The Healthy Homes Construction Careers (HHCC) program was developed by Employ Milwaukee in partnership with the Coalition on Lead Emergency (COLE), Social Development Commission (SDC), and Revitalize MKE to provide a supply of trained and certified workers to take jobs remediating lead paint hazards in Milwaukee homes. HHCC is generously funded through the City of Milwaukee via the American Rescue Plan Act (ARPA). The program aims to connect trained workers with Lead Abatement certifications to contractors who are paid by the City of Milwaukee Health Department (MHD) to remediate high lead risk homes. MHD’s efforts have been boosted by a $26M City of Milwaukee ARPA investment that will remediate over 800 homes in the next two years, creating a strong demand for qualified construction workers.

Success Story- Christopher Wills


Christopher Wills' journey is a testament to the transformative power of perseverance and the opportunities offered by the Absolute Advantage Program at SDC. When he initially joined the program, Christopher was grappling with overwhelming stress and anxiety, compounded by a lack of employment prospects and the absence of marketable skills. It was a daunting time for him, marked by uncertainty about his future.


Determined to succeed despite the challenges he faced, Christopher joined the Absolute Advantage Program at SDC. Through the support he received from the program, Christopher gradually found his path to success. With the guidance and resources provided, he acquired the necessary skills and knowledge to navigate the job market effectively. Over time, his anxiety began to recede as he gained confidence in his abilities.


Graduating on July 13, 2023, marked a monumental achievement in his life. At his graduation, Christopher's dedication and exceptional skills were recognized as he received the prestigious Contractor's Choice Award, a testament to his outstanding commitment and work ethic.


Just three weeks later, Christopher embarked on the next chapter of his journey, starting a full-time position as a Framer with Wellenstein & Sons Inc, a renowned carpentry company located in Pewaukee, WI. With enthusiasm and a hunger for knowledge, Christopher embraced his new role and the invaluable experience he was gaining from his new employer. His success story serves as an inspiration to all, showcasing how determination, hard work, and the right opportunities can lead to a fulfilling and rewarding career in the construction industry. Christopher's future will undoubtedly be filled with continued achievements and growth.

Employ Milwaukee Lead Renovator and Worker Training


The week of September 25, Employ Milwaukee hosted a Lead Renovator/Worker training session on the southside of Milwaukee at the Multicultural Entrepreneurial Institute. A group of small contractors and individual employees participated in the program. There was a total of 3 individuals, all of whom completed the training and passed the exams required. 

Absolute Advantage Graduation


On September 28, 2023 SDC’s Absolute Advantage graduated. The training covers math, safety, hand and power tool use, blueprints and rigging. Participants also receive the following certifications: Lead Abatement Renovator/Worker; OSHA30; Asbestos Abatement Worker; Construction Safety and Pre-Apprenticeship Certificate from the Wisconsin Apprenticeship System.


Paid Work Experience


Since the beginning of the quarter, Employ Milwaukee had 14 individuals start paid work experience (PWE). When enrolling in a PWE, Employ Milwaukee is the employer of record. The rate of pay for these jobs is comparable with the wages paid to other individuals in a similar job. In addition, PWEs come with supportive services that greatly benefit employees. Employ Milwaukee can provide participants with personal protective equipment, transportation, and other covered expenses in this program. Currently, Employ Milwaukee's partners are working with contractors to hire graduates from the Absolute Advantage training program as part of their commitment to becoming a crew approved to abate lead.

LEAD Supervisor Training


The week of July 10, Employ Milwaukee hosted a Lead Abatement Supervisor training session on the southside of Milwaukee at the Multicultural Entrepreneurial Institute. A group five small contractors and individual employees completed the training and passed the exams required and are now waiting to complete the State Exam.





Contractor Meetings


One of the program goals is to host contractor meetings to assist City of Milwaukee small businesses build capacity to bid on lead abatement work. Contractor meetings were held on July 28, and August 25.
