Council Canvasses May Election Results and Swears In Newly Elected Members

At its May 16 meeting, the Addison City Council canvassed the results from the May 7 election. Mayor Pro Tempore Guillermo Quintanilla was re-elected for an additional two-year term. Council Member Paul Walden was not eligible to run again due to term limits and Council Member Marlin Willesen chose not to run again. Darren Gardner and Eileen Resnik were elected to fill those vacancies.
Also during the meeting, the Council selected Kathryn Wheeler to serve as Mayor Pro Tempore and Lori Ward to serve as Deputy Mayor Pro Tempore. You can watch that Council discussion here.

Council Recognizes Walden and Willesen for Service
|
|
Council Member Paul Walden has served on the Addison City Council for the past six years. Due to Addison's term limits, he was not eligible to run again in the May 7 election. Council Member Marlin Willesen has served on Council for four years and chose not to run again in May. At their last Council Meeting on May 16, Council colleagues thanked Council Members Walden and Willesen for their leadership and dedication to the Addison community. Many thanks to both Council Members for their long commitment to serving Addison.

Postino's and Sweet Greens Coming to Addison

Addison City Council approved two special use permits at its May 16 meeting that will allow Postino's and Sweet Greens to occupy the current Meso Maya restaurant location at Montfort Drive and Belt Line Road. The property owner, Northwood Investors, plans to subdivide the space to accommodate the two new restaurants.
Sweetgreen is a fast-casual restaurant serving regionally and locally sourced fresh ingredients that make up their specialty salads and “warm bowls”. Every morning, Sweetgreen stores receive deliveries of fresh whole vegetables, fruits, and grains, all of which are transformed into healthy, fresh menu items by their employee teams. Sweetgreen has nearly 150 restaurant locations across 13 states and their Addison location will be the third DFW location (the first two locations are in Deep Ellum and Uptown).
Postino is a casual sit-down restaurant and wine café that was created to provide communities with a space to connect through unique, approachable wines; simple food prepared with local ingredients; and a warm, edgy culture that brings everyone together. Today, Postino continues this tradition with sixteen unique locations (Arizona, California, Colorado, Georgia, and Texas), each set in historically relevant buildings integral to the neighborhoods that surround them. This proposed location would be the second DFW location (the first location is in Deep Ellum).

Proposed Bond Issuance Program for Fiscal Year 2022
At the May 16 City Council Meeting, Chief Financial Officer Steven Glickman shared with Council the Town's proposed 2022 bond issuance program which includes a total issuance in the amount of $23,518,000 consisting of $10,518,000 in General Obligation Bonds and $13,000,000 in Certificates of Obligation.
Since 2012, Addison voters have approved several bond programs to fund various projects throughout Town. Once voter approval is secured, the City Council is authorized to issue General Obligation (GO) Bonds to pay for projects.
The proposed 2022 GO Bond issuance totals $10,518,000 and consists of the following:
- The final $5,000,000, from the authorized $16,000,000 ($11,000,000 issued to date), from Proposition 1 of the 2012 Bond Election for reconstruction of Midway Road. Council awarded a construction contract to Tiseo Construction on December 8th, 2020. The project is currently under construction with an anticipated completion date in Fiscal Year 2024.
- $3,213,000, from the authorized $6,723,000 ($3,510,000 issued to date), from Proposition C of the 2019 Bond Election for parks and recreation improvements and facilities. The funds would be used for improvements to Les Lacs Pond. A design contract for this project is anticipated to be brought before Council in late spring or early summer of 2022.
- $2,305,000, from the authorized $7,395,000 ($5,090,000 issued to date), from Proposition D of the 2019 Bond Election for improvements to existing municipal buildings. The funds would be used for phase two of facilities improvements projects which includes roof, HVAC, and ADA improvements, with design anticipated to begin during the summer of 2022. It is anticipated that all phase one projects will be completed by the end of Fiscal Year 2022.
Certificates of Obligation (CO) Bonds are debt that is issued by authorization of the Council and are restricted by the state in how they can be used. Councils must advertise the sale of COs to give the community notice so that they can address any concerns with Council prior to the sale. Addison's City Council is scheduled to consider an Ordinance authorizing a Notice of Intent for the sale of the COs on June 14, which will then be published in The Dallas Morning News on June 20 and 27. The sale for both the GO and CO Bonds is slated for August.
The proposed 2022 Certificates of Obligation issuance totals $13,000,000 and consists of the following:
- $10,000,000 for the reconstruction of Midway Road. On November 13, 2018 Council directed the City Manager to proceed with the issuance of Certificates of Obligation for this project. Council awarded a construction contract to Tiseo Construction on December 8th, 2020. The project is currently under construction with an anticipated completion date in Fiscal Year 2024.
- $3,000,000 for Utility Fund capital improvement projects supported and serviced by Utility Fund revenue.
With the proposed issuance, and accounting for anticipated growth in taxable property values, the Interest and Sinking (I&S) tax rate is estimated to increase from approximately $0.1735/$100 in Fiscal Year 2022 to $0.1957/$100 in Fiscal Year 2023. The 2019 Bond Committee estimated that for Fiscal Year 2023 the I&S tax rate would be approximately $0.2311/$100, which is over 18% higher than the current estimate for Fiscal Year 2023.

