Strategic Plan Update and Community Survey Opportunity

Our 2023-2027 Strategic Plan is the fifth HSD has operated under since unification in the late 1990s. These strategic plans articulate our mission, goals, and focus areas as we strive to increase the achievement of all students. A clear and focused plan is critical to communicating our priorities to all stakeholders, serves as a roadmap to success, and helps align efforts toward a common, student-centered outcome. 


While we are actively working on and tracking fifteen metrics to assess our progress, there are five performance targets we will routinely highlight:

  • % of students proficient in reading in 3rd grade
  • % of students attending more than 90% of their enrolled school days
  • % of students participating in at least one school-based extracurricular activity
  • % of students on-track to graduate by the end of their 9th grade year
  • % of students graduating within four years of entering high school, and % of students completing within five years of entering high school


You are now able to see an infographic with our current status in each of these areas on our new Strategic Plan Dashboard. As we are able to update the dashboard with new data, we will start indicating changes over time. Next summer, once we have a full year of data, we will compile a report with information on our progress toward all fifteen metrics.


Part of our outreach, feedback, and accountability process is to offer parents and community members the opportunity to complete a survey each fall in which they can share their perspectives on the quality of the education program offered in HSD. Please take a few moments to share your thoughts by Thursday, Nov. 30, 2023. The results of the survey will be analyzed along with those from our student survey next spring to see where adjustments to our plan need to be made heading into the 2024-25 school year. Thank you!

Día de los Muertos Concerts

On Wednesday and Thursday, Oct. 25 and 26, seven HSD elementary schools were treated to a Día de los Muertos-themed assembly featuring a performance by San Diego-based band Jarabe Mexicano. The members of Jarabe Mexicano are all trained music educators, and regularly embark on educational outreach tours. Hilhi’s own Mariachi Sangre Azul opened for the band at their Minter Bridge performance on Wednesday afternoon, and did the same for the group’s performance at the Patricia Reser Center for the Arts in Beaverton on Friday evening.

Bond Update: Green Energy Production


Tamarack Elementary’s rooftop photovoltaic panel array is now connected to the internet, and the public can monitor its solar energy production. This installation was part of the 2017 Bond’s green energy investments, following the state’s 1.5% for Green Energy Technology requirements. Together with Liberty High School’s solar canopy, the arrays will continue to provide utility and carbon emission offsets for the long-term future.

Black Village Family Advisory Committee College Workshop
