Highway 105A/CO-105/

Jackson Creek Parkway (JCP) Project

Construction Update

Week of August 7, 2023

Highway 105A Construction Kicks off; Traffic Impacts Expected

The El Paso County Highway 105A Construction kicked off last week. In the coming weeks and months, motorists will experience substantial construction activity in the area. In addition to the Hwy 105A project, there are several other roadway and utility construction projects ongoing within this area. The various project teams are coordinating schedules as best they can. For these reasons, ALTERNATE ROUTES ARE HIGHLY ADVISED.

We’ll be monitoring the situation as construction work progresses and making adjustments to improve traffic flow. A few of the adjustments may include:

  1. Additional Traffic Control positioned to direct traffic during Monument Academy elementary school student drop-off/pick-up times in the mornings and afternoons.
  2. Adjusting the protected arrow traffic light on eastbound Hwy 105 to northbound Knollwood Boulevard to help reduce traffic backups and enable better access onto Village Ridge Point and to Monument Academy.

Construction Schedule

Phase 1: August 10 – 27

  1. Thursday, Aug. 10 and Friday, Aug. 11: Hwy 105 traffic will be shifted to the south side of the road to allow crews to work on the north side lanes.
  2. Starting Thursday, Aug. 10 through approximately the end of August: Knollwood Boulevard will be reduced to one through lane in each direction (southbound and northbound) between Hwy 105 and Village Ridge Point for utility work and while a temporary access from Hwy 105 to Village Ridge Point is being constructed east of Integrity Bank. HOWEVER, southbound left turns onto eastbound Village Ridge Point will not be allowed. Traffic wanting access to Monument Academy and the businesses along Village Ridge Point will be required to access from northbound Knollwood with right-in only to Village Ridge Point. Right-out from Village Ridge Point to northbound Knollwood will be allowed. Motorists will need to use Lake Woodmoor Drive or Woodmoor Drive to Hwy 105 to get to northbound Knollwood.
  3. Thursday, Aug. 17 – Friday, Aug. 25 nightwork: Waterline casings will be installed across Hwy 105 requiring work to take place overnight. Hwy 105 will remain open, but some lane restrictions will be required for this work. The traffic configuration will return to the daytime traffic pattern by 7 a.m. daily.
  4. Other work: Clearing and grubbing and utility work will take place, and some tree removal is necessary to allow for the improvements to Hwy 105.

Phase 2: Late August for approximately 3 - 4 months

  1. Late August: The temporary access road from Hwy 105 to Village Ridge Point will open just east of Integrity Bank.
  2. At that time, Knollwood Boulevard will be fully closed between Hwy 105 and South Park Drive (except local traffic) to allow crews to construct the new roundabout.
  3. Traffic to Monument Academy and businesses on Village Ridge Point will need to use the new temporary paved access off Hwy 105 just east of Integrity Bank. Traffic should use Lake Woodmoor Drive or Woodmoor Drive to get to the new paved access to Village Ridge Point (This access is a left turn and right-in/right-out for business exit only onto Hwy 105). Monument Academy elementary school student drop-off and pick-up traffic will exit Monument Academy at the east of the school property only.

Phase 3: Roundabout completion anticipated by the end of 2023/early 2024

  1. Knollwood Boulevard onto Village Ridge Point reopens with access to the Monument Academy elementary school and the adjacent businesses.

Construction of Hwy 105 improvements will continue early into 2025.

Work on the north side lanes of Hwy 105 will take place for approximately one year. Then traffic will be shifted to the completed north side lanes to enable work to take place on the south side.

For the safety of the travelling public and construction crews:

  1. Please slow down and pay attention to signs and traffic control.
  2. Watch for workers and vehicles in the construction zone.
  3. Adhere to posted speed limit signs.
  4. Be considerate to drivers wanting to merge in.
  5. Your patience is greatly appreciated!

Hwy105A Construction and Monument Junction Interim JCP Improvements

MULTIPLE ROADWAY AND UTILITY PROJECTS

There are multiple roadway and utility projects both underway and planned for this area of the community being led by different jurisdictions. The project teams are coordinating efforts to minimize impacts to the traveling public as much as is possible.

Monument Junction Interim Improvements (Project A) – Classic Homes (Construction completion: anticipated for late summer 2023)

Paving operations for Phase 1 (east side, northbound lane of Jackson Creek Parkway). This “Interim” project by Classic Homes and contractor Wildcat Construction will see approximately 2,600 linear feet of Jackson Creek Parkway street improvements including widening for several new turn lanes, drive access to development areas, signage, and striping.

The “Ultimate Improvements” (Project D) to this northern section of Jackson Creek Parkway will take place during the Town of Monument’s Jackson Creek Parkway Widening Project estimated to start construction in late 2024.

Highway 105A Construction (Project B) – El Paso County (Construction duration: July 24, 2023 – expected to continue into 2025)

The project extends the 4-lane section of Highway 105 just east of Jackson Creek Parkway to Lake Woodmoor Drive, providing for greater mobility by accommodating more traffic. The new configuration will be two lanes in each direction with left and right turn lanes. The project also includes multi-use shoulders and pedestrian improvements, sidewalk connectivity, replacement of the traffic signal at Knollwood Boulevard, a new underground drainage system, and water quality pond, and a new roundabout at the Knollwood/Village Ridge Point intersection.

The new roundabout coupled with new queuing lanes being constructed by Monument Academy are designed to keep traffic moving and reduce the traffic backups on Highway 105 that have previously occurred in this area.

Jackson Creek Parkway Widening (Project E) – Town of Monument (Construction duration, expected late 2024 - 2026)

This project, currently in design, will expand Jackson Creek Parkway from one lane in each direction to two lanes in each direction (from Higby Road north to Highway 105), extending the four-lane configuration. Also included are drainage improvements, median landscaping, pedestrian and bike pathways, and “Gateway” treatments.
