Council Update
Community Bond Advisory Committee Delivers Report to Council

On November 27, 2018, the Council appointed 28 community members to the Community Bond Advisory Committee whose stated purpose was:

  • To assess and review information related to proposed future capital projects;
  • To provide input in developing a final list of projects;
  • To make a recommendation to Council concerning whether a bond election should be called and, if so, what projects should be included; and,
  • To serve as community advocates for the bond program election, if Council decides to call an election.

The Committee met a total of nine times from January to May 2019. You can v iew meeting agendas and notes here . Community Bond Advisory Committee Chairman Ralph Doherty presented the Committee's final report to Council at the June 11 City Council Meeting.

During the past five months, Town staff presented the Committee with information about twenty-one proposed projects that covered the areas of information technology, parks and recreation, building systems, roads, and land acquisition. Staff also provided estimated project costs and the asset management score, where applicable. The streets and parks cost estimates were developed by consultants who evaluated the entire scope of each proposed project from beginning to end including but not limited to design, construction, and inspection. They used current market values and past, present, and future projects from other municipalities and entities, but also factored in inflation and other increases in costs. 

The Committee then ranked the proposed projects according to the criteria that the the Committee members developed. Once ranked, the Committee chose 15 projects that it believed should be included in a bond program. These projects were divided into five proposed propositions. The total cost of the recommended projects is $85,620,002:

Proposition One – Roads (East/West): $22,900,000
  • Advanced Traffic Management System ($600,000)
  • Keller Springs Road ($12,900,000)
  • Airport Parkway ($9,400,000)

Proposition Two – Roads (North/South): $33,602,000
  • Quorum Drive ($26,302,000)
  • Montfort Drive ($7,300,000)

Proposition Three – Buildings: $7,395,000
  • ADA Compliance ($1,500,000)
  • Roof Replacements ($4,000,000)
  • HVAC Replacements ($1,895,000)

Proposition Four – Recreation and Lifestyle: $6,723,002 
  • Athletic Club ($3,028,000)
  • Les Lacs Pond ($3,282,000)
  • Trail Improvements ($413,000)

Proposition Five – Investment in the Future: $15,000,000
  • Land Acquisition ($15,000,000)

Council will discuss the recommendations presented by the Community Bond Advisory Committee at future meetings. If they choose to call a bond election for November, the decision will need to be made by the August 13 City Council Meeting.

Prestonwood Place Shopping Center to Get a Facelift
At its June 11 meeting, Council approved a zoning change for the Prestonwood Place Shopping Center at Montfort Drive and Belt Line Road that will pave the way for a significant remodel of the property. The former Service Merchandise building will be renovated and to allow for ground-level retail with office space on the second floor. The new design will feature a 15,000 square foot park in front of that building which contributes to the fact that the new plan doubles the landscaping on the site.  The developer is also planning cosmetic and material improvements to the existing buildings on the site, but will not be increasing any building heights.  They are also adding a covered bus shelter on Montfort Drive, as well as a pedestrian walkway from the center to Montfort Drive. The building currently under construction in the former La Madeleine space will be a Shake Shack, who was eager to begin work on their new Addison location.  The rest of the work is estimated to begin in October and will take roughly ten months to complete.

BGO Architects Expands to Larger Office in Addison
At its June 11 meeting, Council also approved the rezoning of a .98 acre vacant site at 4595 Excel Parkway meeting that will be the future home of BGO Architects. The 52-year old architecture firm relocated to Addison in 2012 and is planning to expand their company, but wanted to remain in town. They decided to build a new two-story, 12,754 square-foot office building with surface parking on their new property on Excel Parkway. BGO plans to start construction in mid-October.

Finance Department Presents Quarterly Financial Report
for Second Quarter of Fiscal Year 2019 

Addison Budget Manager Terri Doby delivered the Quarterly Financial Report for the Second Quarter of Fiscal Year 2019 , as well as the Second Quarter Investment Report , at the June 11 City Council Meeting.

Key highlights for the quarter (January 2019 - March 2019) include:
  • General Fund fiscal year-to-date revenue totaled almost $29 million, which is 77 percent of the overall budget amount. Sales tax collections are 57 percent of the fiscal year 2019 budget. Expenditures for the various departments are in line with budget.
  • Hotel occupancy tax collections are 39 percent of budget for five months of collections or 42 percent of the fiscal year. Performing Arts expenditures are at 98% due to full payment of the WaterTower Theater grant, and Special Events expenses are at 9% due to timing of events.
  • Operating revenue in the Utility Fund through the second quarter totaled just over $4.5 million or 35.4 percent of the fiscal year 2019 budget. With a one-month lag in the collection of utility revenues, five months (41.7 percent) of the fiscal year has expired. Water revenues are 32 percent of the fiscal year 2019 budget, the result of unusually wet weather. Operating expenses through the second quarter totaled approximately $6 million, or 51 percent of the fiscal year 2019 budget. Wastewater treatment expenses, however, are unusually high due to the timing of payments and increased costs from the Trinity River Authority wastewater treatment. 
  • Operating revenue in the Stormwater Fund through the second quarter totaled a little over $1 million or 48% of the fiscal year 2019 budget. With a one-month lag in the collection of stormwater revenues, five months (42 percent) of the fiscal year has expired. Operating expenses through the second quarter totaled almost $900 thousand or 44 percent of the fiscal year 2019 budget.

