 CAPCAP Memo for the Movement:
Senators - Fund the Troops First

The Conservative Action Project (CAP) released a Memo for the Movement on Monday, June 11, entitled Senators - Fund the Troops First. Many conservative leaders from around the country have signed it. Signatures will continue to be collected and updated versions will be released. If you have not signed on and wish to participate, click here. You may view this memo and others on the CAP website.

Please feel free to share CAP memos with your network to have a more well-informed citizenry. The memos will provide them with principled policy statements. You are welcome to reproduce, publish or quote from the memos or any part thereof. No attribution to CAP or any of the signers is necessary.

Senate Majority Leader McConnell
Good news - Senate Majority Leader Mitch McConnell (R-KY) gave remarks on the Senate floor on Monday emphasizing that H.R. 5515, National Defense Authorization Act for Fiscal Year 2019, is going to be the Senate's top priority this week.

CNP Action, Inc. is the 501(c)(4) sister organization of the Council for National Policy (CNP). During last month's CNP meeting, CNP Action, Inc. hosted three interactive Action Sessions addressing pressing issues facing our nation. These collaborative discussions provided attendees with opportunities to hear from and directly communicate with public policy experts. In turn, attendees left armed with actionable information to help make a difference on these issues. To view the action steps, simply click on the Action Session titles below.  senateSenate Needs to Pass Rescission Package #1

In early May, President Trump sent Congress a package of proposed rescissions of Federal funds. On June 7, the House passed H.R. 3, the Spending Cuts to Expired and Unnecessary Programs Act, which rescinds funding that is not needed for its intended purposes or that has been sitting unused within agencies for years and returns it to the American taxpayer. Republican Study Committee Chairman Mark Walker released the following statement upon the passage. The White House Press Secretary also released a statement. Now it is up to the Senate, please call your Senators and tell them to pass this legislation before its privilege expires next Friday, June 22.
  drainDrain the Swamp: The MERIT Act

In January 2017, Congressman Barry Loudermilk (R-GA-11) introduced H.R. 559, Modern Employment Reform, Improvement and Transformation (MERIT) Act, which provides an alternative way to dismiss civil service employees who are preforming poorly.

President Trump has told Congressman Loudermilk he would like to sign the MERIT Act into law, because it "drains the swamp."

Did you know that from start to finish, it can currently take a government agency more than a year to dismiss and replace a poorly performing civil service employee? And that is easier to promote or transfer the poorly performing employee than to terminate them? This reality leads to government inefficiency, corruption and a bloated bureaucracy - the swamp!

The MERIT Act does not replace the current system, rather it establishes an alternative dismissal protocol that managers may follow at their discretion to get bad employees out and new passionate ones in in a timely manner.

It is already enacted into law for the Department of Veterans Affairs (VA) for senior executives, and as a result, the culture of the VA is changing for the better.

Last Tuesday, June 5, Senate Majority Leader Mitch McConnell cancelled a portion of the Senate's usual August recess. In response, Rachel Bovard, Senior Director of Policy for the Conservative Partnership Institute, wrote an article entitled Slothful Senate Must Deliver Results in August. Here is the reconfigured Senate calendar:
  • Session: June 4 - June 29
  • State: July 2 - 6
  • Session: July 9 - August 3
  • State: August 6 - 10
  • Session: August 13 - September 1
  • Labor Day: September 3
  • Session: September 4 - October 26*
    • *Holidays September 10 - 11, September 19 and October 8

Last Thursday, 56 lawmakers called on the Trump Administration to investigate Planned Parenthood's failure to report suspected sexual abuse of minors in their care through the Title X program. In a letter to the U.S. Department of Health and Human Services, the lawmakers requested all records of incidents of failure to report abuse, documentation of consequences and data from the past decade of how many children below the age of consent were served and how many reports of abuse were made.
