Council Receives Quarterly Financial Report for the First Quarter of Fiscal Year 2023


Addison's financial policies require the publication of a financial report 60 days subsequent to the end of each fiscal quarter. The financial and investment reports presented to Council at its February 28 meeting covered the financial performance for the first quarter of Fiscal Year 2023 (October 1, 2022 - December 31, 2022). The financial report includes information for the following funds: General, Hotel, Economic Development, Airport, Utility, and Stormwater. 


Key highlights for the first quarter include: 

  • General Fund revenue totaled $11.4 million, which is 25.8 percent of the fiscal year budget.
  • General Fund expenditures totaled $9.8 million, which is 22.3 percent of the fiscal year budget.
  • Sales tax collections totaled $3.7 million, which is 25.5 percent of the fiscal year budget.
  • The Hotel Fund had revenue of $1.4 million, an increase of $482 thousand from this time a year ago, and expenditures of $969 thousand.
  • Performing Arts expenditures are at 60.1 percent due to the payment of the WaterTower Theatre grant.
  • Special Events revenues totaled 10.0 percent and expenses totaled 1.1 percent of the fiscal year budget because of the timing of events. 
  • Airport Fund operating revenue totaled $1.8 million or 26.3 percent and operating expenditures totaled $918 thousand or 16.5 percent of the fiscal year budget.
  • Utility Fund operating revenue totaled $4.0 million or 25.9 percent and expenditures totaled $3.4 million or 21.9 percent of the fiscal year budget.
  • Stormwater Fund revenue and expenditures are in line with historical averages. 


The First Quarter Investment Report adheres to the Town's Investment Policy as adopted by Council and is in keeping with all State laws.

Council Amends Athletic Club Membership Ordinance

To join the Addison Athletic Club, residents need to present a valid Texas Driver's License or Texas Identification Card with a current Addison address along with a secondary proof of residency which can include car insurance, voter registration, a utility bill, or a bank document. Apartment residents must also provide a leasing office verification form. At its February 28 meeting, the City Council approved an amendment to the Athletic Club Membership Ordinance to address the concern that a small portion of Addison residents could not meet the identification requirements established in the ordinance and therefore, could not obtain membership at the AAC.  


The newly adopted language, together with an internal policy that was also shared with Council, allows the Parks and Recreation Director the ability to accept additional forms of address verification in lieu of a driver's license or identification card including:


  • Residential property deed, tax statement, mortgage statement, or lease agreement
  • Valid, unexpired Texas voter registration card
  • Current statement from a financial institution
  • Current Home Owner’s or Renter’s Insurance Policy or statement
  • Valid, unexpired Texas Motor vehicle registration or title
  • Selective Service card
  • Medical statement or insurance policy
  • Recent Statement from a federal, state, county, or government agency
  • Other items as approved by the Director or their designee

Upcoming Public Hearings


The following Public Hearings will take place at the City Council meeting on Tuesday, March 14 at the Addison TreeHouse. The meeting begins at 7:30pm but work sessions are frequently held before the regular session. The agenda will be posted on the Town's website three days prior to the meeting.


Case 1871-Z/3820 Belt Line Road (Frost Bank). Hold a Public Hearing, Present, Discuss, and Consider Action on an Ordinance Amending the Development Plans for Planned Development (PD) District Ordinance No. O22-27 for a 1.47 Acre Property located at 3820 Belt Line Road, to Allow for the Construction of a proposed Bank with a Drive-Through and associated Site Improvements. 


Case 1865-Z/Addison Grove, Block C. Hold a Public Hearing, Present, Discuss, and Consider Action on an Ordinance Adopting a Development Plan for Block C of the Addison Grove Addition, including a Site Plan, Landscape Plan, Facade and Floor Plans for 34 townhomes and one open space lot in an existing Planned Development District (PD), through Ordinance O16-003, on 1.8± acres generally located at the Southeast Corner of Oak Street and Runyon Road, approximately 500 feet south of Belt Line Road.

Addison Names New Special Event Director

On Monday, March 13, Abby Morales officially takes the reins as Addison's Special Events Director. Morales has an impressive background in the events field with more than 15 years of experience including stints with several iconic North Texas festivals.

