Report – Year End 2019

PSC Board of Directors
Our Board of Directors has undergone some changes this past year. We welcomed Mike Fretwell as a new Director from Alberta and Wayne Tremblay as a new Director from PEI. 

Hal Janes has stepped down as Chair, and Michael Thompson is our new Chair, while Jordan Litke has been appointed as Vice-Chair. Courtney Tripp has stepped down to better fulfill his role as President of the SLSA. Derek French has stepped down from the board of Directors but continues his work as a Director on the PLI Committee. Brandon MacDonald will be stepping down as our New Brunswick representative in March. We thank Courtney, Derek, and Brandon for their tireless efforts and contribution to our profession and to this organization.

Conseil d’administration de GPC
Il y a eu quelques changements au sein de notre conseil d’administration au cours de la dernière année. Nous avons accueilli Mike Fretwell en tant que nouveau directeur de l’Alberta et Wayne Tremblay en tant que nouveau directeur de l’Île-du-Prince-Édouard.

Hal Janes a quitté ses fonctions de président et Michael Thompson est devenu notre nouveau président, tandis que Jordan Litke a été nommé vice-président. Courtney Tripp a quitté son poste pour mieux remplir son rôle de présidente de la SLSA. Derek French a quitté son poste du conseil d’administration mais poursuit son travail de directeur au sein du CARCP. Brandon MacDonald quittera ses fonctions de représentant du Nouveau-Brunswick en mars. Nous remercions Courtney, Derek et Brandon des efforts qu’ils ont déployés sans relâche et de leur contribution à notre profession et à notre organisation.

The second in a two-book series, Surveying the 120th Meridian and the Great Divide focuses on the second half of the Alberta/BC boundary survey undertaken between 1913–1924. From 1918–1924, the Alberta crew continued the survey of the 120th meridian while the BC crew split off to continue mapping the Great (Continental) Divide.

Modernization of Pipeline Registry Draws Praise

the government of Saskatchewan is hoping to strengthen and modernize its regulatory oversight of the oil and gas industry by introducing a new electronic pipeline registry.
The first system of its kind in Canada, the new system will function within the current Integrated Resource Information System (IRIS) and will issue and administer licenses for the oil, gas and mining sector entirely online, similar to how the Saskatchewan Land Titles Registry already operates. Kinds of Cadastral Systems
The U.S. has homegrown county/city systems, and as many as 3,300 of them. A state like Wisconsin might have as many as 72 different land information systems as it has counties. They may have some core features in common, but in many ways each is unique.
While each system may be a cadastre in the sense that it provides a register of property showing the extent, value, and ownership of land for taxation, there is no “cadastre” in the sense of the national systems that feature authoritative and binding spatial geometries. Read more

Man who is Indiana's oldest state employee retiring at 102

A 102-year-old man who is Indiana's oldest state employee is retiring after nearly six decades on the job, saying that “your body tells you when it's time to go.”
Bob Vollmer plans to report to work for the last time Feb. 6 as a surveyor for the Indiana Department of Natural Resources. The southern Indiana man, whose mother lived to be 108, joined the state agency in 1962. Read more
Way We Were: A million-dollar mistake

It is likely that anyone who owns a piece of property is familiar with its legal description. The legal description of a parcel of land is a precisely-written record defining the boundary lines of the property and is commonly found in a deed.
The posts marking the Conkling claim corners were actually 133.5 feet short of the 1,500-foot length given in the written legal description. The conflict between the survey and the worded patent would spark a 13-year legal battle that would ultimately be decided by the U. S. Supreme Court and involve millions worth of high-grade silver ore. Read more
Maryland Department of Natural Resources Begins New Survey of Mason-Dixon Line
The Maryland Geological Survey, a unit of the Maryland Department of Natural Resources, will lead professional surveying societies of Maryland and Pennsylvania in a new survey of monuments along the Mason-Dixon Line. This will be the first complete survey in 40 years of the line, which was marked in a 1760s survey that defined the Maryland-Pennsylvania border.
Surveyors will document and photograph the monuments to create a thorough collection of the remaining monuments with the intent of entering them into the National Registry of Historic Places. Read more

Canada needs to up its game when it comes to flood maps, says a national group of professional appraisers, as the climate crisis distorts property values across the country.
In response, federal government officials say they're working to complete a nationwide inventory of flood maps within the next two years. Read more

Trump administration slashes basic science research while boosting space, AI and quantum tech funding

The new fiscal year 2021 budget proposal from the Trump administration would increase funding for research and development by $142 billion over the administration’s previous year’s budget, but will still reduce overall spending for science and technology from alternative proposals coming from the U.S. House of Representatives.

Move aside, GPS: Why people still love their paper maps

Even if everything navigation is pointing in the direction of GPS, you'll never tear some folks away from their paper maps.
In Northern New Jersey, Stephanie Kivett Ohnegian keeps an atlas in her car because "there are places where the GPS signal doesn't work" or "the routing is ridiculous."
Out in Portland, Oregon, Kimberly Davis has paper maps in her earthquake "go bag"—just in case.
Few folks would dismiss the fact that GPS, for all its imperfections, can be a godsend when we've lost our way—assuming it wasn't GPS that sent us wildly off course in the first place. Read more

Statistics Netherlands (CBS) is developing a national price index for commercial property in collaboration with the Netherlands’ Cadastre, Land Registry and Mapping Agency (Kadaster) and the Dutch Central Bank (DNB). It is important to gain insight into commercial property price trends because they are an important indicator for the financial stability in a country. A beta version of the index has already been published.  Read more
Should all boundary disputes be settled by surveyors?

Believe it or not, lawyers do not love boundary disputes.
Costly and protracted litigation over small parcels of land is rarely in the client’s best interests, especially if (as is often the case) the dispute is not really about the land itself but some breakdown in neighbourly relations. These antagonisms are usually worsened by court proceedings, whoever wins.
Surely then we should rejoice the fact that the much-delayed Property Boundaries (Resolution of Disputes) Bill is finally making its way through Parliament. Not so, says the Property Litigation Association (PLA), which represents property litigation solicitors across the UK. Read more

Reapit has joined a consortium attempting to make the long-anticipated end-to-end digital home buying process a reality.
It’s joined the IPN Consortium, which consists of platforms that claim provide access to 3,000 estate agents, 1,000 conveyancers, 80 per cent of surveyors and 11 per cent of the mortgage market. Read more

SIM swap fraud: What it is, why you should care and how to protect yourself
Phone number theft is something most don't think is even possible, but it's all too easy for hackers to do, giving them the keys to take over your online accounts .
A recently published study showed just how easy it is for hackers and fraudsters to take control of your phone number, potentially leading to thousands of dollars in fraud -- that's your money on the line. The practice of SIM swapping is becoming more common, and despite carriers putting safeguards in place, it's scary how quickly the researchers were able to take over a phone number.
But here's the problem -- hackers know that SIM cards are a fairly easy access point when it comes to taking over someone's phone number, and in turn, gain access to their online accounts. Read more

What do a Peruvian movie theater chain and a payment service for US cannabis dispensaries have in common? Unsecured databases. In separate incidents this month, sensitive customer data from Cineplanet in Peru and THSuite in the US were found exposed on cloud servers without password protection. Identity theft experts say the global trend of exposures is just as concerning as hackers stealing data outright. Read more
