Join Scouting Night 2016

We are in the midst of our most crucial annual effort...the Join Scouting Campaign.  You can easily say that everything we do, from organizing amazing camping experiences to teaching youth the values of the Scout Oath and Law, is important.  Our Join Scouting Campaign trumps everything because it is the gateway to all that Scouting offers to young people and their families. Last year nearly 3,000 families joined Scouting in central Virginia through a Join Scouting Night held at their local school.
 
We are stocked up with materials to help invite these families to join.  125,000 full-color flyers will be passed out to youth. We have over 1,500 "Join Scouting" yards signs, 20,000 "Join Scouting" pencils and hundreds of posters at the Scout Service Center, sitting next to 20,000 youth-to-youth recruiting cards and 40,000 door hangers. However, all these marketing materials are totally useless, unless YOU choose to act.
 
We need volunteers and parents within Cub Scout Packs to grab these materials and get them out into the community.  Contact your district executive and get some of these totally free promotional items to help promote your Pack's Join Scouting Night.  We need your help, so get going.  Let's turn boys into Scouts.
 
Joining Incentive for 2016
 
To further assist recruiting efforts, the Heart of Virginia Council is once again offering an incentive for youth to join this year. Any NEW youth who joins Cub Scouts between now and September 30, 2016 will receive a rechargeable LED flashlight. To register, a parent/guardian must turn in a completed new youth application and pay the $8 registration fee. Applications and fees must be received at the Council Service Center no later than October 1 to qualify for the free flashlight.
 
Any pack interested in purchasing additional flashlights for their existing Scouts can do so after October 1 through the Scout Shop.

Your Help Needed - Video Launch on September 8


Since August 15, the Heart of Virginia Council has been posting a 'Join Scouting'-themed video to our Facebook page nearly every day. Thank you to everyone who has liked and shared these videos. If you haven't seen them, check us out @ScoutingVirginia.
 
About a month ago, a videographer came to our Cub Adventure Camp and captured film of the camp in action. After editing, the final cut is a minute-long video that gives a great message to parents and showcases the fun a Scout can have in our program.
 
We will launch this video and air it for the first time ever through our Council Facebook page at 10 AM on Wednesday, September 8. You can help grow Scouting by sharing our new video on your personal Facebook page once it goes live on Sept. 8. Include a sentence or two about the positive impact Scouting has had on you or your family when you share it, and you'll be helping more families experience all that Scouting has to offer.

Richmond Area Sporting Clays Classic  

The annual sporting clays tournament is a great way to
entertain clients and associates while supporting Scout camp programs.  The Richmond Area Sporting Clays Classic will be held Thursday, October 13th at the Cub Adventure Camp.  Last year's event attracted 55 four-person teams and was a great success.  As of August 31st, 34 teams are already committed.

Voice of the Scout

The Heart of Virginia Council wants your input, so take part in the Voice of the Scout Survey in late September!

 
Look for an email from the Boy Scouts of America in your inboxes!  Beginning late September, parents, Scouts over 14, Venturers, volunteers, and chartered organization representatives will begin seeing surveys delivered into their email inboxes for Voice of the Scout.  The surveys have been designed to be very brief but will give needed insight into the quality of experiences at the unit, district, and council.

Voice of the Scout will help guide our decision-making for our future programs and operational delivery.  Please take a few minutes of your time to participate.

New Lion Cub Program Coming This Fall

 
To:                 Volunteers in the Heart of Virginia Council

Earlier this year, we made a decision that the HOVC would wait to begin the Lion Cub program until next year after other Councils piloting the program demonstrated its success and helped work out the kinks.
 
Since then, we have been approached by over 30 Cub Scout Packs in our Council with requests to move forward with the Lion Cub program and begin to recruit new kindergarten boys this fall. Additionally, over 70% of the BSA councils nationwide have enrolled to participate in the Lion Cub pilot. We are confident that this level of involvement will ensure the BSA will continue the program with a full rollout.
 
We have reconsidered how our Council and our Packs may participate in this first year, rather than waiting until next year. We have informed National that the Heart of Virginia Council will move forward with the Lion Cub pilot program this fall.
 
