Hillsborough County Continues Discussion on Changes in Land Use and Development Policies to Prepare for Smart and Sustainable Growth
|
On January 22, 2020, the Hillsborough County Board of County Commissioners ("BOCC") held the third of a series of workshops analyzing Hillsborough County's land use and development policies. As we recently
reported, these workshops are necessary for Hillsborough County to consider how to strategically accommodate for future growth. This workshop emphasized the importance of sustainable infrastructure policies, as Hillsborough County is adding nearly 24,000 people each year and expects a population growth of 600,000 new residents by 2045.
The Planning Commission presented on the estimated population and employment growth in Hillsborough County and provided several potential policy initiatives to achieve economic, environmental, social, and affordable housing sustainability. According to a 2045 Forecast, some areas of Hillsborough County will see populations double:
The Planning Commission proposed planning for the future based on a median population growth projection, which would add 211,800 people into previously undeveloped areas and 82,900 people into existing development areas. Key expansion areas include Plant City, the I-4 corridor, and the RP-2/WVR-2 areas near Balm and Wimauma:
There was significant debate about growth in unincorporated Hillsborough County versus the Cities of Tampa, Plant City, and Temple Terrace. The possibility of a meeting with the City of Tampa to discuss growth concerns was discussed. Ultimately, the County will have to make difficult policy decisions about how much growth should be directed into cities as opposed to the unincorporated areas.
This workshop again confirms that there are still opportunities for landowners, developers, and homebuilders to engage in Hillsborough County. The BOCC has two more workshops scheduled, as well as a hearing to consider increased mobility fees.

In addition to the workshop, the Board made some important decisions in its January 23, 2020 meeting affecting land use and development in Hillsborough County. The Board rejected the idea of creating an Office of the Land Use Advisor as not needed in addition to the professional planning staffs of the County and the Planning Commission. The Board also continued as premature a proposal to increase mobility fees in only the RP-2 land use category, in favor of considering this idea globally on March 4 when a new mobility fee study will be considered.
We encourage attendance at the upcoming workshops and focus group meetings will likely be scheduled.
