Council Holds First Public Hearing on
FY 2026 Budget and Property Tax Rate

At its September 2 meeting, the Addison City Council held the first public hearings on the proposed Fiscal Year 2026 Budget and property tax rate. The Fiscal Year (FY) 2026 budget runs from October 1, 2025, through September 30, 2026.
Budget Highlights
The proposed $118.2 million budget prioritizes investments in public safety compensation, improvements to the Addison Performing Arts Centre, economic development initiatives, Addison Circle paver and tree well rehab, and major infrastructure reinvestments.
The five-year Capital Improvement Plan includes $35.3 million in FY 2026, with major projects such as the reconstruction of Quorum Drive and Keller Springs Road.
Property Tax Rate Proposal
The proposed property tax rate for FY 2026 is $0.608100 per $100 of valuation.
The rate breakdown is as follows:
- $0.401899 – Maintenance & Operations (General Fund)
- $0.025000 – Maintenance & Operations (Economic Development)
- $0.006201 – Maintenance & Operations (Infrastructure Investment)
- $0.175000 – Interest & Sinking (Debt)
For the average Addison home valued at $501,878, the proposed rate would result in an annual tax bill of $3,051.92, about $158.47 more than last year, primarily due to rising property values. Of the total tax rate, $0.433100 is dedicated to maintenance and operations, a decrease from FY 2025, while $0.175000 is dedicated to debt service payments. The increase in debt service reflects loans from the State Infrastructure Bank, which replaced funding from the 2019 Bond Election at a lower borrowing cost.
Next Steps
A second public hearing on both the FY 2026 budget and tax rate will take place on September 9 at 7pm at Addison Town Hall, after which the Council will consider final adoption.

| | City Council Gets Oktoberfest Preview | | |
At the September 2 City Council Work Session, Special Events & Theatre Director Abby Morales shared a preview of Addison Oktoberfest 2025, which will be returning to Addison Circle Park September 18–21. Expect four days of Bavarian fun with a Texas twist, including the only live Glockenspiel experience at a Texas Oktoberfest with skits throughout the weekend.
Festival hours are Thursday 5–11pm, Friday 5pm–midnight, Saturday noon–midnight, and Sunday noon–6pm. Headliners and fan favorites span polka and Texas tunes, with performers such as Prophets & Outlaws, Chris Rybak, Alpenmusikanten, Alex Meixner, LynnMarie & The Nashville Polka Guys, and more. Not only will you be able to enjoy authentic Munich brews, Paulaner and Hacker-Pschorr biers, but also a wide line-up of Texas craft Oktoberfest brews. | | CFO Presents Third Quarter Financial Report | | |
The Town of Addison's financial policies require the publication of a financial report 60 days subsequent to the end of the fiscal quarter. At the September 2 City Council Work Session, CFO Steven Glickman presented the Town's financial performance through the third quarter for FY 2025 (April 1, 2025 - June 30, 2025). Key highlights for the third quarter include:
- General Fund revenue totaled $45.9 million, which is 90.7 percent of the fiscal year budget.
- General Fund expenditures totaled $36.7 million, which is 72.3 percent of the fiscal year budget.
- Sales tax collections totaled $13.2 million, which is 80.1 percent of the fiscal year budget.
- The Hotel Fund had revenue of $4.5 million, or 61.4 percent of the fiscal year budget, while Hotel Fund expenditures totaled $4.1 million, or 54.6 percent of the fiscal year budget.
- Special Events revenues totaled 36.4 percent and expenses totaled 49.2 percent of the fiscal year budget due to the timing of events.
- Airport Fund operating revenue totaled $5.9 million or 58.0 percent and operating expenses totaled $4.7 million or 72.4 percent of the fiscal year budget.
- Utility Fund operating revenue totaled $12.3 million or 70.9 percent and expenses totaled $12.1 million or 69.1 percent of the fiscal year budget.
- Stormwater Fund revenue totaled $2.2 million or 78.2 percent and expenses totaled $2.0 million or 68.9 percent of the fiscal year budget.
The Quarterly Investment Report for Quarter 3 of Fiscal Year 2025, prepared in accordance with state law and the Town's Financial Policies, was also presented.