In order for a HOVC Cub Scout Pack to participate in the Lion Cub Program and recruit kindergarten boys, they must achieve the following:
 
  1.  The pack must have the approval of the District Key-3 to have a Lion Cub Program.
  2.  The Cubmaster, the Pack Committee Chairman, and the Charter Representative must all agree to have and support a Lion Cub Den.
  3.  The pack leadership must recruit a Lion Cub Den Leader and an Assistant Lion Den Leader.  These people will run Lion Cub Den Meetings, and function just like regular Den Leaders and Assistants.
  4.  The Lion Cub Den Leader must attend a face to face training event for Lion Cub Den Leaders to be held in late August or early September.
  5.  The pack must have a calendar of events and meetings for Lion Cubs turned in to their District Executive before we will allow them to invite kindergarteners to join.
  6.  Lion Cub Den Leaders and Cubmasters with Lion Dens must agree to participate in two online surveys, one conducted mid-year and one conducted at the end of the program year.
Cub Packs that meet the criteria above will be prepared to support their Lion Cub dens and the program quality will be strong, leading to good retention of the boys and their parents. Packs wishing to apply to have a Lion Den should complete the attached "HOVC Lion Den Application Form" and give it to their District Executive.
 
Our Membership team and our Districts are exci ted about this opportunity to add the Lion Cub program to  Cub Scouting. We are confident this will be a success. Please let us know if you have questions or comments regarding the implementation of the Lion Cub Program.

BSA Coin Collecting Merit Badge Event

The Virginia Numismatic Association (VNA) will hold its BSA coin collecting merit badge class @ 1:00 pm on Saturday, September 24, 2016 at the Fredericksburg Expo & Conference Center.
 
2371 Carl D. Silver Pkwy, Fredericksburg, VA 22401.  FREE.
   
Class time will be at least 2 hours.  No registration required.
See the 10 requirements for completion.  
Be prepared to show completion of requirements 7 and 9.
Just by coming to the VNA coin show, requirement 10 b is satisfied!
If all 10 requirements are satisfied, we will sign off on your merit badge blue card.
 
Don't forget your blue card. (but we have extras if needed)

We will also be conducting Coin Treasure Hunts throughout the day on Saturday.
Our Treasure Hunt counts as part of your Coin Collecting Merit Badge requirements.
 
Spend the day with us.  Your brothers, sisters, parents & grandparents are welcome too!

Come at least an hour early if possible.   And, you are welcome to stay until the 6:00pm close.

Apollo 2016 - Youth Leadership Experience  

What is it?  It is a youth leadership training program in a weekend format for troop & crew leaders or future leaders.

How much does it cost? 
$85 per person, which covers all food, lodging, materials & t-shirt

Why attend?
Scouts, Venturers and Explorers should be youth led.  Give your Scouts an opportunity to join with other Scouts across the Council in a powerful leadership experience that will better equip them to work with others in successfully leading your troop or crew.

When is it? 
The course starts at 5pm on September 16, 2016 and concludes at 12:00 Noon on September 18, 2016.

Where is it held?
Cub Adventure Camp on the Heart of Virginia Scout Reservation.

Who are the leaders?
The staff is 100% Buckskin and Wood Badge trained.

United Way

To: Scout leaders, Scout parents, Supporters of S couting  
Many employers in our area conduct a United Way, Combined Virginia Campaign, or Combined Federal Campaign in the fall, often with requests and incentives for employees to participate.  If you participate in a company campaign, please consider designating your gift to the Heart of Virginia Council, Boy Scouts of America using United Way of Greater Richmond- Petersburg code #2416, CFC code #17567, CVC code #3444, or LGS code #7308
Be advised that in June 2015, the United Way of Greater Richmond-Petersburg stopped allocating dollars to support Scouting programs. Donor designations are now the only way that the Heart of Virginia Council receives support through that United Way.  If you do not designate your gift to support Scouting by writing "#2416, Heart of Virginia Council, BSA" in the designation section of the pledge form, none of your United Way contribution will go to support Scouting.
United Way charges a 15% administrative fee for processing designations. If you'd like 100% of your contribution to go to Scouting, consider giving directly to the Heart of Virginia Council.

Scouting For Food 
 
Scouting for Food is the annual food drive coordinated by the Heart of Virginia Council to benefit FeedMore (formerly the Central Virginia Food Bank.)  This is the one council coordinated service project for our communities.

Include Scouting For Food in your unit's plans for the fall.  Please make a note that units will be distributing bags on or around Saturday October 29, 2016 and pick them up on Saturday, November 5, 2016.

