Linscheid Appointed Police Chief

Kyle Linscheid Appointed to Succeed Chief Wilske


The City Council appointed Commander Kyle Linscheid to Police Chief at the March 16 City Council meeting. He will succeed Police Chief David Wilske, who will retire at the end of this month. Congratulations, Chief Linscheid!

Community Projects Receive Funding

Three Projects Receive Community Investment Funds


The following projects received matching funds or in-kind donations through the city's Community Investment Fund in 2026:


• Dakota County Historic Society: $10,925 for interpretive signage, chicken coop repair, display cases, grape arbor replacement, kitchen supplies, and portable stage at the LeDuc Estate. DCHS is providing in-kind labor.

• Downtown Business Association: $1,123.50 for 24 banners to hang on downtown poles using existing brackets. This allows 2 sets of 12 banners to enable seasonal changes, likely in conjunction with the snowflake decorations. City staff would put up and take down banners. DBA is providing $1,123.50 in matching funds.

• Downtown Business Association: $10,908.62 to contract with Minnesota Holiday Lighting for holiday lights on downtown rooftops, arches, and trees as done the last few years. DBA is providing $10,908.63 in matching funds.


Some $77,000 in funding is available for the remainder of the year. Do you have a community project your organization needs help funding? Fill out an application. The Finance Committee will review your project at one of its upcoming meetings.

New Housing Update

Heritage Ridge 4th Addition


The City Council approved a developer agreement for Creative Home Construction Investments LLC to develop 36 homes as part of the Heritage Ridge 4th Addition, to be located west of General Sieben Drive and Northridge Drive. The Council also approved the Stormwater Management Facilities Agreement.


Transfer of the property from the owner to the developer of Heritage Ridge is expected shortly and construction of improvements is planned for this spring.


The plans also include pedestrian crosswalk improvements at the intersection of General Sieben Drive and Northridge Drive as well as General Sieben Drive and Fallbrooke. Crosswalk improvements must be completed by July 15, 2026.

Get Ready for Swim Season

Season Passes and Punch Cards Available; Swim Lesson Registration Opens April 1


You can now purchase your Season Passes and Punch Cards for use at the Hastings Family Aquatic Center this summer! These will not be available for purchase at the pool during the first two weeks of the season to eliminate long lines and speed up your open swim experience. Buy your passes early to skip the hassle! We can’t wait for another fun-filled summer at the pool—see you soon!


We’re also excited to announce that registration for Summer 2026 swim lessons will open April 1! If your child joined us in previous seasons, we’d love to see them back in the water again this summer.

City Council Action Highlights

March 16, 2026 City Council Meeting


  • Approved the following special events: Run for the Roses 5k and Family Day, May 2; Historic Hastings Car Shows, 3rd Sunday of each month - May 17, June 21, July 19, Aug 16, Sept. 20, and Oct. 11; and Gobble Gait, Nov. 26.
  • Accepted a $100 donation to the Police Department from Dorothy Pasch.
  • Reappointed Charter Commissioners Joe Balsanek, Paul Hicks and Ron Toppin.
  • Approved Sidewalk Café and Parklet License renewals for several downtown businesses.
  • Declared surplus property and authorized the sale of the downtown Hockey Day MN promotional banners. The Hockey Day Minnesota committee will auction them off and provide 50 percent of the proceeds back to the city.
  • Approved an application to the Minnesota Public Facilities Authority and added budget for the 2026 Lead Service Line Replacement Program.
  • Approved the 2026 joint powers agreement to provide solid waste and recycling coordination services and fund the shared coordinator position.
