Welcome to the District 4 Newsletter!

From participating in the Point in Time Count of our unhoused population, to seeing the Berryessa Glory Hole spill and the Oxbow Flood Bypass activate, this year has had an action-packed start. My four-year term as supervisor began in January 2025 with an Oath of Office Ceremony. It was a joy to be there with so many community members who care deeply about this place.

As I work through meetings with department and special district leads, the importance of the services Napa County provides is evident. Roads, housing, health, assistance programs, and steady leadership are critical for our well-being as a community.

In early January, the Board appointed individual Supervisors to committees. I look forward to serving on the North Bay Watershed Association, the Watershed Information and Conservation Council, the Metropolitan Transportation Commission, and other entities listed below. I will advocate for Napa County in these roles and will bring my background in science to every discussion.

The past few months have brought uncertainty for many community members. As we navigate these challenges, I encourage you to take care of yourself and to connect with family, friends, and neighbors to make sure they know that they are not alone. Let's ensure a safe and inclusive place where everyone can thrive.

Please reach out to me or Abigail Flores, Board Aide for District 4, any time. We want to hear your concerns and perspectives. I look forward to serving all of Napa County in the years ahead.

Meet Pete Richmond

Pete Richmond is serving as Planning Commissioner for District 4. He is an icon in the farming industry and has brought success to the many community organizations he has led, such as the Farmworker Foundation, Ole Health Foundation, Community Foundation, Ag4youth, and Napa Grapegrowers Foundation. Richmond has decades of experience implementing best practices in employee relations and sustainable farming. His knowledge will complement the skillsets of other planning commissioners.

Meet Abigail Flores

Abigail Flores, Board Aide for District 4, has a background in disaster preparedness and response. She is fluent in Spanish and previously worked with Napa Valley Community Organizations Active in Disaster (COAD), a local non-profit. My Priorities

My vision is a safe and inclusive community that offers economic security, manages its natural resources with care, and preserves what makes Napa special. We deserve a livable future that includes a robust local economy with quality jobs in an affordable community. To achieve these goals, we must work together—residents, businesses, and elected officials—to meet the future on our own terms. Together, we can make sure Napa remains an amazing place to raise a family and build a life.

  • Preserving agricultural lands and natural resources

  • Preparing for fire with fuel reduction, continuing education, and improved communication

  • Planning a livable future

  • Transparency and ethics in government

May is Wildfire Preparedness Month

Napa County is a beautiful place to live with a strong sense of community. Connections between neighbors are especially important during times of emergency and harsh weather. Many of you have experienced fires, winter storms, power outages, earthquakes, and extreme heat. It is critical that we work together to prepare for these events BEFORE they happen.

Help Shape Napa County's Future:

Take the Strategic Plan Survey

Napa County is developing a new five-year Strategic Plan—and we want to hear from you! This plan will help guide decisions on critical issues like wildfire preparedness, housing availability, road safety, public services, and the impacts of tourism. Whether you live in American Canyon, Calistoga, Napa, St. Helena, Yountville, or the unincorporated areas — your input matters.

  • Whether you’ve lived here for 50 years or just moved in
  • Whether you’re a business owner, a parent, a student, or a retiree
  • Whether you live downtown or in the hills

This is your chance to help shape the policies and investments that impact your daily life and the future of our entire community.

Please click HERE to take the survey. The survey is open through June 15, 2025 — and it only takes a few minutes.

Let’s build a Napa County that works for all of us.
