Over the past several decades, the Chamber has held its Annual Membership Meeting as a luncheon event that welcomes more than 150 member business leaders and guests to wrap up the Guam Chamber’s year of activities. This informative program usually highlights the Chair of the Board’s outgoing message and the Chamber’s Board Election Results.
We definitely miss our face to face monthly meetings with you and look forward to having those again soon. Until then, we invite you to please join us virtually as we hear from our Chairwoman, Christine Baleto, who will provide her end of the year remarks to the membership. This has been a most challenging year and your Chamber Chair has been in the thick of it all.
The Chamber’s President, Catherine Castro, will also provide an annual report to the membership on the state of the organization. Please mark your calendars for this Wednesday, November 18th at 10:00 a.m.
The Chamber’s Board election is now ongoing. If you have already voted -we thank you for taking the time to cast your ballot! Virtual ballots will be disabled by 8:30 a.m. on November 18th and it is our hope to provide the results of the election by the end of the virtual meeting.

If you did not receive a ballot, please note the following:
- Membership dues investment must be current up to the 3rd Quarter this year;
- One ballot was sent to the most senior executive of your company unless we received a proxy letter or an official notice with changes. Please contact the Guam Chamber if this statement does not apply to you or your business, and you did not receive a ballot;
- The email we have on file for the most senior executive for your company may be incorrect;
- The ballot might be stuck in your spam folder; or,
- Your firewall has prevented the email from entering your inbox.

Recap of the COVID Perception on Guam webinar on November 13th

COVID-19 has dramatically impacted the lives of Guam residents, but little data has been available on the effects of the pandemic on the financial and emotional well being of our community.
Bank of Guam, ASC Trust Corporation, and GTA recently contracted a professional research firm, Anthology Research, to conduct a scientific survey of Guam residents.
The survey findings shed light on the perception of COVID-19 as a threat, personal and government efforts to prevent the spread of the virus, economic impacts of the pandemic, and resident perceptions looking ahead.
This valuable data can be used to identify needs and inform support, prioritization, advocacy and/ or reform to help our community during this unprecedented time.

The Guam Legislature is scheduled to go into session on Monday, November 16th. We are hearing that the following bills have made the agenda and could possibly be passed by the body. Join us by contacting Senators on the following bills:
Bill No. 373-35 which seeks to completely ban the sale and distribution of carryout bags made of plastic by retail & wholesale establishments on Guam. If passed, the bill will be implemented on January 1, 2021. As there seems to be full support from the current legislative body for this measure, we are asking that the start date be January 2022 rather than 2021.
Bill No. 427 - 35 which seeks to create a mechanism for accountability in taxes on cigarettes paid to the Government of Guam. A mandate is already in place, but enforcement is the issue. Instead of new legislation, we need to work on enforcement of the current law.
Resolution 365-35 which could potentially put a halt to the buildup. Construction work with the federal government has been the mainstay of our economy since the pandemic hit our shores. We cannot afford this halt.