The following public hearing will take place at the June 18 Planning and Zoning Meeting, which will take place at Addison Town Hall, 5300 Belt Line Road, and begins at 6pm. Agendas are posted here three days prior to the meeting.

Public hearing on a recommendation regarding an ordinance changing the zoning on property located at 4355 Beltway Drive, which is currently zoned Planned Development (PD) through Ordinance O95-007, by approving a Special Use Permit for the sale of alcoholic beverages for on-premises consumption only.

Battle of the Badges Blood Drive
Register now to donate blood on behalf of either the  Town of Addison Police Department  or the  Town of Addison Fire Department   during the Battle of the Badges Blood Drive! Annual Economic Development Luncheon
On Thursday, June 13, the Addison Economic Development Department hosted its 6th Annual Economic Development Luncheon at the Renaissance Dallas Addison Hotel. Mayor Pro Tempore Tom Braun was joined at the event by Council Members Ivan Hughes, Guillermo Quintanilla, and Marlin Willesen along with City Manager Wes Pierson and Deputy City Managers John Crawford and Ashley Mitchell. Economic Development Team Visits Liturgical Publications Inc.
On Wednesday, June 12, Mayor Joe Chow, Director of Economic Development and Tourism Orlando Campos, and Economic Development Manager Wilson Kerr visited with Doug Dravitz from Liturgical Publications Inc (LPI). LPI is a printing company that focuses on creating church bulletins for over 6,000 Catholic parishes around the country. The company prints these weekly bulletins free of charge for the churches and generates revenue by selling advertising space to businesses that are specific to each church. Addison is happy to have unique companies such as LPI in Town!
Around Town
Storm Recovery Update
The storm that hit Addison on Sunday left a wake of massive tree damage around Town. The neighborhoods on the east side of the Tollway were hit the hardest, along with Town Hall, the Finance building, Winnwood Park, and White Rock Creek Trail. We also saw significant destruction in Quorum and Bosque Park and along Midway Road, Beltway Road right-of-way and the North Dallas Tollway Frontage Road. We have isolated damage to trees at Celestial Park, Town Park, North Addison Park, Redding Trail, Vitruvian Park, Proton Drive right-of-way, Dome Park, and Addison Circle Park, along with damage to Town-maintained landscape areas on the east and west sides of town.  Sadly, we have already identified nearly 200 trees that will need to be cut down and there is still more work to do.

The Town’s damage recovery is focused on opening up roads and parking lots, ensuring city services are available, and removing Town trees that have made residential properties inaccessible.   If you have property damage from one of Addison’s trees that cannot be seen from the street, please contact us at 972-450-2851.

We are doing our best to triage all requests based on safety and damage to homes. The Town has contracted with several other companies to aid us in this effort, but there is still a significant amount of work to be done. We anticipate this to be a lengthy recovery process.

Our crews have begun hauling off debris in the neighborhoods and the Town has asked CWD to continue debris clean up this weekend. The CWD crew will be collecting limbs in a regular trash truck so will be limited on what they can collect to brush under 50 pounds and less than six inches in diameter . Beginning again next week, Addison crews will be making additional passes throughout the neighborhoods to collect larger items that CWD can't pick up. If you notice a crew does not collect all your brush in one visit, please rest assured that additional teams will continue to patrol neighborhoods until all the debris has been disposed of. We expect this will take some time to complete.

We ask that residents do not pile wood from your property on Addison parks and trails because it limits our team's ability to access other damaged areas. Also, if you are hiring an outside tree trimming company to assist you with tree removal on your property, please ask them to haul off the limbs.

While our crews are addressing the storm damage, other day-to-day chores like plantings have been put on hold. Our entire team and our contractors are working as quickly as possible to respond to all the requests we have received.  We appreciate your patience as we work to deal with the most serious issues first.
Addison Emergency Sirens to be Replaced
On June 17, Addison will begin replacing the speakers at six outdoor early warning siren system sites.   Once we start, the process should go quickly as long as we have good weather.

Angel Lopez to Build Agility Course at Redding Trail Dog Park

Redding Trail Dog Park will be closed June 22 while Angel Lopez builds a dog agility course from recycled materials including plastic lumber in both the big and small dog parks for his Eagle Scout Project. The majority of the work will be completed on Saturday, June 22, and the dog park will be open by Sunday, June 23.  There still are a few additional elements to the course that will be added in July once the materials are received.  Many thanks to Angel for selecting Addison for his project!