 Bags will be distributed at the October Roundtables. Representatives from FeedMore will be at September Roundtables. Stay tuned for more information.

The Den Chief Training Conference combines fun and 
enjoyment with an excellent character building experience. Participants will learn leadership, organization, and most importantly, how to work with Cub Scouts. This training is for boys who are or want to be a Den Chief to a Cub Scout Den. It is also for registered adult leaders who want to learn the duties and role of Den Chiefs.

We recommend youth be a First Class Scout (or close to advancing to 1 st Class.)

This information meeting is open to all Scouters, parents, and Scouts age 13 or older.
 
The Heart of Virginia Council sends a contingent to Philmont Scout Ranch located in Cimarron New Mexico each year.
 
If you are interested in joining the Council's Philmont Expedition in 2017 or later, please attend the meeting on Thursday September 29th from 7:00 - 8:00 PM at the Council Service Center.  You will be able to ask questions and find out how to prepare for the hiking trip.
 
It is an adventure of a lifetime!

Philmont Training Center
 
The Philmont Training Center (PTC) is the national volunteer training center  for the Boy Scouts of America. Since 1950, PTC has provided a unique environment for training volunteer and professional leaders, and a fun family program for every member of the family. Each year, more than 6,000 Scouters and family members attend PTC.

Albright Scout Reservation  

Albright Scout Reservation is a great site for weekend camping. Situated on 568 acres on Lake Chesdin in Chesterfield County, it is close and offers three types of camping areas all at NO COST! It has six traditional campsites for car camping each with a shelter, table and latrine nearby. Three sites near the lake offer more of a wilderness experience. There is also a "leave no trace" area and a short backpack trail for a shakedown experience.

In addition there are two picnic pavilions and a chapel area for unit activities! Sites and facilities are free to Heart of Virginia Council units and reservations can be made online at http://hovc.org/camps/albright/.

Training Opportunities

One of the goals of the District is to assure that we are providing Scouting to as many youth in our area as possible and we are always looking for new leads to help us grow Scouting. If you attend or know of any local organizations (faith, civic, community outreach, etc) that might be interested in sponsoring a Scouting unit, let us know. Outdoor Ethics Awareness and Action Awards for Cub Scouts and Leaders Have Been Retired

The June 2015 launch of the new Cub Scouting program fundamentally changed Cub Scout advancement requirements. The knowledge, skills, and attributes acquired through the Cub Scout Outdoor Ethics Awareness and Action Awards have been incorporated into, and made an integral part of, the new Cub Scout adventures.
To avoid redundancy, the Cub Scout Outdoor Ethics Awareness and Action Awards have been retired and will no longer be available for Cub Scouts and Cub Scout leaders to earn. The adult content will be incorporated into the revisions being made to BALOO training and will be released soon. ( http://www.scouting.org/Home/programupdates.aspx )

Scouting for Food 
The 2016 Scouting for Food campaign will occur the last Saturday in October (10/29) for Bags Out followed by Bags In on the first Saturday in November, (11/5). This is a major Council event and every unit is asked to take an active part. By now each unit should have identified the Unit Scouting For Food Coordinator and those names passed to the District. If this has not yet been done, please do by the next Roundtable meeting in September. Please come to the September Roundtable to learn about the areas units will be asked to cover. Together, we can make this year's campaign the most successful ever. We also be discussing the new and improved maps we are creating for Scouting for Food. See you at Roundtable!

Join Scouting Night

Is your Pack prepared for an influx of new members this Fall? Remember...first impressions are very important. Your involvement in the Richmond Public Schools, PTA sponsored, back to school night, is the key to successful recruiting this season. Have interested parents complete the Cub Scout application at Join Scouting Night and pay the $8 registration fee that evening. Remind parents that this covers four months of Scouting and can be considered a trial run. Each year we lose many families when we fail to quickly get all interested and their families to the pack meeting after meeting them at Join Scouting Night. Attention spans are short these days and the competition between activities is fierce. JSN represents our best chance to expose boys to the wonderful world of Cub Scouting and build our dens and replenish our ranks of adult leaders.
 
Capitol District Fall Camporee

  Our fall Camporee will be held October 21-23, 2016 at Camp T. Brady Saunders. Please plan to join your fellow district Scouts and Scouters at the Fall Camporee. In keeping with last year, the theme is 'Meeting Near Mafeking" and there's a challenging and fun filled program planned.

