Updated Materials
New versions of the Uniform Application (Version 2.3), Federal Poverty Guidelines, and Hospital Discounted Care FPG and Payment Calculator have been posted to the
Hospital Discounted Care website. All providers must begin using Version 2.3 of the Uniform Application on Tuesday, April 1.
If a patient has already started an application before April 1, 2025, the application should be completed using Version 2.2. If the patient was screened on or before April 1, 2025 but does not start an application until April 1 or later, Version 2.3 should be used to complete their application. Any screenings or applications started April 1, 2025 or later should be completed using Version 2.3.
Updates to the Operations Manual
An updated version of the manual has also been uploaded to the Hospital Discounted Care website and you should begin using this version immediately. Specific sections of the manual that have been updated with new or clarified language are listed in the first few pages of the updated manual, and include, but are not limited to, the following:
- Clarification on screening uninsured out of state patients
- Revised process for Determination Notices due to rule change
- 14 to 21 calendar days
- Clarification and added data reporting requirements for Licensed HealthCare Professionals
- Added review time frames for an Audit Corrective Action Plan (CAP)
Screening Forms
HCPF is aware of numerous hospitals using their own internal Hospital Discounted Care screening forms, many of which do not collect all required information. As a result, screenings completed using these internal screening forms will be a finding during the provider's audit due to missing information necessary to screen patients for all programs as mandated by the Hospital Discounted Care law. HCPF wants to ensure that all hospitals are in compliance with the screening requirements. If your facility chooses to use your own screening form, it must collect all information as listed in the screening form located in the Uniform Application. HCPF has found the following elements to be the most commonly missing from the internal screening forms:
- Date of screening
- Date(s) of service screening covers
- Patient residency question- Are you a resident of or currently living in Colorado?
If your facility utilizes an internal screening form, please review it to ensure that it collects the same information as the screening form located in the Uniform Application and includes the date of the screening and the date of service.
