A Smarter Way to Hire: Building a Strategic, Supportive Hiring Culture at ACC

At ACC, hiring isn’t just about filling vacancies. It’s about selecting people who will help us change the lives of our students, drive innovation, and embody our values. But to do that well, we need hiring practices that are thoughtful, timely, and mission-aligned.

Workgroup chair Inelia Caimanque (on computer) collaborates with Lisa Griggs, Kelly Torrico, and Anna Carrasco on a timeline for training managers.

At ACC, hiring isn’t just about filling vacancies. It’s about selecting people who will help us change the lives of our students, drive innovation, and embody our values. But to do that well, we need hiring practices that are thoughtful, timely, and mission-aligned.

That’s why we launched the Recruit to Hire (R2H) Strike Team last year. This effort led to the creation of the cross-functional Hiring Manager Certification Workgroup this year, composed of managers and employees across the district to help reimagine how we approach hiring at every level and help us reach our goal of 30 days from posting to offer acceptance by 2026 (for staff positions).

Why It Matters

In the past, ACC has often relied heavily on large committees and consensus-style hiring decisions. While well-intentioned, these approaches can create delays, dilute accountability, and make it harder to identify the best candidate for the role. Research and experience tell us that the most effective hiring processes are both inclusive and strategic with the right people at the table, clear timelines, and strong tools to guide decisions.

We’re working to streamline our process in a way that:

  • Honors the spirit of shared governance while clarifying decision authority
  • Prioritizes consistency, compliance, and equal opportunity
  • Supports students by getting top talent in the door by moving from posting to offer in 30 days or less for staff and hourly roles

What’s Coming

The workgroup led by Inelia Caimanque and supported by HR’s R2H Strike Team is building two targeted training and certification programs:

  • Hiring Manager Certification - A concise, skills-based program to equip hiring managers, hiring chairs, and assistants with tools for efficient, values-based hiring - from job posting to onboarding.
  • Search Committee Certification - A complementary track for search committee members, designed to create a pool of trained, certified panelists ready to serve when needed.

Both programs will be supported by updated tools, guides, kick-off templates, and policies to ensure a consistent, candidate-focused experience across the College.

Early Wins & What to Expect Next

We’ve already introduced key enhancements, including:

  • A new option to access support materials, including requesting a Hiring Kick-Off Meeting with your HR Business Partner for alignment and guidance on the process
  • Workday improvements for better communication with hiring managers and streamlined student hiring
  • Streamlined tools underway for pre-screening, scoring, and interviews

By late summer, you’ll begin to see updated staff hiring and interview guidelines as well as new job aids and training tools. By late fall, you will have access to training with optional certification for Hiring Managers, and a pilot for Search Committee Certification!

Our goal:

  • 80% of hiring managers certified
  • 100 certified search committee members
  • A hiring experience that reflects our values and is efficient, inclusive, and student-centered

Let’s Change the Culture, Not Just the Process

Hiring and selection isn’t about bureaucracy, it’s about leadership. We’re simplifying the process so managers can focus on what matters: hiring the right people, with purpose and speed, to serve our students well. We invite you to join us in rethinking what great hiring looks like. If you’ve ever felt frustrated by the process, uncertain about the rules, or unsure how to form a committee - this is for you. Let’s build a culture where hiring is seen as a strategic act of leadership, not just a task to complete.

Big thanks to the workgroup members shaping this effort:

Inelia Caimanque - Coordinator, Professional Development

Lisa Griggs - Lead, HR Shared Services

Anna Carrasco - Lead, HR Shared Services

Cyndy Cerbin - Coordinator, HR Communications

Michelle Costanzo - Faculty, Hospitality and Associate Dean, Faculty Recruitment

Venancio Ybarra, Jr. - Dean, Computer Science

Victor Sibaja-Molina - Manager, Media Production

Karen Cook - Manager, Adult Ed Assessment

Cori Coburn - Manager, Ed Tech Support

Stay tuned, and if you’re ready to help us test or shape these new trainings, we’d love to hear from you.

Upcoming Happy HR Training Bites: Receiving Feedback and Wrangling Workday

What's next on the HappyHR Bites menu? In our last session we talked about giving feedback; on May 28, the subject is receiving feedback. In June we help managers learn Workday. Both sessions will have plenty of time for questions and 1:1 help.

YOU ASKED!

Is HR evaluating any AI tools? How do you plan on vetting them?

ACC's AI Strategic Planning Committee is leading efforts to shape how the college adopts and uses Generative AI.

Formed in December 2024, the committee brings together stakeholders from across ACC to develop policies, risk management protocols, and educational frameworks that ensure ethical and effective AI integration.

Four subcommittees -- Policy & Risk Management, Institutional Innovation, Educational Framework, and Implementation & Communication -- are addressing key areas including AI literacy, tool evaluation, and transparent communication.

Faculty and staff are encouraged to get involved and share feedback. The committee expects to present its recommendations in Fall 2025.

For more on demystifying AI in higher education, watch this recently held Forum on AI for Nonprofits, hosted by ACC partner Nonprofit Austin. In it, industry leaders discuss how artificial intelligence can enhance effectiveness, drive innovation, and create better outcomes for the communities they serve.

MEET THE HR TEAM

Ling Cheng

Process Analyst, HR I&S Team

Ling Cheng solves problems for ACC. She and her I&S team find ways to make Workday run more smoothly and efficiently. Ling's diverse background in software quality assurance, teaching ESL to students in China, and a stint as an entrepreneur gave her the skills she needs to understand business processes, training users, and creating training products. We asked Ling some questions to learn a bit about her.

1.    What's your favorite Russellism? Why?

My favorite Russellism is “loving our students to success.” That speaks to me because in everything I do and what HR does supports loving our students to success. That may mean quicker hiring processes to ensure our students’ classes have an instructor or it may mean helping our students find jobs to get the funds they need to finish school. HR is one of the support structures that helps all areas of the College succeed and that results in successful students.

2.    If you could trade jobs with anyone for a day, what would you choose?

A baker who owns their own bakery. I would love to be creative with the ingredients and create something delicious and heartwarming. I love seeing how happy people are when they eat baked goods. Food is my love language!

3.    What's the most important thing you've learned at ACC?

The most important thing I’ve learned at ACC is that words and tone matter. Someone can say we’re collaborating but if the wrong words and wrong tone are expressed, that collaboration falls apart and the project is in jeopardy. The bright side is when the right words and the right tone is expressed, the collaboration is successful and the possibilities are endless!

4.    What are three words you'd use to describe your work environment?

Collaboration, Collective Intelligence, Perseverance

5.    What’s a fun fact most people don’t know about you?

I had braces later in life. I just got them off 2.5 years ago right before I started my job at ACC.