'New" Peanuts are being included in the product sale campaign this year. You spoke and we listened and added a fantastic product lineup to the annual sales effort. Online sales are an option for those smaller units, tech savvy folks, or those who don't like door to door sales. Product sales provides salesmanship and relationship development experience for the Scouts in your unit, supports your council, and provides Scouts with a great opportunity to earn prizes and finance camp. Collectible tins are available for popcorn customers this year and for peanuts as well! Heather Dunton, guides the council campaign and is available to assist your unit in any way with the product sales program.

Plan to attend the September Roundtable for informative sessions on programs, activities and resources for your Pack and Troop. The monthly Roundtables are held to foster the sharing of ideas and experiences that can assist your new unit leadership develop confidence and a support network of Scouting friends. Encourage your new and experienced leaders to attend for the benefits to your unit program. Roundtable is the best time to catch up on key council and district plans and activities. Most importantly,  time at the monthly Roundtable leaders meeting is great for adult leader development which pays dividends to your Pack, Troop or Crew operations.

Fall Recruitment for Adults

Many new kids will be joining the Scouting program this fall and with them come their parents. It is important to engage our new parents in volunteering. Some big key items to remember.
  1. Define the job. Make it specific.
  2. Define the time frame. How long of a commitment is it?
  3. Share the importance! Things we do in Scouting are important and make sure they know it!

SEPTEMBER ROUNDTABLE

At this month's Roundtable, we are going to be talking about Join Scouting Season! We will have recruitment resources and all sorts of information about how to get more boys into your program this year. Be sure to have a representative at the meeting so that you can BE PREPARED for the next few months.  
FALL RECRUITMENT
 
Join Scouting Nights are almost upon us. Everyone needs to follow the Boy Scout Motto and "BE PREPARED." Beginning on Monday, September 5 th and running through the end of September, the Crater District will be conducting coordinated recruitments in our Schools. Our goal is to recruit 1,000 youth. New Cubs who join at their designated Join Scouting Night will receive an awesome self-charging Flashlight! These flashlights are being provided by the Heart of Virginia Council at no cost to units so that parents and kids have an incentive to turn in applications and registration fees that night.
 
POPCORN COUNTDOWN
 
Summer is almost over. Program planning for 2016-2017 should be wrapping up. How is your unit planning to fund all the cool things you want to do this year? The best fundraiser for most units is the annual popcorn and peanut sale. If your unit has not yet signed up for the sale, it's not too late. Please contact Allen Crump for more information on why this year's sale is going to be the best ever!
 
RECHARTER 2017 HEADS-UP
 
The BSA's annual recharter program for units is an important part of our membership process. It ensures that our membership is accurate and up to date annually, but it can be an involved process and many units have let the process drag on for a long time.   Some units have even waited well into the new year to recharter their units. This creates major problems from advancement issues all the way to insurance problems (if a unit isn't registered, neither are the youth and leaders who belong to that unit.) Insurance will not cover claims made by a unit which is not currently registered. We will be making important changes in the recharter process that will affect all units this year. Please keep your eyes open for upcoming announcements regarding this important change.

JOIN SCOUTING NIGHTS
 
Already in our western counties, school has been in session for several weeks. By September, both Prince Edward County and Cumberland County have had successful recruitment nights, bringing in new youth and leaders to the fold.
During August's Roundtable and Join Scouting Night Orientation at St. Mark's UMC there were informational sessions focused on recruiting new families. Planning materials were handed out, calendars made, and Unit Membership Chairs recruited. Hopefully by now, everyone is ready to host a Join Scouting Night or Open House.
 
There have been some sad tales this year related to recruitment, or lack thereof. Troops without a strong relation with a Pack, or leadership that can't work out differences like mature adults can cripple a program, often delivering a mortal blow that it is impossible to recover from. All it takes is one or two years for a troop to miss a crossover opportunity and it's gone....
 
Your SDE is ready to assist in multiple ways. But it is best to be proactive with regards to membership. The mantra "Be Brief, Be Bright and Be Gone!" alludes the upwards flow of Scouting; not only the youth aging through the three traditional programs, but of leaders and volunteers moving into greater circles of influence, from Den to District to Council to Region.
 
No Scoutmaster should feel he or she cannot leave their post. They should have cultivated the next in line to be ready to take over at any time. For all the myriad of reasons adults volunteer, in the end, Scouting exists for the youth.
 
