December 29, 2023

Dear Neighbor,

From my family to yours, I want to wish you a Happy New Year. I hope you get to enjoy gathering with family, friends and neighbors to celebrate our transition into 2024!

As we approach the end of the year, I’ve been busy preparing for the upcoming legislative session that begins in January. Earlier this month, I attended a town hall discussion hosted by the Independence Association where I learned about the Department of Health and Human Services' proposed Lifespan Home and Community-Based Service option. This service supports Maine people living with intellectual and developmental disabilities to meet their changing needs as they transition through various stages of life. I am committed to advocating for this segment of our community as HHS continues drafting rules, and I’m grateful to all the families that came and shared their experiences.

I also had the opportunity to tour Maine Health’s Behavioral Health facilities in Brunswick and learn about the great work they’re doing to support individuals struggling with addiction and substance use disorder. Lastly, I’ve spent a good amount of time this fall trying to understand our adult use and medical cannabis programs so that I can advocate for and support the businesses in our community that are doing their best to comply with Maine’s evolving regulations.

As you’ll see below, I would particularly welcome your input in the next few weeks on several topics. And if there are other issues you’d like to discuss, please do not hesitate to reach out. I’m always here to listen or help in whatever way I can.

Sincerely,

Sally Cluchey

STORM RESPONSE RESOURCES

Like many communities across Maine, we were effected here in Sagadahoc County by the recent wind and rain storm, which has caused significant flooding and widespread power outages.

Gov. Janet Mills issued a State of Emergency for every Maine county except York and Cumberland, which has helped mobilize state resources to assist and support response and recovery efforts. The Gov. has also created the Maine Flood Resources and Assistance Hub with information about food safety, insurance resources, the latest news and much more.

UPCOMING LEGISLATION

In this upcoming legislative session, we will be working our way through over 700 bills, many of which tackle important and politically charged issues. I would value your input on any subject, but especially on the issues listed below before I cast my votes.

Gun safety:

I’ve heard from many constituents about the need to act in response to the mass shootings in Lewiston. Since then, I’ve had numerous conversations with law enforcement, Democratic and Republican colleagues, hunters, teachers, physicians, mental health professionals, and neighbors. These discussions have given me confidence that we can come together in the House of Representatives to enact thoughtful measures that will improve public safety while respecting constitutional rights and honoring Maine’s rich hunting traditions.

Flavored tobacco:

LD 1215 would prohibit the sale and distribution of flavored tobacco products, including flavored cigars and e-cigarettes. This bill has already been passed in the State Senate but has not yet come to a vote in the House.

National popular vote:

LD 1578 creates an interstate compact agreement among the States to elect the President of the United States by awarding each state’s electoral votes to the candidate that wins the greatest number of votes nationwide. The compact wouldn’t go into effect until states that represent the majority of electoral votes (270) have signed on. A public hearing on this bill has been scheduled for January 8th at 10am.

Staffing ratios for nurses:

LD 1639 establishes minimum direct-care registered nurse staffing requirements based on patient care unit and patient needs, specifies the method to calculate a health care facility's compliance with the staffing requirements, protects direct-care registered nurses from retaliation, and includes notice, record-keeping, and enforcement requirements. This bill passed out of committee with a divided “Ought to Pass” majority report but has not yet been voted on in either the Senate or the House.

HOLIDAY FOOD DRIVE

This holiday season, many in our community will be confronted with the painful reality of not being able to access enough food for themselves and their families.

For those in need of food assistance, the Bowdoinham Food Pantry and the Richmond Food Pantry are great resources.

For those looking to donate, the Good Shepherd Food Bank of Maine also has a list of food drives and pantries around the state.

RESOURCES FOR WINTER HEATING

As winter temperatures settle in, there are more resources available than ever to help Mainers make weatherization improvements and save money on heating costs.

FINANCIAL SUPPORT FOR ELECTRICITY BILLS

Additional financial support for electricity bills will be available to Mainers this winter.

On Nov. 21, the Maine Department of Health and Human Services (DHHS) began sending letters to 67,000 Maine residents eligible for the Low-Income Assistance Program (LIAP) with information on how to receive financial assistance.

DHHS encourages those who don’t receive a letter and need assistance to fill out this online form to have their potential eligibility evaluated. The amount of support available through the program may vary depending on household income, size and other factors.