| | DART and Addison Police Departments Share Silver Line Updates | | |
Community members gathered at Java & Hopps in Addison Circle on Wednesday, September 3, for a DART Silver Line Q&A. Attendees enjoyed coffee and light bites while having their questions answered in an informal setting. Java & Hopps' owner and the Addison Police Department even collaborated on a Silver Line mocktail that was a hit with attendees.
A big thanks to the DART Police Department and DART staff, whose participation made the event a true team effort.
| | A Visit with Longtime Addison Airport Tenant Ameristar | |
On Wednesday, September 3, Mayor Bruce Arfsten, Deputy City Manager Passion Hayes, and Airport Director Jaime Edrosa visited Ameristar Jet Charter, Inc. as part of Addison Airport's Business Retention Program.
Ameristar has been a cornerstone of Addison Airport since 1987, when Tom Wachendorfer, Jr. launched a charter operation with a single aircraft. Incorporated in 1988, Ameristar grew from a one-plane charter into a nationally recognized aviation company with bases in both Addison and Detroit. Over the years, the company has expanded from cargo services into passenger charter operations, creating a strong presence in both markets.
During the visit, Stacy Muth, Ameristar Vice President, shared her enthusiasm for Addison, praising the Town’s customer service and highlighting our thriving restaurant scene. She also provided a tour of the facility, showcasing the company’s continued investment in Addison’s aviation community.
Ameristar’s long history at Addison Airport is a testament to the Town’s supportive business environment and its role as a hub for innovation in aviation.

| | Addison Airport Toll Tunnel Continuous Closure Planned for NTTA Maintenance | | |
East- and westbound Addison Airport Toll Tunnel (AATT) will be closed to traffic beginning September 5 at 9pm through September 7 at 9pm.
Detours:

Eastbound detour - Drivers will turn right onto Midway Rd. and then make a left onto Belt Line Rd. They will turn left onto Addison Rd. and make a right to continue eastbound on Keller Springs Rd.

Westbound detour - Drivers will turn right onto Addison Rd. and continue north to Trinity Mills Rd., where they will turn left. They will turn left onto Midway Rd. and make a right to continue westbound.
Message boards will be placed nearby to alert drivers of the closure.
All closures are subject to weather conditions and will be postponed, if necessary.

| | DART Plans Full Closure of Addison Road for Friday, September 12 | | |
DART has rescheduled the full lane closures on Addison Road for Silver Line repairs for Friday, September 12 from 2am to 2pm.
This closure will allow crews to mill and overlay asphalt at the DART Silver Line rail crossing. As a part of the clean-up activities, the contractor will maintain street sweeping required throughout the scope of their work.
Drivers should seek alternate routes during the closure.
Thank you for your patience as DART puts the finishing touches on the DART Silver Line.

To support public safety during these preparations, the Special Events team encourages visitors to enjoy one of our nearby parks, including Spruill, Bosque, Beckert, or Parkview.

- Festival Way (Addison Road to Quorum Drive) and Addison Circle (Addison Road to Witt Place) will close at 8am on September 15 and re-open by 3pm on September 22.
Thursday, September 18 – Sunday, September 21
- Addison Circle (Witt Place to Beckert Park) and Witt Place (south of the parking garage entrance/exit to Addison Circle) will close at 8am on September 18 and re-open by 10pm on September 21, or as soon as vendor load-out is complete.
- Quorum Drive (Morris Avenue to Arapaho Road), including northbound lanes from Edwin Lewis Drive to Arapaho Road, and McEntire Place (Quorum Drive to Lewis Place) will close at 8am on September 18 and re-open by 7pm on September 21, or as soon as patrons have safely exited the site.

Addison Athletic Club
It's the end of summer, so give your furry friend a turn at some summertime fun in the pool. Bring your dog to the Addison Athletic Club outdoor pool for a dip. All dogs must have an up-to-date rabies tag or proof of vaccination to register and attend. Only dogs will be allowed in the water due to health department standards.
Small dogs: 9:30am - 10:30am
Large dogs: 10:45am - 12pm
Small dogs may stay into the big dog hour, but big dogs are not permitted before 10:45.
The cost for this event is $5 per dog.
Note: This event is only for Athletic Club members.
