A Season of Thanksgiving
 
Greetings Colleagues,

November is a month where we express our gratefulness for the many ways our lives have been enriched. I am grateful for those in our behavioral health community whom I am blessed to work with. As I reflect on my past two years at CBHA, I am astonished at all the positive changes that have occurred in our community. New leadership at many levels of state government, new policy and legislative opportunities, collaborations between allied organizations, and the changes our state will see as we all embark on exploring restructuring our behavioral health system. As you take time away from work to celebrate the Thanksgiving holiday next week, I hope you too will reflect on the many opportunities that exist for growth within our behavioral health arena.

Policy Platform
During the Interim, CBHA released our 2020 Policy Platform, with the support of our Policy Committee members, the Board of Directors, and others who contributed to the shaping of our 2020 priorities. Special thanks to you all! Please visit the CBHA website if you have not seen it yet.
CBHA is proud to join several other organizations and serve on the host committee of the Mental Health for US Unite for Change Rally and Presidential Candidate Forum on January 13, 2020, at the University of Southern California. This is a wonderful opportunity to join our allied behavioral health organizations to raise the level of awareness about behavioral health by designing a forum where the presidential candidates will engage in discussions about their plans to address mental illness, substance abuse disorders, and their focus on homelessness and other issues prevalent in the Los Angeles area. Request for Public Comment on DHCS’ Comprehensive Quality Strategy Report

The Department of Health Care Services (DHCS) has released a draft of the DHCS Comprehensive Quality Strategy (CQS) report for a 30-day public comment and a 35-day tribal review process. Questions and comments regarding the draft CQS report can be submitted to DHCSComprehensiveQualityStrategy@dhcs.ca.gov by December 23, 2019 . Any comments received are public documents that could be posted on the DHCS Comprehensive Quality Strategy webpage

The CQS report combines and updates the previous Medi-Cal Managed Care Quality Strategy Report submitted to the Centers for Medicare & Medicaid Services (CMS) on June 29, 2018, with the previous DHCS Strategy for Quality Improvement in Health Care report released in March 2018. It outlines DHCS’ process for developing and maintaining a broader quality strategy to assess the quality of care that beneficiaries receive, regardless of delivery system, defines measurable goals, and tracks improvement while adhering to regulatory managed care requirements. 
 
The report also highlights DHCS’ coordinated delivery system reform efforts, including the ​ California Advancing and Innovating Medi-Cal proposal, which is the state’s multi-year initiative to implement broad delivery system, program, and payment reform across the Medi-Cal program.

DHCS will incorporate public comments, as appropriate, and will submit a final version of the CQS report to CMS in early 2020. If you have any questions or comments, please email DHCSComprehensiveQualityStrategy@dhcs.ca.gov .
Fresno County Department of Behavioral Health is kicking off its Community Planning Process (CPP) for the Mental Health Services Act (MHSA) Three Year Plan.

This community process seeks to get input, insight and recommendations from our community for developing Fresno County’s Three-Year plan on how to use the funds from the MHSA, to address the broad range of mental health needs in our community. We are hosting a series of open community forums, where we are inviting our community to come and be heard and to help direct some of our efforts. www.co.fresno.ca.us/departments/behavioral-health
