The past few months have been groundbreaking— literally! From the start of construction to ribbon cutting ceremonies for new structures to the welcoming of new leaders ready to tackle homelessness, San Joaquin County has continued to experience significant advancements in our fight to secure resources and permanent housing for those in need in our community. These exciting advancements include:
  • The Stockton Shelter for the Homeless celebrated a groundbreaking event for the new Navigation Center expansion
  • The Housing Authority of San Joaquin (in partnership with San Joaquin Behavioral Health Services) broke ground on their Sonora Square project
  • Lodi entered phase one of developing their Access Center
  • Lodi’s Harmony Homes are officially ready for tenants
  • A new Navigation Center is currently in the works in Manteca

The exciting news isn’t over yet — in the past few months, San Joaquin County has also welcomed new leaders amidst the pursuit to address homelessness, mental health, food insecurity, and addiction. We know what you’re thinking, you want to learn more about who they are! Well, in this month’s newsletter, we’re highlighting Ted Leland, CEO of the Stockton Shelter for the Homeless, Petra Linden, CEO of St. Mary’s Dining Room, David Midura, CEO of the Gospel Center Rescue Mission, and Virginia Carney, City of Tracy’s Homeless Services Manager. New Manteca homeless Navigation Center is in the works!
Funded by a $16 million dollar state grant, the center will provide temporary shelter, intensive case and housing management, employment services, meals,
medical care, showers, and laundry facilities.
Virginia Carney, City of Tracy Homeless Services Manager "In their endeavor to prevent and end homelessness, the City of Tracy recently appointed Virginia Carney as their very first Homeless Services Manager!..."
Petra Linden, CEO St. Mary's Dining Room "In June, St. Mary’s Dining Room officially welcomed their new CEO, Petra Linden..."
David Midura, CEO of the Gospel Center Rescue Mission "If there was one quote from David Midura, The Gospel Center Rescue Mission’s (GCRM) new CEO, that would describe him perfectly, it would be when he enthusiastically states, “I love people!"
Ted Leland, Interim CEO Stockton Shelter for the Homeless "Since taking on his new role, Ted has witnessed firsthand the hard work, dedication, and energy that resonates from the shelter’s staff and shares that he is, “very impressed by their commitment to the day-to-day welfare of our struggling community.”
The City of Lodi is now entering phase one of developing a navigation center called the Lodi Access Center and Emergency Center, or Access Center.This new, low-barrier center will not only house Lodi’s unsheltered, but will also provide important onsite services including intensive case management, hygiene facilities, and 24/7 staffing.

City by City Updates
TRACY
  • Groundwork is underway for the City of Tracy’s Temporary Emergency Housing Facility, including the excavation, placement and compaction of 4,000 cubic yards of soil to provide stable subgrade conditions for structures and to grade the site for upcoming improvements.

LODI
  • Access Center – The City continues to move forward diligently with the programming and spacial design of the Access Center. The City is including members from the Lodi Committee on Homelessness, social service providers, County, non-profits, as well as City staff in their programming subcommittee to ensure that they capture the key needs of those experiencing homelessness in Lodi and best practices on how to address those needs.
STOCKTON
  • 2021 saw a wave of activity from the City to prevent and address homelessness. In partnership with El Concilio, 211 San Joaquin, local chambers of commerce and other local non-profit organization, the City of Stockton distributed $40 million in emergency rental assistance funds to help more than 5,000 families stay safe and stable in their homes despite economic hardships brought about by the pandemic.
  • In partnership with San Joaquin County Behavioral Health Services, the Housing Authority County of San Joaquin (HACSJ) has commenced construction of 37 units of permanent support housing for individuals experiencing homelessness, chronic homelessness, at risk of chronic homelessness, or with a diagnosed mental illness. Construction commenced in April 2022 and will be completed by September 2023.
  • The Clean City Initiative provides several free community recycling events and city-wide clean-up events throughout the year, mitigating illegal dumping and removing thousands of tons of trash each year.
MANTECA
  • Manteca is actively supported by regional nonprofit agencies like Hope Ministries, Interfaith Ministries, LOVE, Inc., and partnerships with county agencies and the City such as the Manteca Police Department
