HPBA Day on Capitol Hill a Success
On Thursday, October 24 th, nearly 30 HPBA members met with more than 60 congressional offices to promote changeout program legislation and biomass stove tax credit legislation.

For our HPBA members, this was their chance to talk with members of Congress and their staff about the issues impacting our industry and their local businesses. We built on existing connections on the Hill and forged new bonds with elected officials whom we hadn’t met with before. We used this opportunity to remind them that their legislative actions could have significant implications for our members – their constituents. It is crucial for our members to remain active on Capitol Hill to make sure our voices are heard and not left out of key policy discussions.

HPBA continues to work with members of Congress and HPBA members on building and strengthening these relationships. For pictures from the day, view HPBA’s Facebook post. A full-length blog post will soon be posted on HPBA’s website with a full report and key takeaways about why engaging with your elected officials is more important than ever.
Keynote Address Announcement
Thursday, March 12 8:30am-9:45am • La Nouvelle Ballroom
Presentation is everything. The way a product is showcased, the salesroom layout, and the customer experience can all be deciding factors in closing a deal. In an effort to help retailers elevate their store’s presence and increase sales, the HPBExpo 2020 Keynote Address will be delivered by Wayne Visbeen, the pivotal architect and interior designer behind an iconic list of ground-breaking and effective retail environments.
As comfortable on a construction site as he is designing a store layout, Visbeen holds a deep understanding of custom residential design and the current trends shaping the indoor-outdoor living industry. Generously sponsored by Napoleon Products, the HPBExpo 2020 Keynote Presentation aims to provide unique retail insights and highlight the key concepts you will be able to use for better sales conversion and better brand experiences.

National Fireplace Month
We continued to promote hearth products in October to celebrate National Fireplace Month. The overall theme of the month was Home is Where the Hearth Is and it encouraged consumers to consider hearth products in every room in their house. We focused on the ambiance and nostalgia of the fireplace and discussed the innovation and beauty that is available in the latest product lines. Throughout the month, we shared pictures of different types of hearth products and encouraged our followers to engage with us on social media. We’ll have a more complete wrap up next month, but you can read here for more about our messaging for National Fireplace Month.

Government Affairs
HPBA Continues to Advocate for Relief on the NSPS

HPBA staff and legal team held two high-level meetings in October with both EPA senior staff and the White House Council on Environmental Quality. Unfortunately, the EPA continues to resist extending any sell-through for Step 1 products under the New Source Performance Standards (NSPS), meaning they cannot be sold after May 15, 2020. HPBA continues to urge retailers and distributors to clean out all their Step 1 stoves and to anticipate enforcement visits from both national and state level air quality officials next spring. For more information, contact John Crouch
HPBA, Affiliates Responding to Natural Gas Bans

On October 29 th , John Crouch joined NWHPBA members and their legislative advocate, Carolyn Logue, at a meeting with the Seattle City Councilman who has proposed banning gas in new homes. The meeting was cordial but inconclusive. The proposal has shifted to a six-month study of the concept and there is a City Council election next week, so it remains to be seen if this will ever come to a vote. Meanwhile, HPBA is working with NEHPBA’s Executive Director on a response to a proposed Massachusetts state energy code that cities could adopt if they wished to go beyond the basic state code. This new “stretch” code is titled “Zero Net Energy,” but is reported to be hostile to both gas and wood. HPBA will have a full report for the Gas Hearth Appliance Section meeting in Denver on November 14 th . For questions contact John Crouch
Urge Your Senators to Support Changeout Legislation
As reported in previous editions, legislation was introduced in the U.S. Senate that would establish a national changeout program fund, empowering states, tribes, air districts, and other local/regional jurisdictions to design and implement programs to replace older, non-certified wood heaters with new EPA-certified models. Retailers who participate in changeout programs see increases in sales as consumers are provided generous rebates to fund much of the cost to purchase and install a new wood heater. After HPBA’s Hill Day, over 75 HPBA members sent emails to nearly 200 Senators urging them to cosponsor the Wood Heaters Emissions Reduction Act (WHERA). Join these members in amplifying the voices of HPBA’s Board of Directors and these members now to send an email to your Senators using HPBA’s mobile-friendly advocacy page. It only takes a moment!

Ron Kessner Receives HPBA’s Inaugural Advocacy Leadership Award
During HPBA’s governance meetings in Washington, DC the week of October 21, Ron Kessner was awarded HPBA’s new Advocacy Leadership Award. Ron displayed exemplary leadership and dedication to industry advocacy during his work on enacting legislation that would create a hearth specialty license in the state of New Jersey. Thanks to his and other members’ hard work, that effort was a success. Ron donated a significant amount of his time and resources to make this law a reality.

HPBA will issue guidance on how to nominate someone for future Advocacy Leadership Awards by the time of its next North American Government Affairs Committee meeting in New Orleans, LA on March 9, 2020.
