Hello Friends and Neighbors,
Recent weeks have brought a flurry of events and meetings. The Napa County Board of Supervisors recognized May as AANHPI Heritage, Historic Preservation month, Older Adults Month, Wildfire Preparedness Month, and June as Pride month and Elder Abuse Awareness month. May was also Bike Month, and the weather was great for active transportation modes like walking and biking. Please read on for a few high points from recent Board meetings, with links.
In the weeks ahead, Napa County will be holding budget hearings. If you have any questions or comments, please reach out to me or Abigail Flores, Board Aide for District 4. We value your input and want to hear what’s on your mind.
Attending community events is a heartwarming experience. Events such as Arts Council Napa Valley’s student awards ceremony, the Berryessa Highlands Firesafe Council community meeting, and the Memorial Day observance at Yountville Veteran’s Home are each a reminder that residents hold our social fabric together with their work. We have a vibrant community, which is something to celebrate. Thank you for making it happen.
As we head into summer, rising temperatures are a reminder that peak wildfire season is here. Now is the time to make sure that you are fully prepared. Be sure to eliminate ignition risks, reduce fuel loads, network with your neighbors, and craft an emergency plan. More info below.

BOARD OF SUPERVISORS MEETING RECAP - May 6, 2025

Item 10A: Natural Resources Conservation manager Jamison Crosby and Cab Esposito of Luhdorff & Scalmanini provided an update on the implementation of the Groundwater Sustainability Plan including the Annual Report on conditions in Water Year 2024, implementation of Workplans, increased monitoring, and outreach activities.
Item 11D: Fire Marshal Jason Downs, Fire Administrator Dave Shew, and Deputy County Counsel Shana Bagley presented, and the Board voted its intent to adopt an Ordinance adopting the map developed by the California State Fire Marshal designating Fire Hazard Severity Zones in Napa County.
Item 11E: Planning Manager Michael Parker presented, and the Board voted its intent to adopt an Ordinance removing the sunset date of May 5, 2025, of the Micro-Winery Ordinance.

Item 11C: Toosdi Malito, Assistant Agricultural Commissioner/Sealer, presented the 2024 Napa County Agricultural Crop Report, which details gross value and production of the agricultural commodities grown within the County of Napa during 2024. She also announced the three students whose artwork was selected for the 2024 Crop Report.
Item 11E: Sheriff Oscar Ortiz, Brie Jones (Emergency Services Officer), and Mike Hooper (SenseMakers), provided an update on Napa County’s post-disaster recovery planning annex.
Item 12A: Sarah Geiss, Supervising Staff Services Analyst, Napa Berryessa Resort Improvement District, presented and the Board approved, the District Engineer’s report, which imposes the availability (standby) charges for FY 2025-2026 of $10 per parcel per month for water service, and $10 per parcel per month for sewer service for the Napa Berryessa Resort Improvement District.
Item 12B: The Board conducted a public hearing to consider any objections or protests with respect to special taxes for the Silverado Community Services District, accepted the Annual Special Tax Report for FY 2025-26, and adopted the recommended maximum special tax.

Budget Hearings June 16 & 17
To increase public accessibility, Napa County will, hold an evening meeting for the 2025-2026 fiscal year budget on Monday, June 16, at 6 p.m. The same budget presentation will be made during the regular board meeting the next day, Tuesday, June 17 at 9 a.m. Both meetings will be held in the Board Chambers on the third floor of the County Administration Building, located at 1195 Third Street in Napa.
Budget hearings will be available to stream online via Napa County’s YouTube channel. Spanish translation and closed captioning will also be available through Zoom (Meeting ID: 842-343-169). Community members attending in person must bring their own devices and earphones to listen to the translation. You can find the agenda and other meeting materials HERE.

Napa County Roads Update
Napa County remains committed to improving road infrastructure and incorporating Complete Streets concepts that serve all travelers. We’re delivering on this commitment through paving, slide repairs, bridge maintenance, guardrails installation, striping, and more.

Completion of the New Jail Replacement Facility Marked with a Ribbon Cutting Ceremony
The new 109,000-square-foot jail features 332 beds, a modern design that enhances correctional operations efficiency and safety, robust security, medical and dental offices, dedicated space for rehabilitation and educational programs, and more. The $128 million project is on-time and on-budget, and scheduled to be operational in June of 2025.

The gross value of all agricultural production in Napa County was $1,034,798,400 in 2024 – a 14.3 percent decrease from the previous year. Agricultural Commissioner Tracy Cleveland released the numbers as part of the 2024 Napa County Agricultural Crop Report during the May 20 Board of Supervisors meeting.

County Recommends Phased Approach for Facilities Improvements in Light of Evolving Economic Outlook
In response to significant cost escalations and evolving economic conditions, Napa County is recommending a shift in its approach to modernizing key County facilities. The new strategy prioritizes targeted short-term improvements to address immediate needs while providing flexibility to plan for a more comprehensive facilities project in the future.

The Napa County Board of Supervisors proclaimed May as Older Adults Month, reinforcing its commitment to supporting the county’s growing older adult population. Connections Napa County is a one-stop website that lists all Napa County resources for older adults (60+).

Groundwater Sustainability Agency
May Field Trip
In May, the Napa County Groundwater Sustainability Agency team hosted a tour of the Interconnected Surface Water and Groundwater Dependent Ecosystems Study Sites. Site data are used to create a workplan linking groundwater, surface water, and ecosystems to protect and enhance the quantity and quality of groundwater for all beneficial uses and users. Napa County Responds to FEMA Cancellation of Wildfire Resilience Grant
Napa County is disappointed by the Federal Emergency Management Agency’s (FEMA) decision to terminate funding under the Building Resilient Infrastructure and Communities (BRIC) program—a move that puts our wildfire mitigation projects and public safety efforts at risk.
In August 2024, Napa County was awarded a $35 million BRIC grant—one of only 124 projects selected nationwide—to support implementation of the Napa County Community Wildfire Protection Plan. The County committed an additional 30 percent match, bringing the total investment to $50 million. This comprehensive, multi-year effort includes hazardous fuels reduction, ignition-resistant construction, and defensible space treatments to protect vulnerable communities, critical infrastructure, and natural resources.
Napa County will continue to work closely with state and federal officials to explore all available pathways to preserve these projects and protect the community from future wildfire threats. Click HERE for more information.

Rock the Ride | Sat June 28
Rock the Ride brings our community together to remember local gun violence tragedies and to support public safety and gun violence prevention education here and across our state. This year, our longer 45-mile ride will return. We will also have a 15-mile ride (instead of the 10-mile) and a new 5.5-mile family ride! We look forward to welcoming all of our 25-mile riders and our 3-mile walkers, too!

Parade: The parade starts at 9:30 am on 2nd and 3rd Streets between School and Brown Streets.
Free Kids Zone 3pm to 8pm: Carnival games, inflatables and magic shows.
Drone Show 9:30pm to 9:45pm:
Recommended viewing areas include Oxbow Commons, 1st and 3rd Street Bridge sidewalks, Veterans Park, China Point, and the Riverfront Promenade
