Hospital Discounted Care Newsletter

This newsletter provides information and updates on the implementation of House Bill (HB) 21-1198, Health Care Billing Requirements for Indigent Patients, otherwise known as Hospital Discounted Care. Low-income patients who aren't enrolled in Health First Colorado or Child Health Plan Plus (CHP+) will have the opportunity to apply for financial assistance or charity care programs at the health care facility where they receive care.

Hospital Discounted Care Updates

Updates to Uniform Application


Version 3.1 of the Uniform Application has been posted to the Hospital Discounted Care website. The updates contained within this new version are limited to the card template and are all "behind the scenes" coding updates. Please begin using this version of the application as soon as possible.


A few hospitals reached out to HCPF over the last month stating that in some cases the rate on the card template was returning "###" instead of the rate despite the cell being large enough to show the rate number. Additionally, in some cases the name of the hospital charity care program on the rightmost section of the card was returning "#NAME?". HCPF determined that these issues were being caused by the use of a newer version of a function that is not supported in some versions of Excel. The coding for these cells has been updated to use the older version of the function, which should resolve the issue for hospitals using an older version of Excel. Any hospital using Excel 2019 or newer should not have encountered this error.


HCPF appreciates the hospitals that reached out about this issue, and encourages hospitals to let us know if any part of the application does not appear to be working correctly so that it may be investigated and any necessary updates can be made.


August Implementation Stakeholder Meeting Cancelled


The stakeholder meeting scheduled for Wednesday, August 13 regarding the implementation of HB 24-1399 and SB 24-116 has been cancelled. The next stakeholder meeting is scheduled for Tuesday, September 16. More information about topics that will be covered at the September meeting will be available closer to the meeting date. Stakeholders may send topic requests for implementation meetings to hcpf_HospDiscountCare@state.co.us


The only remaining part of SB 24-116 that has not yet been implemented is the addition of the new population groups within Presumptive Eligibility (PE). The implementation of the system changes to accommodate the expanded population groups is in process and is currently on track to be completed by January 2026. 


HCPF plans to take rules for the presumptive eligibility updates that impact Hospital Discounted Care to the September Medical Services Board meeting, which will be held September 12, 2025 beginning at 9 a.m. Draft rules will be available on the Public Rule Review Meeting web page the week before the meeting, which is scheduled for August 18, 2025 at 9 a.m.
