House Republicans elect Monks as majority leader

The Idaho House of Representatives elected Rep. Jason Monks, R-Meridian, as the new House Majority Leader on Monday in a closed-door caucus meeting of the House Republicans.


“It’s sometimes awfully scary, because they’re expecting you to go out there and represent them,” Monks told Idaho Reports after the vote was announced. “We have 59 different opinions in this body, and that’s sometimes difficult to make sure that you’re representing everybody at the same time.”

House passes bill to enable prosecution of AI-generated child pornography

Bill sponsors on the House floor Tuesday said that image generators powered by machine learning and artificial intelligence have advanced so quickly in recent memory that investigators and prosecutors are having difficulty distinguishing real images from fake images in some cases dealing with child sexual abuse material.


"The defense in those cases is: Prove to me this isn’t an AI child," said Rep. Bruce Skaug, R-Nampa. "If you’re defending that person, they get off of the charges."

Bill to allow death penalty for certain sex crimes against children passes House

Idaho law currently only allows the death penalty in first-degree murder cases. The House on Tuesday in a 57-11 vote passed a bill that would make lewd conduct with children under age 12 with aggravating circumstances eligible for the death penalty.

Law enforcement are usually dispatched to deal with emergencies, but they can also be sent after fake calls that maliciously target and harass people. The Idaho Senate Judiciary and Rules Committee introduced a bill Monday to help combat the issue.

Some judge and justice replacements could change under retirement plan phase-out legislation

A bill introduced Monday would temporarily fill Idaho judicial vacancies with senior judges until voters elect a new judge or justice in the next election — but only if the judge who is stepping down has a certain retirement plan. Filling mid-term judicial vacancies is sometimes controversial, as it takes the decision of who fills the seat out of voters’ hands.

Senate bill defining domestic terrorism heard in House committee

The House Judiciary, Rules and Administration Committee took public testimony on Tuesday afternoon regarding a bill that would define "domestic terrorism" and require a link to a foreign terrorist organization. The committee hearing focused on what actions are already criminal under state law, and how and when people have been labeled as domestic terrorists.
