HCD Announcement

Homekey+ NOFA Amendments

The California Department of Housing and Community Development (HCD) is pleased to release a number of amendments to the Homekey+ Notice of Funding Availability (NOFA).

HCD and the California Department of Veterans Affairs (CalVet) are pleased to offer additional flexibilities and incentives to prospective applicants interested in utilizing Homekey+ for Veteran-serving projects.

The amendments include, but are not limited to:

  • allowing applications from projects in HCD’s existing loan portfolio with expiring regulatory agreements, as well as previously funded Homekey projects that newly restrict units for Veterans;
  • allowing future applications with federal tax credit and bond applications, provided a reservation of tax credits and bonds are obtained within 6 months of a Homekey+ conditional award;
  • increasing new construction cost containment caps; and
  • decreasing capital match requirements while increasing operating support for Veteran units.

To date, HCD has awarded over $767 million in Homekey+ funds, including $211 million for projects serving Veterans. Funds yet to be awarded include approximately $555 million from the General Allocation and $821 million from the Veteran allocation. New applications will continue to be prioritized based on the percentage of units serving Veterans, as outlined in the NOFA.

As a reminder, all prospective applicants are required to participate in a pre-application consultation, which can be initiated by emailing homekey@hcd.ca.gov.

Prior awardees with Veteran units may also reach out to their assigned HCD representative if interested in taking advantage of these amendments.

The NOFA Amendments can also be found on the Homekey+ webpage.

Homekey+ is funded in large part by Proposition 1, passed by California voters in March 2024, and provides funding to local public entities and co-applicant partners to develop permanent supportive housing for Veterans and other Californians experiencing homelessness with a Behavioral Health Challenge.

Prospective applicants with questions about the NOFA amendments, or who wish to schedule a required pre-application consultation, please email homekey@hcd.ca.gov.
