STATE COORDINATOR'S REPORT
Hello Everyone
If there's one word that I could have burned into our consciousness, it would be to communicate. It's so vital in today's World to be good at it, It's's probably safe to say, in all areas of our lives. I'm sure we all think we are good communicators, myself included, however we all can do better. Over the last couple of weeks as I've gotten out and about handling state business, I've been taken aback at how often mis-communication has led to mis-understandings. If you're not sure of something, ask, don't assume. If you have questions, reach out to the person or person's that should have, or know how to, get you the correct answer or information. If we all work on being better communicators, I'm fairly certain life for everyone will improve. Got to go, Leroy the biker dog is communicating in no uncertain terms that it's his dinner time. Until next time

Primaries are in the book, and the General Election field is set. If you have not begun to reach out to the
candidates in your area and sort them out, and not just on motorcycling issues, get busy. Not only should you size them up for how open they are to our motorcycle issues, but it is advisable to assess how well they will be able to work within the system and play nicely with others. A candidate who is 100% behind our issues but massively irritates every member of the chamber is not really a good value.
It might be the time to educate a new candidate.

In Remembrance: Steve Carlsberg
It is with heavy hearts that we mark the passing of Steve Carlsberg. Steve passed away in the early hours of Tuesday, September 8, 2026 with his wife, Shari, at his side.
Steve was a dedicated member of the Tacoma Chapter, and many ABATE members across the organization held him in high esteem for the work he did to support ABATE and for who he was as a person.
Steve joined ABATE of Washington in 2010 after being introduced to ABATE by a friend. By 2012, he stepped into an active role as Tacoma Chapter's Treasurer. It was apparent at that time that Steve's organization and dedication to the needs of the chapter and to ABATE of Washington would lead him into other roles.
In 2014, Steve was elected as the Tacoma Chapter Coordinator, and it was in this role that Steve often visited other chapters in our area, and some in farther afield, attended meetings, and connected with the broader ABATE community. In addition to visiting their meetings, he would often encourage participation in each others events. This often led to strong support from Tacoma Chapter throughout ABATE.
In 2017, a new challenge arose to greet Steve, and he was elected as our State Secretary. I believe this was the role to which Steve was particularly suited. His organization and attention to detail ensured that ABATE was supported with accurate records to ensure the historical chronicle of the organization. He would even send out the meeting minutes within seconds of a meeting ending because he was furiously writing them while the meeting was in session! He continued in that role until about a year ago, culminating in 13 years of dedication to service within ABATE.
Aside from the great contribution Steve made to the organization, he made an equally great contribution to the individual lives of people who knew him as well.
Steve invited us all to share in his personal happiness for him and his wife-to-be Shari Rose when they decided to get married at the 2018 Spring Opener. It was a wonderful ceremony with bikes lining both sides of the wedding aisle. Steve and Shari remained inseparable.
Steve was a big part of so many of our lives. His laughter still rings in my head. He was dedicated to supporting everyone around him. The world is less without him in it, but we will all have our memories to cherish and we can think fondly on the times that we spent with Steve. He will be missed.
Please keep Shari and the rest of their family in your thoughts and prayers.
Rest in peace, Steve. Until we ride again!

Perfect riding weather blessed our annual Thomas Short Memorial Mutt Putt – a fundraiser for animal care and welfare in Kitsap, Mason and Jefferson counties. Attendees came from as far as Tacoma. Along the scenic route around Hood Canal, we visited 2 recipients with the 3 rd meeting at the endpoint. These very deserving organizations are doing amazing things for animals, both domestic and wildlife – from cats to horses, emus, and opossums. Thank you to all who participated, donated, and stayed for raffle, live and silent auction, and music by Arctic Blonde. Thank you, Deep
Draft Brewing, for hosting. - North Kitsap ABATE of Washington.

Farewell to a lovely summer and Autumn greetings to you all from East Pierce County Chapter! We just wrapped up our season with a productive Teddy Bear Rally fundraiser for East Pierce Fire & Rescue. Shout outs to all our vendors, musicians, ABATE South King County, Foothills, Spanaway & Rat City Chapters, and friends from American Steel, that turned out to support us. Thanks also to our Deputy Coordinator, Ray Hash (who donated his property, great cooking and hosting) and Ray’s generous neighbors & family. We had about 75 attendees despite the threat of rain that weekend. But most of all, we had a good time camping, partying & raising money for a good cause! We also held Board Officer Elections (Coordinator, Secretary, and Master Sergeant-At-Arms), with all incumbents reelected for the next two years. Have a safe and cozy