Second Quarter Financial Report for Fiscal Year 2022
The Town of Addison's financial policies require the publication of a financial report 60 days subsequent to the end of each fiscal quarter. Addison Chief Financial Officer Steven Glickman presented Council with the report covering the financial performance for the second quarter for Fiscal Year 2022 (January 1, 2022 - March 31, 2022).
Key highlights for the second quarter include:
- General Fund revenue totaled $32.5 million, which is 79.7 percent of the fiscal year budget.
- General Fund expenditures totaled $18.7 million, which is 45.9 percent of the fiscal year budget.
- Sales tax collections totaled $8.3 million, which is 60.6 percent of the fiscal year budget.
- The Hotel Fund had revenue of $2.0 million, an increase of $1.2 million from this time a year ago, and expenditures of $1.6 million.
- Performing Arts expenditures are at 99.6% percent due to the full payment of the WaterTower Theatre grant.
- Special Events revenues totaled 23.1 percent, and expenses totaled 5.7 percent of the fiscal year budget due to the timing of events.
- Airport Fund operating revenue totaled $3.3 million or 46.1 percent, and operating expenditures totaled $2.5 million, or 48.3%.
- Utility Fund operating revenue totaled $6.9 million or 47.6 percent, and operating expenditures totaled $7.5 million, or 51.1%.
- Stormwater Fund revenue and expenditures are in line with historical averages.

Important Animal Control Department Update
Addison's Addison Animal Contol Department is usually staffed by three full-time officers. Due to a promotion and an injury, we effectively only have one fully operational Animal Control Officer. We already utilize a third-party vendor to help cover on-call duties on nights and weekends and have just increased their coverage to offset the staffing shortage. However, residents may experience slower-than-normal response times to non-emergency issues. We will still make every effort to respond quickly to more critical issues, such as aggressive, loose animals, etc.

Rebecca Ryan Keynote Speaker at Economic Development Luncheon

The Addison Economic Development and Tourism Department hosted its Annual Economic Development Luncheon at the Marriott Quorum on Thursday, May 19. Mayor Joe Chow, Mayor Pro Tempore Kathryn Wheeler, and Council Member Guillermo Quintanilla joined City Manager Wes Pierson, Director of Economic Development and Tourism Orlando Campos, and nearly 200 other members of the business community to hear futurist Rebecca Ryan speak. Both an economist and author, Ryan discussed the future of business and the workforce. Many thanks to the Metrocrest Chamber of Commerce and the Marriott Quorum for their partnership in hosting this popular event.

Third Graders Tour Police and Fire Departments
|
|
The Addison Police and Fire Departments had some special visitors on Tuesday, May 17. Third graders from Preston Hollow Presbyterian visited and toured both the Police and Fire Stations. They learned about the day-to-day lives of police officers and firefighters and thanked them for their service with personal cards and baskets of treats.

Addison's Development Services Department would like to remind residents that bags/waste may be placed on the curb after 6pm on Sunday or Wednesday or prior to 7am on Monday and Thursday. All receptacles must be removed from the curb within 12 hours of pick up on Monday and Thursday. Volunteers Needed to Cheer on Special Olympic Athletes during
June 4 Airlift

Each year, Special Olympics coordinates an “Airlift” to get their athletes and coaches to the national games, which are in Orlando in June this year. Owners of private planes and pilots donate their aircraft and time to give these athletes a fantastic experience, and they partner with fixed base operators and airports around the country to make the Airlift happen. This year, Addison Airport-based Million Air will be the pick-up location for all of the North Texas athletes. Addison is working with Million Air to help recruit volunteers, including bands, cheerleaders, and community members, to help cheer on the athletes as they walk a red carpet to their flights on the morning of June 4 from 7:15am -10:30am. This video gives more details about the Airlift Project.

Midway Road Revitalization Update

|
The recent rains slowed the Midway Road Revitalization process temporarily, but now that the construction area has dried out, the paving crew is ready to begin the soil stabilization and paving process for the northbound lanes from Spring Valley to Proton. They will be stabilizing the soil subgrade using a process called "lime stabilization" where a lime solution is mixed into the soil and allowed to “cook” (a chemical reaction between the soil and the lime that reduces the shrink/swell tendencies of the soil). After “cooking” for several days, the treated soil is then re-mixed and compacted to complete the stabilization process.
Next, the reinforcing steel and formwork for the pavement will be installed. Finally, the concrete will be placed and will be required to “cure” (to attain the specified compressive strength) prior to vehicles being allowed on the new pavement. After the main lane pavement is complete, the Proton intersection will require a short-term closure of the eastern side of the intersection for the construction of the intersection paving. Additional details will be provided prior to this short-term closure.
Once the northbound lanes from Spring Valley to Proton are complete, traffic will be switched over to the newly paved side and the southbound lanes from Spring Valley to Proton will be demolished and removed to allow for drainage improvements and pavement to be completed in this phase of the project. Additional details will be provided prior to the traffic switch to begin this work.
Utility crews continue to work on the installation of the new water and sanitary sewer lines north of the area being paved and the ongoing DART SilverLine construction continues just north of the Arapaho Bridge crossing.

Addison Road Maintenance Underway
|
|
This week, crews began maintenance work on Addison Road. Over the next two months, you can expect to see lane closures from Arapaho Road to the northern Town limit line near Trinity Christian Academy as we conduct full-depth asphalt repairs. This project is jointly funded between Dallas County and the Town of Addison. The lane closures will be continuous as the crews work their way down the roadway to remove pavement and then replace the pavement. This means the lane closures will span both day and nighttime hours.
