Health Care Trade Association Executive to Join IPHCA
Former IAMHP Associate Director brings managed care, behavioral health experience to new role
IPHCA is pleased to announce the hiring of Cyrus Winnett as IPHCA’s Senior Vice President of Public Policy and Governmental Affairs. 

“Having previously served in this role for more than five years, I am thrilled to have Cyrus join our team,” said Jordan Powell, President and CEO of IPHCA. “Cyrus brings a passion for health care advocacy and public policy as well as critical skill sets that will enhance our efforts to improve services and expand our focus on health care integration and managed care. I’ve always been impressed by his leadership and abilities, and I look forward to working with him.”

Cyrus began his professional career as a Legislative and Public Policy Analyst with the Illinois Association of Rehabilitation Facilities (IARF) where he led the Association’s policy and advocacy efforts on employment-related issues for persons with intellectual and/or developmental disabilities, mental illnesses and substance use disorders, in addition to advancing a broader array of policy and legislative initiatives and implementing grassroots advocacy strategies.

From 2016 to 2018, he served as Associate Director for the Illinois Association of Medicaid Health Plans (IAMHP) – a trade association representing the entire industry of managed care organizations (MCOs) operating in Illinois. In this capacity, he spearheaded Medicaid public policy conversations with public and private stakeholders and managed IAMHP’s committees relative to health plan operations, state compliance, healthcare quality, provider relations, and marketing.

In August 2018, Cyrus rejoined IARF as its Vice President of Health and Long-Term Care Policy. In this role, he was responsible for overseeing the Association’s priorities as they related to long-term health care policy, Medicaid managed care, and healthcare integration.

I am eager to help build a stronger, healthier Illinois by ensuring community health centers have the resources they need to provide high-quality health care to millions of Illinoisans.”

Cyrus will begin his new role at IPHCA on Monday, January 28, 2019.