Update from the Pen...
Well folks, it’s that time of year again… ELECTIONS!
(Otherwise known as Trick or Treat! )
The good news? Nobody threw anything at us, nobody ran us out of town, and all four incumbent officers were nominated—unopposed!
Even better, all four willingly accepted the nomination. After the ballots were cast, those in attendance unanimously decided that apparently, we haven’t screwed things up badly enough to get fired yet!
So, as you’re reading this, your Key Pen officers have officially been re-seated and are ready to keep on keeping on for another year.
A big THANK YOU to everyone who continues to support the chapter, show up, participate, and keep the wheels turning. We couldn’t do it without you!
NEVER FORGET September, of course, is also a somber month.
Twenty-five years have now passed since that tragic and fateful day, but the memories remain. We will NEVER FORGET the lives lost, the families affected, and the heroes who answered the call that day.
Several Key Pen members joined VAVMC for a ride into Evergreen Park in Bremerton to honor and remember those we lost on September 11, 2001.
It was a good reminder that while we ride for the freedom of the open road, we also ride to remember those who made the ultimate sacrifice protecting the freedoms we enjoy.
Twenty-five years later… still remembered, never forgotten.
RIDES & EVENTS
August 29 — Biddle Foundation Bike/Hot Rod Ride
Several Key Pen members headed out on August 29 to attend CVI’s Biddle Foundation Bike/Hot Rod Ride.Good bikes, good people, and a good cause—that’s a pretty damn good combination in our book! September 12 — The Thomas Short Annual Mutt Putt
On September 12, several chapter members made their way to the North Kitsap Chapter’s newly rejuvenated annual “Mutt Putt,” now officially known as the Thomas Short Annual Mutt Putt. It was great to see this ride getting new life and to have Key Pen members out there supporting our fellow ABATE family.
As always, it’s not just about the miles. It’s about the people, the fellowship, and supporting the motorcycle community we’re all a part of. Keep the shiny side up, watch out for the four-wheelers, and we’ll see you down the road!
Ride Safe. Ride Free.

Hello from Tacoma Chapter
Wow ! What a busy summer with so much to do and so many runs and events to try to attend.
Every weekend Terry and I had an event or campout to do. I'm not complaining, but my yard and the Memorial Park (F.R.O.M) need a lot of catch up work. Staying busy is way better than being bored.Since I haven't submitted a report for a while let's catch up.
Spring Opener 2026 Abate of Washington
It's not easy taking over a committee position so I want to thank the volunteers that pulled together and made it happen. The weather did put a twist in all the planning. Our Chapter was going to host the bike games, but it was too hard to find a long enough no rain window and with time restraints it didn't work out. With the limited time that was available the "Gerbils" stepped up and played a few games and entertained the few that wanted to watch. Thank you for making the best of the situation. I did hear some complaining or whining but those who came to have a good time did so. If you have ideas or think you can do better than step up and do so. Anybody can moan and complain about things. Not everyone can be a part of the solution. But you could try.
Kickback Campout 2026 ABATE of Washington Lewis County Chapter
If you haven't been, why not ?? No really?? "Lewis County Chapter" Class act your gate fee covers = camping, Bands, ice cold beer, meals, bikes games, chicken shit bingo, corn hole tournement, cribbage tournament, and much more. See you in 2027 check it out.
Hot Rods & Harleys 2026 ABATE of Washington Tacoma Chapter
In august our Chapter teamed up with Jay & Kelly of "Recycled Spirits of Iron" to have Our 2nd car & motorcycle show( any car any motorcycle) all proceeds go to "Mary Bridges Hospital" and "Send -a-Vet" Hope to see you next year at the 3rd annual
Abate of Washington, New board.
The Tacoma Chapter wants to welcome the new board of directors for ABATE of Washington. Please welcome and support them, it's an easy job. To many critics so instead of sitting on the side lines and complaining, step up and help the different committees. Your help and input would be appreciated.
Tacoma Chapter board.
Our board stays the same with the exception of the secretary. Rachel Stepner will replace Dolly Cervantes. I believe that Rachel will be a great asset for our chapter.thanks for taking on that position Rachel. A big thank you to Dolly for several years has done a great job as chapter secretary. Dolly is one of our core members; she has always stepped up for planning committees ,raffle ticket sales and can be the life of the party. I'm happy to have her as a chapter member. All chapters could use a few more Dolly's.
On a sad note we all lost to many loved ones and family members and the year is not over yet. Most recently RIP
Michael Edward Campbell Long time ABATE member Past State Deputy Coordinator, State Ambassador at large, and worked on most of the committees, Past Tacoma chapter member and the last several years a member of Lewis County Chapter ABATE
Steve "Box Man" Carlsberg Long time Tacoma member. Past Chapter secretary,Past chapter coordinatorand also State secretary for several years.
Reminder: Every year in September our Chapter has a "Lost Brothers and Sisters memorial Run". We do a reading of the names. Please text me info of your lost one. I'm keeping a list for next year. Please join us this event is not a chapter event it's for everyone who rides. Members or non members,It's for riders of any kind make or model.
Our Chapter does our best to support other chapter events so hope to see you out and about.

