Water Challenges in Central Asia: What Rotary is Doing
“Men can destroy the planet” warns Secretary General of the United Nations Antonio Guterres
Five former Soviet Republics share Central Asia’s Aral Sea Basin: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan along with Iran and Afghanistan. Once the world’s 4th largest inland body of water, the Aral Sea has lost 90% of its surface area due to years of extensive agricultural development and water mismanagement. This environmental disaster affects all the countries in the region and has led to drastic socioeconomic consequences. Serious conflicting interests of the basin water flows exist, particularly between upstream countries and downstream countries. In recent years, extended drought downstream and flooding upstream further stress a dysfunctional water management system.
And if that weren’t enough, the countries sharing the basin are made up of separate ethnic groups, and often focus more on national interests than regional interests when water management is considered.

Armed conflicts continue over water sharing among Aral Sea Basin Countries, according to The New York Times. April 30, 2021:

Over 40 Dead in Tajik-Kyrgyz Border Clash as Death Toll Rises

Fighting that broke out over water rights injured over 200 people, government officials said. Thousands flee as water dispute triggers worst fighting in decades on Kyrgyzstan/Tajikistan Border.

Through Global Grants provided by The Rotary Foundation, two workshops convened in Delft, Netherlands in 2014 and 2016 for stakeholders from the basin countries. The purpose was to prepare participants for constructive dialogue over regional trans-boundary water issues.

In addition, commencing in 2018, The Rotary Foundation has provided eighteen Master’s Degree level scholarships for the Joint Program for Water Cooperation and Diplomacy (WCD), which develops technical and diplomatic skills for water professionals. As they complete their degree work, the students build personal relationships, studying and working together on water-related projects. The program is hosted by the University for Peace in Costa Rica, IHE Delft in the Netherlands and Oregon State University in the USA, and with support from local Rotarians.

Past Rotary International Director and past WASH-RAG Board member Peter Kyle has followed these Rotary initiatives from the beginning. Peter is former legal counsel for the World Bank, and in that capacity travelled to the Central Asia region on many occasions. He met with the Oregon State University professors directing the WCD program and has spent time in Oregon with the 1st cohort of WCD scholars sponsored by Rotary.  Peter observes:

"I am very impressed by these far-sighted and strategically important initiatives. What a powerful example of the potential for Rotary to play a catalytic role on the world stage."

The WASH Rotary Action Group is pleased to consider partnerships with any corporate supporter. Due to the unique attributes of water sources and water provision, acceptance of corporate support does not imply an endorsement of any particular water technology. Rotarians, Rotary Clubs, and Rotary partners must evaluate any technology to determine if it is the best solution for the conditions where the program will be implemented. The WASH Rotary Action Group can provide guidance about where different technologies work best, but Rotarians and Rotary clubs must make the final decision about how to implement their programs. Email us about your ongoing or finished project at [email protected].