 

Morales will direct all activities, staff, budgets, and operations of the Special Events Department and the Conference and Theatre Centre. Additionally, she will provide vision and oversight for the execution of all festivals and events produced by, or associated with, the Town of Addison. Morales previously served as Grapevine’s Sponsorship Sales Manager, as the Director-Client Services for the American Heart Association, and as the City of Richardson’s Corporate Recreation Manager. She earned her Master of Education at Texas State University and her Bachelor of Science at the University of Texas at San Antonio. She brings skills in project/events management, dynamic customer service, sales, strategic planning, and relationship building.


Special Events Manager Yesenia Saldivar has been serving as the interim director of the department for the past eight months. Many thanks to Yesenia for her leadership and direction.

Addison Team Pays Visit to Addison Airport-based AQRD

Mayor Joe Chow led a staff delegation from the Town of Addison on a visit to Aerospace Quality Research & Development’s (AQRD) headquarters at Addison Airport on Wednesday, March 8. Representatives from Addison included City Manager David Gaines, Airport Deputy Director Darci Neuzil, Economic Development & Tourism Director Orlando Campos, and Economic Development Manager Lauren Williams. The mayor and staff met with the board of AQRD including CEO Raj Narayanan, CFO Scott Bedgood, and US Air Force Major General Tommy Williams. 


AQRD is a full-capability aerospace engineering firm. The company is a Federal Aviation Administration-designated engineering representative, a Part 145 repair station, and a retrofit, production, and modification (RPM) station. The company has more than doubled its space at Addison Airport within the last year and has additional expansion plans. As AQRD has grown, they have recruited quite a bit of highly educated talent, and being in Addison has helped with this effort. Addison looks forward to being part of their growing success in our community.

New Sculptures Installed Around Addison Circle

On Tuesday, March 6, the Addison Arbor Foundation installed two new additions to the Addison public art collection. The Three Tenors and Meditation are limited edition sculptures by Loveland, Colorado artist Joshua Tobey.  Tobey is well known for his whimsical and playful depictions of wildlife creatures. 

 

The Three Tenors features three howling coyotes, aptly named Placido, Jose, and Luciano. Each coyote stands about 3 feet tall. The artwork is located in Beckert Park near Addison Circle.

 

Meditation features a meditative bear sitting in a lotus position. The sculpture is a little over five feet tall and is in Addison Circle Park in front of the pavilion near the Blueprints of Addison. This location is the site of outdoor yoga classes so the bear will be a source of inspiration to the participants.


Tobey shared, “It is an incredible feeling to share my sculpture with others. I am honored that these sculptures will be part of the community and collection of Addison. I hope that people enjoy them as much as I enjoy seeing people react to them.”

Town Meetings Move Back to the Addison Conference Centre

Addison's next Town Meeting is scheduled for April 3 at 7pm and will be held at the Addison Conference Centre. Mark your calendar and make plans to come hear from the City Council about events and activities happening around Town.

Coworking Day in the Park Returns to Addison Circle Park on April 6

Grab your laptop and your coworkers and make plans to meet in Addison Circle Park on April 6 for Coworking Day in the Park. Addison will provide free WiFi and complimentary coffee in the morning. Ruthie's Food Truck will be available for lunch and you can work your grilled cheese sandwich off with an afternoon yoga class hosted by Addison Outdoors. Tables are limited, so make sure to reserve yours today.

Trash Reminder

Addison's Development Services Department would like to remind residents that bags/waste may be placed on the curb after 6pm on Sunday or Wednesday or prior to 7am on Monday and Thursday. All receptacles must be removed from the curb within 12 hours of pick up on Monday and Thursday. Hop Over to Les Lacs Park on April 1 for the Easter Eggstravaganza

The Addison Parks and Recreation Department is hosting the annual Easter Eggstravaganza on Saturday, April 1 from 9:30am - 11am at Les Lacs Park. Grab your basket and hop on over to the park for the egg hunt, which begins at 10am, and photos with the Easter Bunny.

Apply for Seasonal Jobs at the Addison Athletic Club

Do you know any high school or college-aged young adults who are looking for a summer job? The Addison Athletic Club is now hiring seasonal lifeguards and summer camp counselors. Pay for lifeguards starts at $15 per hour and at $16 per hour for camp counselors. Bonuses are available at the beginning and end of the season so apply early!
