As we near Thanksgiving on behalf of myself and the City Council along with all our staff we want to wish you a very Happy & Safe Thanksgiving.
Did you know that Marseilles has a Nursing Service? The only one like it in the state. The organization was established in 1919 to provide free health services to Marseilles residents. The Nursing Service is totally supported by donations for over 100 years. The nursing service is staffed with an Administrator and a Registered Nurse. They have a substantial amount of equipment that can be loaned to Marseilles residents in need. The Marseilles Rotary Club supports the Nursing Service and performs an annual fund-raising drive, and the Marseilles Lions Club sponsors a Vegas Night with food and fun.
Rotary members are presently conducting their annual fund drive for the Nursing Service. Donations may be left at City Hall, OSB, or mailed to the Marseilles Nursing Service 227 Main Street Marseilles, IL. 61341.
There are plans to move the nursing service into the new City complex once renovations are completed to cut back on the expenses incurred by occupying their own building.
There are still seats available to go on the bus trip to Rotary Park sponsored by the Marseilles Elementary School and the City. The trip is December 12th with the buses leaving Knudson Park at 6pm. The Marseilles City Code of Ordinances defines the guidelines for speaking at a Council meeting.
(Ord. 1470, passed 3-21-12) Penalty, see § 10.99 § 30.20 PUBLIC PARTICIPATION. (A) Compliance. It shall be unlawful for any person to address or attempt to address any meeting of the City Council or other board or commission (governing body) of the city except when in compliance with the limitations as provided herein. Public participation shall be permitted as follows: (1) Public comment at the beginning of a scheduled meeting. (2) Agenda participation. (3) Public hearing. (4) Invited speakers. (B) Requirements and limitations. The speaker shall identify themselves before beginning their address. The speaker shall not direct threats or personal attacks at public officials, other speakers, or any other member of the audience. The speaker should anticipate a time limitation on no more than five minutes in total, unless extended for a specified period of time by a majority vote of the governing body. The Mayor or person presiding over the meeting or a majority of the majority of officials present may impose reasonable limitations on citizen participation such as barring repetitious, irrelevant, immaterial, or inappropriate comments or they may suspend public participation to a later time or date. (C)
Information on agenda request to speak:
People wishing to speak as an agenda item at a meeting shall make such a request in writing to the City Clerk at least five days prior to the meeting providing their name, address, and topic for discussion. All speakers shall comply with these rules and any limitations imposed by the Mayor or majority of officials present. (D) Representative speakers. Groups of residents should, when possible, consolidate their comments and avoid repetition using a representative speaker. (E) Invited speakers. Any person may address the governing body by invitation of the Mayor or person presiding or other public official. Speakers invited to participate shall be subject to such limitations as the Mayor or person presiding over the meeting or a majority of officials present shall prescribe.
