November 15, on the sidelines of the 30th Asia-Pacific Economic Cooperation (APEC) Leaders' Summit in San Francisco, California, the U.S. and the Philippines entered into major agreements between governments and the private sector to boost economic partnerships and security commitments. These partnerships will lead to improved Philippine competitiveness in the semiconductor supply chain, address energy security, and advance affordable health. Philippine President Ferdinand R. Marcos, Jr. led the Philippine delegation during these meetings. The U.S. Department of State will collaborate with the Government of the Philippines to explore opportunities to grow and diversify the global semiconductor ecosystem under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. This partnership will help create a more resilient, secure, and sustainable global semiconductor value chain.


The initial phase will involve a comprehensive assessment of the Philippines’ existing semiconductor ecosystem and regulatory framework, as well as workforce and infrastructure needs. The insights gained from the assessment will serve as the basis for potential future joint initiatives to advance this critical sector.

In August 2022, President Biden signed the CHIPS Act of 2022, a U.S. law that appropriated new funding to boost domestic manufacturing and research of semiconductors in the United States. The CHIPS Act of 2022 created the ITSI Fund, which provides the U.S. Department of State with $500 million ($100 million per year over five years, starting in Fiscal Year 2023) to promote the development and adoption of secure and trustworthy telecommunications networks and ensure semiconductor supply chain security and diversification through new programs and initiatives with our allies and partners.


U.S.-Philippines Nuclear Energy Agreement


The "123" civil nuclear negotiations was launched during VP Kamala Harris visit to the Philippines in November 2022 as the Marcos Jr. administration sought clean energy alternatives. The agreement would provide Philippine companies access to nuclear technologies provided by American companies, particularly the small modular reactors (SMRs) of UltraSafe, NuScale, and other firms.


Today, the White House released a Memorandum stating that after considering the views, recommendations, and statements from government agencies, President Joe Biden has "determined that the performance of the proposed Agreement will promote, and will not constitute an unreasonable risk to, the common defense and security."

At a November 15 meeting, Vice President Harris and President Marcos committed to broaden economic cooperation bilaterally and within the Indo-Pacific Economic Framework. They welcomed the timely conclusion of a historic “123” civil nuclear cooperation agreement, an initiative aimed to address clean energy transition, energy security and advance a global nonproliferation regime. Vice President Harris reaffirmed the U.S. commitment to the Philippines under the Mutual Defense Treaty, standing shoulder-to-shoulder in defending the Philippines’ sovereign rights and jurisdiction in the South China Sea. They also discussed the importance of respect for human rights and labor rights.

AI-based Weather Forecasting to build resilience


On the margins of APEC Leaders Summit, U.S. private sector ATMO Inc signed a memorandum of understanding with the Philippine Department of Science and Technology to build a high-resolution weather forecasting system for the Philippines using AI technology. It was signed by DOST Undersecretary Maridon Sahagun and ATMI Inc. Founder and CEO Alexander Levy. The signing was witnessed by Philippine President Ferdinand Marcos.

Micro-Modular Reactors Energy Systems Feasibility Study


Building on meetings held last May during President Marcos, Jr. working visit in Washington DC, Ultra Safe Nuclear Cooperation (USNC) led by CEO Francesco Venneri signed a cooperation agreement with Manila Electric Company (MERALCO) on the conduct of a pre-feasibility study for the potential deployment of Micro Modular Reactors.


Meralco Chairman Manuel Pangilinan stated, "USNC is changing the nuclear safety and national energy security conversations in the Philippines with the MMR. This cooperative agreement moves us forward with a partner who understands these important issues alongside the essential nature of the cost and reliability of the electricity supply."


"This also signifies the commitment of the Philippines, through Meralco, to explore and utilize diverse energy sources for the benefit of Filipinos. We believe that nuclear technology will help balance the need to meet the growing demand of our country with the equally crucial need to transition towards a sustainable energy future," Pangilinan added.

Affordable and Accessible Healthcare Services


Ayala Corporation Chairman Jaime Augusto Zobel de Ayala and Ayala Corporation Health President Paolo Borromeo signed a memorandum of agreement with Varian Philippines President Heinz-Michael Horst Schmermer and Advanced Oncology Solutions Varian Vice President Chuck Lindley. Under the agreement, the U.S. and Philippine corporations will cooperate to establish and efficiently manage a dedicated specialty oncology hospital ensuring delivery of quality healthcare that is accessible and affordable to Filipinos.


Another pharmaceutical company, Lloyd Laboratories also signed an agreement with Difgen Pharmaceuticals LLC to collaborate on the filing of Abbreviated New Drug Applications (ANDA) and the marketing of jointly developed pharmaceutical products within the United States. Furthermore, Lloyd Laboratories will invest to establish and operate the first US Food and Drug Administration (FDA)-approved manufacturing facility in the Philippines.

Philippine and American members of the US-Philippines Society, including Co-Chair Manuel V. Pangilinan, and Directors Jaime Augusto Zobel de Ayala and Enrique Razon, participated in and supported private sector and government initiatives at the 2023 APEC with a theme of "Creating a Resilient and Sustainable Future for All."
