Water Transmission Main Project Along Little Patuxent Parkway In Downtown Columbia
  
 
 
A Howard County construction project to install a water transmission main along Little Patuxent Parkway in Downtown Columbia is underway. Capital Project W-8296 will include the installation of approximately 9,000 linear feet of 36-inch water pipe to provide redundancy to the Howard County water distribution system.
 
The majority of the work will take place along the southbound shoulder of Little Patuxent Parkway between South Entrance Road and Columbia Road. Weather permitting, the project is expected to be completed by late April 2017.

A portion of southbound Little Patuxent Parkway in the vicinity of the project will be closed from January 16, 2017 to mid-March 2017.  During the closure, traffic will follow a marked detour using Governor Warfield Parkway. Flagging operations will be in place to direct traffic as needed, and signs will be posted to alert motorists of the construction.

A Friendly Reminder
 
We regularly receive calls and emails about pet waste and dog walkers not following Howard County Leash Laws. Below is a summary of the most common laws along with the contact information for Animal Control, the County Division that handles these complaints.  
 
HOWARD COUNTY ANIMAL
CONTROL LAWS 
All animal owners in Columbia are subject to the Howard County Animal Control Laws.
Here are a few summarized requirements under Section 17.300 of the Howard County Animal Control Law:
  • A pet must be on a leash and under the control of a responsible person when not on an owner's property.  This person must be capable of immediate and effective restraint.
  • Owners are responsible for immediately removing pet defecation when off their own property.
  • Owners are responsible for preventing their dogs from barking to the extent that it disturbs neighbors.
Residents who have concerns about animal behavior or the care and control of animals are urged to call Animal Control for more information: 410-313-2780.
NEW AND IMPROVED! HOWARD COUNTY SNOW PLOW TRACKER

Howard County has replaced the old tracking software with an improved system; it has lots of new and useful features.  

The tracker is found at  Howard County's online portal  and there is a helpful video tutorial.
Winter Storm Preparedness  
  
 
Parking on the main roads throughout the Village is not permitted during a snow emergency.  Plan now and make space to park all of your vehicles in your driveway or even (gasp!) in your garage.
 
In townhouse and condominium parking lots where the parking is not reserved, the "saving" of parking spaces with chairs, buckets, etc. is discouraged.  In the event of a blizzard, this is common for a
short time after the snow event to allow for all the spaces to be shoveled out.  Common courtesy is always appreciated during these high-stress events.   
 
If you want to help others who may be unable to shovel themselves out, please contact
the Village covenant advisor who will be keeping a list.   
Kahler Hall typically follows County Government for snow closings, not the School System.  The Columbia Association Open Space crews do an excellent job of keeping our parking lots and sidewalks open in all types of adverse weather and we have staff who are dedicated to keeping our doors open as much as possible.  If you have questions whether your favorite exercise, martial arts or folk dance class is being held, please call your instructor as they will know if we are open.  We will also have an inclement weather message on our phones if we are closed.

Upcoming Meetings
Architectural Committee Meetings

Changes made to the exterior of homes in Harper's Choice require approval of the Village Architectural Committee (AC).
 
The AC will meet on the 2nd and 4th Tuesdays of the month at 7:30 PM to review applications. 

The deadline to submit applications for approval is two weeks prior to the next meeting date.
Village Board Meetings

The next meeting of the Village Board is scheduled for January 3rd at 7PM. Approved Agendas and Meeting Minutes are/will be available on our website.
