Dear friends and neighbors,
Sending big thanks to community members and leaders for participating in four town hall events over the past three months. Locations included Atlas Peak/ Silverado, Berryessa Highlands, Circle Oaks, and Gordon Valley. It was a joy to meet you in your communities, connect you with resources, and hear from you directly.
We are moving forward with the Napa County Regional Climate Action and Adaptation Plan (RCAAP). The public comment period for the report has closed. Staff will be making final revisions and bringing the document back to the Board of Supervisors at a future date.
The General Plan process is also ongoing, with the Baseline Data Report (BDR) open for comments.
Napa County is also developing its first ever Strategic Initiatives document. The Board of Supervisors has held two retreats to focus on this item, which provides a guiding framework and performance metrics for county departments and the community as a whole.

Happy Water New Year! Starting October 1, we will be in the 2026 water year. This designation helps us manage surface water supplies by aligning planning with precipitation patterns. Residents in Napa County receive water from sources such as local reservoirs to groundwater and the North Bay Aqueduct. Let’s take a moment to appreciate the work that goes into safe, reliable water delivery and the improvements to water quality of the Napa River, Putah and Suisun Creeks, and their many tributaries since the Clean Water Act was adopted 53 years ago.
Our community continues to work toward water resource stewardship goals, such as creating policy to support sustainable groundwater management, flood management, and removing fish passage barriers.
- The Groundwater Sustainability Agency and Technical Advisory Group are exploring options for funding the ongoing monitoring and measuring that will be needed to manage groundwater sustainably.
- The Napa County Flood Control and Water Conservation District is moving forward with plans to add flood walls and additional trails on river right (the west bank) along the Napa River from the Oxbow Bypass (River Terrace Inn) to the Elksgrove Townhomes.
- The Napa County Resource Conservation District recently completed the removal of a fish passage barrier on Sulphur Creek, opening up 3.2 miles of streams to our local fishes.

There have been numerous complaints about noise from planes flying over the City of Napa recently, especially in Alta Heights and neighboring communities. We hear you, and your concerns are being taken seriously. The Napa County Airport Advisory Commission has appointed an ad-hoc "Noise Working Group" to take a data-driven approach to assessing aircraft noise impacts and identify solutions. We will continue to share updates from that group’s work in upcoming newsletters. To share your thoughts:

BayREN’s EASE Home Program

The Bay Area Regional Energy Network's (BayREN) Efficiency and Sustainable Energy (EASE Home) program helps income-eligible residents make upgrades that improve home, health, and comfort, and helps save money on energy bills. The EASE Home program sends an Energy Advisor to evaluate participants’ homes for opportunities to reduce energy costs and enhances their home's safety by installing recommended improvements. Upgrades could include measures such as insulation and weatherstripping, smart thermostats, and/or duct replacement.
BayREN will cover 80% of the project costs. Eligible participants could receive upgrades worth $5,000+ and would be required to pay just 20% of the total project cost, not to exceed $1,000. If a participant is interested in switching out gas appliances, such as furnaces and stoves, to all-electric options, EASE Homes will coordinate installation, provide comprehensive support, and leverage the currently available state and local incentive programs to help reduce costs.

| | Agricultural Damage Assessment Survey | | |
The Agricultural Commissioner's Office is conducting a damage assessment survey to more accurately assess the impacts of the Pickett Fire. This survey is intended to support our efforts to request a Secretarial Disaster Designation and additional State or Federal resources.
WHY YOUR RESPONSE MATTERS: A Secretarial Disaster Designation would unlock significant federal disaster relief resources for our entire agricultural community. Your detailed responses are essential to documenting the full regional impact.
IMPORTANT: Please submit one survey per site. If you have multiple vineyard or production sites, make multiple submissions to ensure each location's damage is properly documented.
The survey covers commodity losses as well as damage to equipment, structures, and infrastructure from fire or smoke exposure. We encourage everyone who experienced any level of impact to participate.
The deadline for reported losses is Monday, October 20. We may contact you at the number provided if we have clarifying questions.

Napa County is quickly entering the rainy season. Now whether or not we get lots of rain is still yet to be seen, but it is always a good idea to be prepared for winter storms and prolonged power outages.
Many older adults in our community live alone and may need extra support during an evacuation. Take time to check in with neighbors and work together to build a more resilient, connected community.

Napa Day Against Hate | October 12
The second annual Napa Day Against Hate on Sunday, October 12, 2025, beginning at 12:30 PM at Veterans Park in Downtown Napa.
Schoolchildren will chalk the sidewalk surrounding the park with art and messages of love and inclusion.
Community and local government speakers will talk about how to counter hate and connect with your neighbors

As summer wanes, we are looking ahead to our annual closure of the Napa County Fire Chipping Program.
The chipping program will halt taking applications on October 31, 2025 – this will allow us to complete all outstanding requests and finish winter closure the following week.

The Board approved an agreement with the Napa Valley Tourism Corporation to serve as the Owner’s Association for the Napa Valley Tourism Improvement District through June 2035 (9B).

Housing & Community Services Director, Jennifer Palmer, and Generation Housing’s Dr. Joshua Shipper presented the “Made the Rent” report, highlighting how affordable housing supports workforce stability, reduces financial stress, and strengthens community resilience in Napa Valley. The Board held a public hearing and adopted a resolution approving the Napa-Vallejo Waste Management Authority’s financing of a new Construction and Demolition Facility and finding significant public benefits from the project (10A).

The Board approved an amendment with ADKO Engineering, Inc. to provide additional construction support, redesign, and expanded environmental monitoring for the Chiles Pope Valley Road MPM 3.63 project and authorized a related change order to address unforeseen culvert conditions while keeping the project on schedule (5AA).

The Board received an update for the Napa Valley Subbasin Groundwater Sustainability Plan implementation, and discussed recommendations to strengthen GSP implementation, including updating water conservation ordinances, expanding incentives for efficiency and recharge, and developing programs to measure and report groundwater use near significant streams to improve sustainability outcomes (9B).

The Board received an update from Planning, Building & Environmental Services Director, Brian Bordona, on code compliance, including progress on the Use Permit Compliance Program, implementation of the Reusable Foodware Ordinance, review of reverse osmosis system policies, potential updates to the Rooster Ordinance, and expanded realtor and community education efforts (9C).

The Board conducted a public hearing, with presentations from Public Works and Napa Open Space District, and adopted a resolution to abandon a 2.5-mile portion of Old Howell Mountain Road while reserving easements for utilities, emergency access, and a new public trail, and approved an agreement with the Napa County Regional Park and Open Space District to manage the trail (10B).
