First Time Homebuyer?

Struggling to Afford a Home?


Are you or someone you know dreaming of homeownership but unsure where to start? Lower-and-moderate-income households in Dane County have access to various homeownership assistance programs, yet many people are unaware of them, or unsure how to qualify. Each year, hundreds of thousands of dollars in down payment assistance go unused.


Providing more pathways to homeownership was identified as a top priority in the Regional Housing Strategy, below are a variety of programs and resources to help potential buyers.


Steps and Resources

The Home Buyers Round Table (HBRT) of Dane County provides a Home Buyers Road Map that outlines key steps in the homebuying process. HBRT programs not only provide helpful information, but completing some may qualify you for additional down payment assistance.


Go here to see descriptions of the programs that can help with a home purchase. Households below 80% of the Area Median Income (AMI) qualify for the housing assistance programs below. Some programs can be stacked, allowing households to use multiple sources of financial assistance; see the list here.


Households making 80% or below AMI qualify for many programs, including:


Income limits for these programs:

1 person: $68,500, 2 people: $78,250, 3 people: $88,050, 4 people: $97,800,

5 people: $105,650, 6 people: $113,450, 7 people: $121,300, 8 people: $129,100


Households above 80% AMI

The Wisconsin Housing and Economic Development Authority (WHEDA) provides assistance for households above 80% AMI. Find their income limits here and contact a WHEDA approved lender for more information.

WEDC Financing Programs, Zoning and the Housing Crisis

Thursday, April 10, 3:00 - 4:00pm


Target Audience: Developers, municipal staff, elected officials, residents


Please join us for our upcoming Regional Housing Network (RHN) meeting. Hear from Wisconsin Economic Development Corporation (WEDC)'s Regional Economic Development Director, Jason Scott, about WEDC grant and loan programs that include financing for workforce housing and mixed-use development.


What does zoning have to do with the housing crisis? Updating local zoning codes can help bring forward a variety of desired housing types such as senior housing and starter homes, and increase affordability of current and future housing stock. Olivia Parry, Sr. Planner, Dane County Planning, will present on this topic.

City of Madison "Housing Tracker"


The City of Madison’s Department of Planning, Community, and Economic Development has launched a public data tool tracking housing development progress toward the city’s goal of 15,000 new homes by 2030. 25% of all of Madison’s new housing will have long-term affordability, or 3,750 units.


Madison’s affordable housing goals align with the RHS which calls for 26% of all new housing to be affordable to households with incomes of 60% of the area median income or below. Landlord Engagement Meeting


You're invited to attend the new Landlord Engagement Event on Thursday, 03/20/25 from 8:30AM-Noon at the United Way of Dane County. Our conversation will focus on working together to keep people in housing and discussing landlord mitigation.


As an example, landlord mitigation could cover landlord damage relief for damage caused by a tenant during tenancy. A representative from the State of Wisconsin Department of Administration will be there to present on what landlord mitigation could look like for our community and the State.
