This week contractors worked on replacing and improving stormwater piping along Hilyard Street. The project includes installing new 30-inch pipes that connect to the City's stormwater system near 36th and Hilyard. These improvements are being made in partnership with the City of Eugene. Next week pipeline work will begin on the stretch of Hilyard between Dillard Road and East 36th Avenue.
- EWEB crews relocate a water main that feeds Betty Niven Drive.
- Contractors will begin installing 36-inch steel drinking water pipes near Dillard Road and working north.
- In the coming weeks, Northwest Natural Gas crews will be onsite to relocate gas mains.
What to expect
- This phase of construction is expected to take approximately 2-3 months to complete.
- There will be intermittent, temporary loud noises, road closures, truck traffic, heavy equipment, and other impacts that are part and parcel with digging up the road to install new water pipes.
- Local residents and businesses will have access during construction, but travelers should expect traffic delays and detours, including sidewalk and bike lane closures along Hilyard.
- If work is occurring in front of your driveway, there may be temporary delays in getting in or out. Please plan accordingly. We encourage you to reach out in advance if you have any critical appointments so we can notify the contractor.
- Some limited water outages are anticipated during work hours and you will be notified in advance before water service is interrupted.
Work on this project is being done in coordination with planned City of Eugene road reconstruction of Hilyard Street scheduled for summer 2024.

Pipeline work is complete on the section of Hilyard Street between Dillard Road and Patterson Street. East 40th Avenue, East 39th Avenue, and East 39th Place are now open to through traffic. This phase of work, which started in September 2023, connected the new East 40th water storage tanks to the water transmission system.
