Hospital Discounted Care Newsletter

This newsletter provides information and updates on the implementation of House Bill (HB) 21-1198, Health Care Billing Requirements for Indigent Patients, otherwise known as Hospital Discounted Care. Low-income patients who aren't enrolled in Health First Colorado or Child Health Plan Plus (CHP+) will have the opportunity to apply for financial assistance or charity care programs at the health care facility where they receive care.

Hospital Discounted Care Updates

Draft updates to Decline Screening form


HCPF presented draft updates to the Decline Screening form at the July Hospital Discounted Care Advisory Committee meeting. The proposed updates are stemming from concern that patients who are checking in or registering for services at the hospital via an online platform may not understand that the Decline Screening form is optional or that signing it means that the hospital would not contact them related to being screened for financial assistance. The updates are intended to help make the form clearer for patients so they are consciously choosing whether they do or do not want to be screened instead of mistakenly signing it thinking it is just another form they need to complete within their check in or registration paperwork.


These updates are NOT intended to make the Decline Screening form mandatory for all uninsured patients. The form will continue to be required for any uninsured patient who does not want to be screened, and there will be no changes to policy related to patients who do want to be screened. Additionally, no decisions have been made as to when any proposed changes would be made to the form or when the updated form would go into effect.


HCPF will be collecting comments on the proposed changes through the month of August. Comments can be submitted to hcpf_HospDiscountCare@state.co.us regarding the proposed changes as presented or alternate or additional changes the commenter would like to submit for consideration. The Decline Screening form will be brought back to the Advisory Committee during the October meeting for additional discussion. 


Data Reporting - due September 2


This is a reminder that data reporting for Hospital Discounted Care is due annually to HCPF by September 1. With Labor Day falling on September 1 this year, the due date for data reporting has been moved to September 2. 


The data templates are available on the Hospital Discounted Care website. If you are reporting data for a Hospital or System please use the Hospital Data Template, and if you are reporting data as an individual professional or group please use the Professional Data Template

Office Hours



HCPF is holding office hours monthly on the third Wednesday at 9 a.m. No registration is required. The Zoom link and call in information are on the Hospital Discounted Care website.
