Appeals:
If your facility receives an appeal of a patient's Hospital Discounted Care determination, it is the facility's responsibility to notify HCPF. Per the Operations Manual regarding patient appeals, the timeline for ineligible determinations and incorrect information is as follows:
- Patients have 30 calendar days from the date on the determination letter to appeal the health care facility’s eligibility determination.

Health care facilities must confirm receipt of the appeal letter within three business days and have 15 calendar days from the date of the patient’s appeal to complete a redetermination of eligibility and respond to the patient and HCPF.
- If the health care facility upholds its initial eligibility determination, the patient can proceed to the next step of the appeals process. If the health care facility finds that the initial eligibility determination was inaccurate, they must correct the application and issue the patient a determination notice following the requirements outlined in Section 6.01.
- The patient has 15 calendar days from the date of the health care facility’s initial appeal decision to contact HCPF in writing.

Hospital Discounted Care Hospitals Invited to the January CICP Advisory Council Meeting:
HCPF would like to invite all of the non-Colorado Indigent Care Program (CICP) hospitals to attend the January CICP Advisory Council meeting, scheduled for Jan. 29 from 1 to 3 p.m. We encourage all hospitals to attend even if your facility is not a CICP provider. HCPF will share some information from the SMART hearing, Nancy Dolson will talk about the upcoming CICP bill, and the Council will begin discussing administrative burdens encountered with the screening and application processes that will continue at the April meeting.
Upcoming Annual Training:
HCPF will hold its annual training this spring, dates to be determined. Please send any topic requests to hcpf_HospDiscountCare@state.co.us no later than Jan. 31, 2024. HCPF has heard that hospitals would be interested in an in-person training option this spring. If your facility is willing to host the in-person training and is located in the Denver Metro Area, please send an email to hcpf_HospDiscountCare@state.co.us no later than Jan. 19, 2024.