The beginning of the school year is simply the greatest and most effective way of recruiting new families to share this amazing thing called Scouting. Brave the trail and encourage others to blaze new trails and find new horizons. Scouting needs the NEW.
 
Almost all the school nights have been arranged but it's going to require a lot of cooperation from everyone involved. The SDE may have been responsible for getting you involved in this long ago, but he can't do it all to grow a healthy district. Leaders need to manage, delegate, and set specific, time-sensitive tasks in order to have cooperative parents and fun on outings. There's just a little bit of time left to get the last details ironed out. For the sake of Scouting, let's make this Fall a record-breaker!
 
Finance
  • Popcorn: It may seem far away, but unit FUNdraising activities are just around the corner. We had several units absolutely SMASH their money earning goals and we sincerely hope that ALL UNITS will utilize popcorn sales to do so. Our Popcorn EXPLOSION has already passed. However, don't despair if your unit didn't have it's plan put together by then, it's not too late to sell. Simply contact your SDE and fill out a Unit Commitment form. It's that easy!

  • Additionally, Heather Dunton would like to welcome Mrs. Jo Dee Novak as our official Huguenot Trail District Popcorn Kernel! Jo Dee brings with her the experience of not only selling Girl Scout cookies but a VERY successful popcorn campaign last year for Pack 836. With her leadership, her pack raised over $26,000 in popcorn and was able to treat the unit to a fun filled day at Great Wolf Lodge in Williamsburg! How fun is that!
     
  • We already have more units registered to sell popcorn and peanuts this year than we did in 2015. Maybe our success is contagious? Look for sale updates via our district FB page and emails. As far as the district is concerned, your Scouts are free to start selling NOW....So get out there!!!
Program
 
When new leaders are recruited, they need two things immediately: Youth Protection Training and Leaders Specific Training. If only in the committee and not leading the youth on outings, only YPT is required. However, Venture Youth Protection is required for the Venturing program (yes there are some important differences). YPT is valid for two years, and then must be renewed! This can sneak up on a volunteer, so please stay on top of it!  
 
Leaders Specific Training can be a little more challenging but for Cub Scouts, everything except BALOO and Webelos Camping training is offered online. Districts around the Council offer training at different times of the year, so please don't feel restricted to Huguenot Trail only to get things done. Also, keep in mind that it is joint training between Arrohattoc and Huguenot Trail. If a training event doesn't appear on our calendar, it is likely on theirs.
 
Troop 800 invites ALL troops in the District to develop and operate skill stations in our annual Webelos Transition Day next month. Showcase the uniqueness of your troop, make friends, and hopefully cross some bridges!

Our Unit Commissioner staff is here to help. If your unit has not been contacted by a commissioner as of today, please let Freddy or myself know and we will get that visitation taken care of. Unit visitations are just a part of JTE Scores, and every point counts. Last year, Rivers district as a whole missed out on silver award by only a few points and I have high hopes to exceed the bronze level this year.

September Roundtable

At this months roundtable we will be doing our Popcorn Sales Kick-off during the first 20 minutes, then we will break out to do Join Scouting Night training. The Cub Scouts will do a session on cub cooking presented by Pack 215.  The Boy Scouts will have a session on preventing adult burnout.
Exploring

Exploring Opportunities:
 
As many of you know, Exploring is a unique career exploration program for young men and women ages 14-20. It provides students with an opportunity to learn about a wide variety of career fields and network with professionals already working in those fields. They get hands-on experience to determine whether or not a particular career field is right for them. They also develop valuable networking contacts with professionals working in your selected career fields, and get to know other teenagers and young adults sharing similar interests and aspirations. Exploring can be the first step in identifying career possibilities while having fun in an exciting and informal environment.
 
This is a rapidly growing program within the Heart of Virginia Council (more than 20% growth each of the last two years.) There are 2 more programs accepting enrollments for the 2016 program year and both have limited slots.

**The Scout Shop will be closed September 3-5 for the Labor Day Holiday**

Pack and Troop leaders
Please tell new Scouts and parents which items and uniform parts to purchase.  With almost 400 units in our council, the Scout Shop does not know what individual units require or provide.

Per National BSA policy: When purchasing rank and or merit badges, advancement reports must be turned in at time of purchase, including Bobcat and Scout.  To purchase replacement patches, you must have the rank card, merit badge or blue card or copy of the Scout's record.

All returns must be made within 30 days, with receipt, and items in original condition.
