The Heritage Homes project has been a long time in the making. Over time, NRMHA has invested in renovations to redevelop the current Hartley Houses structures, but it became increasingly clear that the current Robert Hartley Houses development was not sustainable. In the past NRMHA announced its intention to replace the Hartley Houses development with a public/private affordable housing partnership due to structural problems within the Hartley Houses development that no amount of renovation could adequately address."Heritage Homes is the culmination of over fifteen years of blood, sweat and tears by a multitude of people that believe everyone deserves safe, affordable and decent living conditions, stated NRMHA Executive Director, Steven D. Horton."
In phase one of the Heritage Homes project, one of the premier developers of affordable housing in New York State, Macquestern Development, LLC, a woman-owned development and construction company led by Rella Fogliana, was chosen. "Since we have always been a Westchester-based organization, we have been receptive to new and exciting opportunities within the county," said Ms. Fogliana. "I met with the New Rochelle Housing Authority and we responded to an RFQ [Request for Qualifications] they issued for Heritage Homes. We were attracted to the opportunity to give the residents a better housing option. We are very excited that 130 very deserving families will have the opportunity to live in dignified, but affordable housing that I'm proud to say that we had the pleasure of playing a major role in. This has been a long process and we are delighted that applications are now available."
