AEP Texas High-Performance Home Builders,


As we enter the fourth quarter of 2024, we would like to thank everyone for their efforts throughout the year. The AEP Texas High-Performance Homes Program has had another successful year, and that was not possible without the hard work of our Builders and HERS Raters. Thank you for your continued support and dedication to the program, our customers and energy efficiency.


I would also like to thank Pam Osterloh for her time stepping in as the manager of this program. Pam jumped in during a crucial time of the year when the manager role had a sudden vacancy, and her guidance and expertise led us to another high performing year. Going forward, I will be the new and dedicated program manager for the High-Performance Homes Program and I look forward to working with you all! QA Out in the Field

It's always nice to have the opportunity to work face-to-face with our Raters!


The High-Performance Homes Program team recently went out into the field to perform QA work on several houses alongside TopBuild and Energy Solutions. It is always exciting seeing what new innovations and technologies our Raters utilize to ensure that each house is properly tested.


The Program Team is so proud of the expertise and professionalism of the raters that participate in this program. Your dedication and hard work ensures that Texans are moving into houses that deliver better performance, greater comfort, and a healthier environment.

Tax Credits for Builders of Energy Efficient Homes

We're excited to see more builders showing interest in ENERGY STAR certification. Not only do you get the benefits of tax credits, but it's also a great way to make your homes stand out while adding more value for buyers.


As part of the Inflation Reduction Act, the Section 45L Tax Credit for Energy Efficient Homes has been updated and extended through 2032. The base-level tax credit is tied to meeting ENERGY STAR program requirements. The tax credits cover improvements such as installing heat pumps, heat pump water heaters, insulation, doors, windows, electrical panel upgrades, home energy audits, and more. Click here for additional information.


Credits are available for the following eligible homes:

  • Single-family new homes: $2,500
  • Multifamily homes: $500 or $2,500 when wage requirements are met


Eligible contractors can submit Form 8908 to claim a credit for each energy-efficient home that was sold or leased to another person.

New Heat Pump Training Available

We are thrilled to announce the addition of new technical training modules to the Texas Energy Efficiency Learning Center (EELC)!


Dive into our comprehensive courses on heat pumps, expertly crafted and authorized by Lennox. Enhance your skills and knowledge with these valuable resources designed to keep you at the forefront of energy efficiency.


As a participating contractor, you have FREE access to the EELC. Many courses can be used to meet Continuing Education Unit (CEU) requirements for common industry certifications, including NATE, RESNET, and BPI. All courses eligible for CEUs have a short exam and require 80% or higher score to pass. Once you click on Catalog, you can filter courses under the "CEU Accredited" category.

Pamela Le


Pamela Le is an Energy Efficiency & Consumer Program Coordinator at AEP Texas. A native of Corpus Christi, she attended Richard King High School and earned both her bachelor’s and master’s degree in business administration from Texas A&M University-Corpus Christi. Currently, she is working towards obtaining the Certified Energy Manager (CEM) and the Project Management Professional (PMP) certifications.


With eight years of experience in customer service and two years of experience as a project coordinator and community liaison for a local non-profit, she possesses strong skills in customer service, community engagement, project coordination, and strategic planning.


Pamela is driven by the desire to seize opportunities, embrace new challenges, and takes pride in delivering high-quality work. Pamela hopes to be a valuable asset in her field, contributing effectively to her team and the community.
