Updates to the Operations Manual
An updated version of the manual has been uploaded to the Hospital Discounted Care website. HCPF is in the process of implementing Senate Bill 24-116 in collaboration with various stakeholder groups. One area that has been implemented and the process to change the rules has begun is related to the amount some hospitals are allowed to charge.
Please begin using the updated version immediately. Specific sections of the manual that have been updated with new or clarified language are listed in the first few pages of the updated manual, and include, but are not limited to, the following:
- The addition of the ability for hospitals that bill for their employed or contracted physicians to collect up to 6% of the patient's monthly gross income in a 36 month payment plan, 4% for the facility charges and 2% for the physician charges
- The requirement for the 6% to be included in the Determination Notice sent to patients after a completed application
- Clarification on patients in custody of law enforcement and when they would be eligible for Hospital Discounted Care
- Clarification on when insured patients must be screened for Hospital Discounted Care
- Clarification that there is no one document for income determination that is preferred or can be requested over another acceptable document
- Clarification on accepting determinations for older accounts within current backdating period or just outside if still within 181 days
- Clarification on accounts for patients who start applications just prior to day 181
- Documentation to be included when HCPF is informed of a patient appeal
- Details of the Audit process
