We expect that as we go forward we can work with city/county entities to make that happen. It is a residential area that absolutely needs the mitigation from Grant Road."

Where's the Grant Road Phase 5/6 Money?
Response from Pima Association of Governments - PAG
| |
RTA Next does not include Grant Road completion!
To share your feedback about RTA Next go to https://rtanext.com/survey/
Response to above from Pima Association of Governments (PAG) is as follows:
"Approximately $110 million in additional funding is required to complete Grant Road Phases 5 and 6. This need was identified through studies conducted by various committees throughout 2023 and 2024 and was unanimously recommended by PAG’s Transportation Planning Committee in April 2024 and PAG’s Management Committee in May 2024. The recommendation was subsequently approved by the Regional Council during its May 2024 meeting.
The need for additional funding is attributed to significant recent increases in project construction costs, as reported by the City of Tucson, which serves as the lead agency for planning, designing, constructing and managing the finances of the project.
Currently, under the statutory process, other sources of funding must be identified. At this time, funding has only been programmed to complete the design phase."
When asked for clarification, this response:
"A $110 million project cost increase is deemed significant under statutory laws and regulations, necessitating the consideration of alternative funding sources. At this time, no additional sources have been identified to cover the project cost increase."

Proposed yard signs for the campaign against 100-150 ft poles on Park Avenue or anywhere in Jefferson Park!
Watch this newsletter and the Jefferson Park list serve to see when and where to pick up a sign for your yard. Signs near Park Avenue will be effective. Thank you all who donated "H" stands, it helped defray costs.
IT IS THIS SIMPLE
Laws and Area Plans
- Tucson has ordinances forbidding OVERHEAD lines on the Gateway and Scenic corridors.
- The U of A area plan calls for lines to be undergrounded.
- It is a bad idea to disregard laws and plans that were designed by Tucson residents.
The Future for All Tucson
- To allow the current pleas from TEP that they cannot go underground will set the precedent for Tucson's future—overhead lines and massive pylons in many city neighborhoods.
City Council and Zoning Examiner Must Stand Strong
- The mayor and city council, our elected officials, are currently reviewing the TEP requests and should require TEP to comply.
- Tucsonans voted down Prop 412, which would have offered some monetary relief for TEP, and now we depend on the City to enforce the law.

Traffic in JP-proposing chicanes at Santa Rita and Seneca
The JP Traffic Committee is working with the Tucson Department of Transportation and Mobility (DTM), to apply to install a set of chicanes to slow traffic at Santa Rita and Seneca. As part of the process, the committee is researching grants and must get the approval of nearby properties by circulating a petition.
If you live near that intersection, you might be asked for your approval to go forward with the project sometime in the near future.

Proposition 414 - Coming in March 2025
A Safe and Vibrant City: A key question will be put before Tucson voters in March 2025: Will Tucson approve a half-cent sales tax in order to fund strategic investments in community health and safety beyond our core budget?
Proposition 414 – Safe & Vibrant City-- City of Tucson
The Ward 6 team commissioned a study from the UA Drachman Center to identify actions Tucson can take to leverage the affordability of and demand for Mini/Micro Housing in Tucson. Very interesting reading. That report has been completed: http://www.jeffersonpark.info/adus.html