OC Newsletter Report September 2026
It feels very surreal writing this report. I knew the Olympia Chapter revival was going to happen because freedom fighters don’t quit, but I’m amazed at how quickly it has come together. A giant thank you to the West Side Ambassador at Large John Calabrese and the Mason County Chapter for all of their help to make this possible. Currently our main efforts are directed at completing the chartering process to become a chapter, but we have big plans for the future of Olympia Chapter and supporting ABATE of Washington. Our top goal for the chapter is to support the fight for motorcycle rights and legislation. We will support states legislative priorities as voted on by the state membership. We will also work with other MRO’s
(COC, MRF, ect.) to support their legislative priorities as long as they do not conflict with ABATE’s priorities. Our second priority will be to mentor riders with motorcycle education and safety. Our third priority will be to enjoy our freedom of the road and the company of like-minded individuals by conducting and attending as many rides and socials as possible. If you are interested in joining or supporting the Olympia Chapter, please get with me or attend one of our business meetings or socials, teamwork works better
when there are more at the table.
We look forward to a prosperous future.

Just back from the the Motorcycle Riders Foundation’s Meeting of the Minds, the ultimate motorcycle freedom fighter conference, that was hosted by Wisconsin ABATE, in Harley Davidson’s hometown of Milwaukee, Wisconsin. Over 400 individuals, of all backgrounds come together to learn about what other states and motorcycle rights organizations (MROs) are doing to protect our lifestyle.
The overwhelming reminder was how we, can NOT do this alone.
State Motorcycle Rights organizations are overwhelmingly “Bridging the Gap” for ALL who ride. As Kirk “Hardtail” Williard, Motorcycle Riders Foundation President says, it’s not about Donkeys or Elephants, it’s about supporting those who support us! This means reaching across the isle and VOTING Motorcycle!
ABATE is a membership organization. No approval needed, other than your own, to join this amazing State Motorcycle Rights Organization.
We are one of the largest ABATE organizations on the West Coast. That is an absolute truth.
We have miles to go, but owe our dedication and position to those who came before us. We are stronger contenders where motorcycle rights are concerned when we recognize and unify.
ABATEs across the country would not be where they are, without the Clubs and old school riders who historically stood on the front line of motorcycle rights attacks, demanding to be heard. These riders absolutely recognized the importance of our Mission, and what we do, and hope to do, for the motorcycling community, local, state and nationally. Why? Because they walked the walk for years. They’ve been the targets of governmental and media fixation for decades. Most of the ABATE organizations were STARTED by the motorcycle club communities.
“Every freedom we enjoy today exists because someone before us cared enough to fight for it. They attended meetings after long days at work. They rode through rain and heat. They traveled to Madison. They knocked on legislators’ doors. They donated their time, their money, and countless hours so that the next generation of riders would have the freedoms we sometimes take for granted.
If we don’t preserve that story, one day it will be forgotten.
Our history isn’t perfect, and it never will be. Like every family, we’ve had challenges, disagreements, and difficult moments. But those chapters matter too. We should never erase where we’ve been, because if we forget our past, we risk losing our future….Years from now, someone will…. learn about the people who came before them. They’ll discover that ordinary riders did extraordinary things—not for recognition, but because they believed freedom was worth protecting.
That is the legacy we’re building together. And that legacy will never be forgotten
“- Jesse the Kid- ABATE of Wisconsin
As ABATE of Washington works on Bridging the Gap with local organizations and clubs in the motorcycle communities, one thing has never changed, we are ALL affected by the attack on our lifestyle. Whether it’s profiling, our Right to Repair and modify our rides, the ability to have access to our fuels, or the denial of working on the bikes we OWN, due to gate keepers of repair information….the list is long.
There is nothing more important in our community than recognizing that standing up for motorcycle rights is the single most significant aspect of our lives as riders to our ability to ride.
Without a motorcycle, what difference will the rest make? If the powers be run with the end of life directives, and they and are no longer registered for the road (like FEMA is doing) what is the point?
Together, unified, WE CAN achieve the outcomes that will protect our Right to Ride.
Let our future be one of unity and progress. Because THAT is how we will protect our freedom, and secure it for the generations who come after us.
State after state shared the successes of how organizations are unified in the fight to protect our freedoms. Texas is one example of the achievement of working together.
Let’s work together with all of our communities to build the bridge and remove gaps in our representation of riders in Washington
See you in the wind!

