Oakville enhances online services to improve the Building Permit process


The town has launched an improved online service to streamline the building permit process. This new system combines the intake, review and approval of applications into a single, more efficient platform. By simplifying these steps, the town aims to support the overall growth and development of our community ensuring that applicants can access the building permit process with greater ease. 


By connecting applicants and town staff on one centralized platform, the new service enables smoother communication and collaboration at every stage of the process. For builders and contractors, this means quicker reviews and approvals. Homeowners planning renovations can access real-time tracking for every step of their building permit application, including updates on reviews and inspections.



While sometimes referred to as ePlan within the building and development industry, the Town of Oakville’s enhanced service can be accessed through the town’s robust Online Services page under the Planning and Building section. 

Town Of Oakville Development Charge Rate Change Notice - Annual Indexing

Please be advised that development charges will be indexed by 4.0 per cent on April 1, 2025, in accordance with the most recent 12 month change in the Statistics Canada Quarterly Financial Report's Construction Price Statistics. This indexing includes rates for both the Town of Oakville and Halton Region.


For building permit applications related to a site plan or zoning by-law amendment application made since January 1, 2020, development charge rates will be frozen on the day a complete application is received. This rate freeze expires two years after the approval of the planning application. If planning application approval occurred after June 5, 2024, the rate freeze for Halton Region expires 18 months after the planning application approval date.

 

For all other permits, development charges must be paid and the permit issued prior to April 1, 2025, for current development charge rates to apply.

Energy Rebates are back!

Save on Energy and Enbridge Gas, supported by the Ontario government, have partnered to deliver this rebate program to help residents improve their home’s energy efficiency and comfort. Rebates are available for several upgrades for your home, from thermostats to solar storage systems. 


An Energy Auditor is not required for certain upgrades, such as the installation of Air Source and Geothermal heat pumps. Certain other programs do require an Energy Auditor -- however, the cost of an Energy Audit is part of the rebate program. 


The rebate amounts vary depending on which source of energy you are currently using and are detailed on the Save on Energy website.


If you are currently using a traditional air conditioner to cool your home and are considering a replacement, heat pumps can cool your home and provide heat, as well, and provide energy savings. Heat pumps can also help reduce the emission of greenhouse gases (GHGs) that can affect our environment and community.

New 2024 Ontario Building Code

Ontario has released a new Building Code to reduce regulatory burdens for the construction industry, increase the safety and quality of buildings, and make it easier to build housing.


The 2024 Building Code streamlines processes for the sector and increases harmonization with the National Construction Codes by eliminating at least 1,730 technical variations between the provincial and national requirements.


Timing and transition provisions


The 2024 Building Code came into effect on January 1, 2025, with a three-month grace period until March 31, 2025 for certain designs that are already underway.

Please take note of the following transition period dates:


January 1, 2025 to March 31, 2025

  • Permit applications may be submitted using the new 2024 Building Code.
  • Permit applications may be submitted using the 2012 Building Code if the applicant demonstrates that their working drawings were substantially completed by December 31, 2024.


April 1, 2025

  • Permit applications must be submitted using the 2024 Building Code.

"I am excited to join the Town of Oakville as a Building Service Representative. With a strong background in architectural design, I bring five years of experience from the private sector.


Most recently, I worked as an Architectural Technician at MP Architectural Inc., and prior to that, I was an Architectural Designer at Gannett Fleming Architects in Toronto. I am a registered BCIN designer and a LEED Green Associate, holding a bachelor’s degree in architecture from Anant National University in India.


I am eager to apply my skills, knowledge, and passion to contribute to the building services team and support the continued growth of the community.”

Marius Popescu

"With a Civil Engineering diploma earned in 2009 at Gheorghe Asachi Technical University in Iasi, Romania and more than 12 years of experience in the private sector, I have developed a strong foundation in engineering and construction practices.


Since Jan. 2018, I have worked in Brampton as plans examiner and shortly after as a building inspector gaining in depth expertise in code compliance and regulatory standards covering P3 and P9 buildings. In my current role I will be conducting building inspection of P3 and P9 buildings as part of the West Team."

Richard Peterson

"I worked at the City of Burlington for 20 years, as a Customer Service Representative in my first year, and a Building Inspector for my remaining 19 years there.

 

Prior to that, my journey began at the City of Brantford, and then onto The County of Brant where I performed zoning, permit review, and building inspections.

 

I am a graduate of Architectural Technology from Mohawk College."

Anthony Fletcher

"My background is in Urban Planning, I have a diploma in GIS and Urban Planning from Fanshawe College and a Post Graduate Certificate in Urban Design from Sheridan College.


Prior to starting at the Town of Oakville, I was the Planning Coordinator at the City of Stratford and prior to that I completed a co-op at the Municipality of Kincardine as their Building and Planning Records Management Student."

Jen Ulcar

Secretary Treasurer - Committee of Adjustment

Jen has been with the Town of Oakville for the past 15 years, with the last two being in the Building Services Department. She has worked in various roles at the town including as an Administrative Clerk where she assisted with processing Committee of Adjustment applications and assisted in planning the Ontario Association of Committees of Adjustment and Consent Authorities (OACA) conference that was held in Oakville.


As a graduate of York University - Geography, Jen has also completed the Primer on Planning course through the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) and has a certificate in Records and Information Management from the Association of Records Managers and Administrators (ARMA). She is also a member of OACA and will be working towards her Accredited Commitee Secretary-Treasurer (ACST) accreditation.


Jen is very excited to be in her new role and is passionate in helping others through the Committee of Adjustment process.

Sharon Coyne

Sharon has been a dedicated team member at the Town of Oakville since 2011 and is thrilled to have recently joined the Building Services Department.


In her new role, she looks forward to guiding you through the Committee of Adjustment (COA) process with expertise and enthusiasm. Sharon holds a background in Geography from Western University and a certificate from Sir Sandford Fleming College. She is also a member of the Ontario Association of Committees of Adjustment (OACA), further enhancing her knowledge and commitment to the field.


With her extensive experience in property-based information, she is well-equipped to assist you with your COA application every step of the way.
