Missouri enacted its captive law in 2007 to support the business community looking for solutions to manage their traditional risk and beyond. This philosophy continues to be the centerpiece of the Missouri Captive Insurance Program today as we look for ways to support a global industry with innovative ideas that encourage growth while also protecting success. This vision is achieved by developing a strong internal and external team.

The Missouri Captive Insurance Program maintains a group of experienced professionals who understand the state captive laws, work diligently to regulate without over-regulating, and encourage continuous captive growth. This regulatory balance is why Missouri is the place where captives grow strong. The program also works with external stakeholders to ensure we are reacting to the changing captive market in a timely manner.

The Cayman Islands' international insurance sector continued to expand through the third quarter of 2025, with the Cayman Islands Monetary Authority (CIMA) issuing 11 new international insurer licenses between July and September. These included five Class B(i) licenses and six Class B(iii) licenses.

Combined with the 21 licenses granted in the first half of the year, Cayman has added 32 new international insurance licensees in 2025 to date. According to CIMA, 19 more applications are currently under review, with an additional 5 approved in principle.

Many businesspeople are familiar with the expression, "may you live in interesting times." Interesting is indeed an apt description for the current cyber-security environment.