WHY should I join or support a Motorcycle Rights Organization like ABATE or the MRF?
If you are like me, and just want to continue to RIDE your motorcycle, and have your kids and grandkids to the same, then look below for some mind blowing facts about the assaults on our lifestyle.
Some of the ISSUES facing MOTORCYCLISTS AND Car Enthusiasts
Internal Combustion Engines: WA State has banned all new vehicle(7000 miles or less) sales of internal combustion engine vehicles beginning in 2035 [The manufacturer sales requirements for zero-emission vehicles began at 8-10% for model year 2025 and rise 6-9% each year until reaching 100% in model year 2035.] Source: www.ecology.wa.gov
Ethanol and fuel policies: E15 is being dispensed out of the same hose, as E10, here in Washington state. There is a 4 gallon minimum at mixed pumps. New Study Highlights Dangers Of Distracted Driving
A new study from the Insurance Institute for Highway Safety (IIHS) underscores a problem motorcyclists know all too well, distracted driving remains a serious threat on America’s roads, and riders often pay the price.
The IIHS study found that cellphone use before crashes is significantly underreported in police reports. Using data from nearly 17,000 crashes, researchers found drivers were using their cellphones within 30 seconds of impact in 7% of single-vehicle crashes and 8% of two-vehicle crashes. Police reports recorded cellphone use in less than 1% of those crashes.

The questions are: Who will have a seat at the table? Those who support our freedoms? Or those who would regulate, restrict, and redefine the way we ride?
The challenges facing motorcyclists are not slowing down.
Issues involving:
- Internal combustion engines.
- Ethanol and fuel policies.
- Autonomous vehicle technology.
- Right-to-repair and modify.
- Road access.
- Profiling.
- Growing government regulation.
And every one of those issues continues to impact riders across America.

Meeting Of The Minds 2026
The Next Generation Is Watching
| |
For over four decades, riders have gathered at Meeting of the Minds to defend the freedoms that make motorcycling what it is today.
The riders who came before us built organizations. They fought legislative battles. They challenged unfair regulations. They protected the rights many riders now take for granted.
Today, we benefit from their commitment. Tomorrow, others will benefit from ours
.
The future of motorcyclists' rights will not be secured by history alone.
It will be secured by the riders willing to step forward and carry the fight into the future.
That means identifying new leaders. It means sharing knowledge. It means encouraging involvement.
And it means making room at the table for the next generation of motorcyclists' rights advocates.
Every year, new attendees walk into Meeting of the Minds for the first time.
Some arrive curious. Some arrive uncertain. Some arrive simply wanting to learn more.

House Passes
Highway Bill Extension
As expected, the U.S. House of Representatives has passed legislation extending the current federal highway program, moving the deadline from September 30 to December 11, 2026. The extension, included in a continuing resolution to fund the federal government, provides Congress with additional time to negotiate and advance a long-term surface transportation reauthorization. Transportation programs will continue operating through December 11th under the measure.
For the Motorcycle Riders Foundation (MRF), the extension means several important motorcycle priorities remain in play as Congress works toward a broader highway bill. The MRF will continue advocating for provisions addressing motorcycle profiling, the Motorcyclist Advisory Council, Right to Repair, and ensuring that advanced driver-assistance and automated vehicle technologies properly recognize and account for motorcycles.

New DOT Rules For
Autonomous Vehicles
| Last week, the U.S. Department of Transportation (DOT) announced a new national strategy for developing and deploying automated vehicles (AVs), outlining the Trump Administration’s approach to safety, regulation, and innovation in this rapidly evolving technology. In a statement, Department of Transportation Secretary Sean Duffy said the strategy “Outlines specific actions that DOT will take over the next few years, while laying the groundwork for the longer-term future.” The Motorcycle Riders Foundation (MRF) will continue to closely monitor the Administration’s AV policies and remain committed to ensuring motorcycles are part of the conversation. | | | AMERICAN INCOME LIFE - FREE ACCIDENTAL LIFE & DISMEMBERMENT | | We’ve renewed the group Accidental Death and Dismemberment policy providing all active members of ABATE of Washington with $4,000 AD&D coverage, 24 hours a day, on and off the job. | | |
