Lycoming County Drug Treatment Court was established in 1998, making Lycoming County the fifth county in the Commonwealth to launch a treatment court program. The court was founded by the Honorable Nancy L. Butts, Shea Madden, West Branch Drug and Alcohol, and Chief Public Defender Nicole Spring. Over the years, the program evolved organically to meet the changing needs of the county and respond to emerging drug trends. Today, Lycoming County offers Mental Health Treatment Court, Veterans Treatment Court, Drug Treatment Court, and DUI Treatment Court—each providing participants with treatment and support to help them make meaningful life changes and pursue recovery.
Judge Butts led these court programs with dignity and respect, ensuring every participant—regardless of past circumstances—was given the opportunity to heal, grow, and make positive changes. For many individuals with substance use disorders, the legal system can be intimidating due to fear, trauma, or past incarceration. Judge Butts had a unique ability to break down those barriers, helping participants see that there are people within the legal system who truly care about their well-being and success.
While her presence in the treatment court setting will be deeply missed, her committee remains dedicated to carrying forward her vision and ensuring these programs continue to strengthen and improve lives throughout our community.
